• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, June 24, 1982, in the Director's Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Ivan Faulkner, Larry Winkler, L. 0. Ferguson, Dick Shaw CITY REPRESENTATIVES PRESENT: OTHERS PRESENT: Clayton Powell, Wally Brt, Larry Poage, Cynthia Stewart, Suzanne Kennedy Carl Russell, Jerry Hughey The committee reviewed the Large Scale Development for a new office building for the Production Credit Association and Federal Land Bank located at the northwest corner of the intersection of College Avenue and Millsap Road near the Bypass. Carl representatives. PRODUCTION CREDIT ASSOCIATION and FEDERAL LAND BANK ASSOCIATION OFFICE BUILDING COLLEGE AVENUE P, MILLSAP ROAD Russell and Jerry Hughey were present as 1. Clayton Powell (Street Superintendent): Since the final plat has been approved, his only encouragement is the engineering firm did a magnificent job designing the streets and drainage. Drainage from the lot should not go out onto the public streets. Powell said there has been a turmoil with safety zones for driveways since 1211' setbacks have evolved. The setback is measured at the curb cut. Since your radius ends at the property line there isn't any separation. Powell requested that the drive be scooted to the east so they will have a 1211' driveway setback from the side property line. Mr Russell stated they had plenty of room to take care of that matter, that they plan to move the drive and do not plan to request a waiver. Powell stated the ordinance provides for a 36" depth below the top of the curb for any burying of utilities.if there is to be any excavation in back of the street right-of-way. That street hasn't been finaled on a final inspection and he doesn't want it cut. Also, this plat shows frontage on Millsap Road. All frontage roads off the bypass were renamed. The Planning Office should have this information recorded. If this is going to continue as Millsap Road, where does it stop and where does Shiloh or Futrall begin? He recommended that the road name be verified for purposes of any future printing. 2. Larry Poage (City Fire Department): Fire hydrants look ample where they are. Fire extinguishers are required. Poage recommended they be built-in. Fora 10,000 square foot building, there should be two ten -pound ABC per story. Kenneth Wagner (Arkansas Western Gas Company): If there is to be gas heat, there is a 4" high pressure gas line on the east side of the property. Anywhere along there would be a good location for the meter. The Gas Company will work with the plumber. If there is any bulldozing to Oh be done back to the east, the Gas Company would like to be notified so they can locate their lines before any digging is done. 4. Ivan Faulkner (SWEPCO): He noticed that there is a concrete pad and screen enclosure. They will have a pad extending past the trash enclosure. moo. Along this side, SWEPCO would like to see electrical easement from the transformer a pad to the utility easement on Millsap Road. Since it is primary, SWEPCO would like to see it as a utility easement. There is no service between the lots, per se. The closest point of service is on the southwest. There is conduit under the street across the street. In order to get primary service, it calls for 4" conduit to be laid from the transformer to the building. Service will be underground. There was considerable discussion regarding the provision of three-phase electricity to the site. It was agreed between SWEPCO and the architect that they would get together and work out all the necessary arrangements. Mr. Faulkner stated that it would be up to the developer to install conduit to SWEPCO's specifications which would be 36" to 42" deep at the minimum; requiring about a 4' deep pole box by 3 feet square in a concrete bed. Dick Shaw (Southwestern Bell Telephone Company): There needs to be a 2" conduit out to the east easement, standard 4 x 8 plywood mounted inside, with 110 volt duplex line, #6 gauge ground wire from the power to the neutral, solid all the way back to the disconnects. There needs to be a stake where the Telephone Company can find it. There was a conduit specified on the original plans at the east end of Millsap Road and 71. If it is not there, the developer will have to provide the conduit. 6. L. 0. Ferguson (Warner Cable Company): If cable service is antici- pated at any future time, they need a 2" conduit out to the easement to the east. He said that they did request that a conduit be placed under Millsap Road, and it should be marked that it is a T.V. cable. 7. Wally Brt (City Sanitation Department): After it was determined that most of the trash would be shredded and that the owner only uses cans instead of a dumpster, Mr. Brt said that the screened can enclosure shown on the plat would be sufficient. 8. Don Bunn (City Engineer): Don Bunn was not present at the meeting, but submitted the following comments: This is contained within a commercial subdivision that has already been to Plat Review. Water and sewer are readily available. No extensions required. 9. Bobbie Jones (City Planning Administrator): As -built plot plan must be filed with Planning Office upon completion of the project and before issuing a Certificate of Occupancy. Master Sidewalk Plan requires sidewalks along both sides of College Avenue. Board of Directors needs to clarify where this will be required. Plat on file shows street name to be Millsap Road. It is part of a 4 -way inter- section between College and Millsap on the east. City Board recently named service roads east and south of Fulbright Expressway (Highway 71 Bypass) Futrall Drive. I would ask David McWethy to comment on this. /56 • • • Plat Review Committee Meeting June 24, 1982 Page Three The Committee reviewed the preliminary plat of Mud Creek Addition off College Avenue and Stearns Street. There was no representative present for Arkansas Western Realty. MUD CREEK ADDITION UNIT 1 COLLEGE AVE F, STEARNS ARKANSAS WESTERN REALTY 1. Clayton Powell (Street Superintendent): Front Street was constructed by Arkansas Western Realty and was dedicated as a public improvement. There is no sidewalk on either side. In the development of the Joyce Street extension the drainage ditch on the east side abutting Front Street was relocated and left as an earthen ditch. This must be annotated that, unless the drainage ditch is either storm drained with the appropriate size culvert, or concrete lined to a universal size of a required culvert, the City will not accept any maintenance responsibility. They must form a Property Owners Association for the maintenance of this relocated drainage ditch. It has been discussed who would have maintenance responsibility of that new cut ditch. The Street Department is inadequately staffed to do this. Also, the lots should be developed and if there is any change in the topography affecting drainage to the east, it will require storm drainage on the street to carry it. Required sidewalk will be five feet wide. We have adequate room on the existing right-of-way to put sidewalks in the street right-of-way for Front Street. 2. Larry Poage (City Fire Department): Fire extinguishers must be put in each occupancy. 3. Kenneth Wagner (Arkansas Western Gas Company): There is a 25' easement outside of the drainage ditch and gas service is available 4. Ivan Faulkner (SWEPCO): Dedicate area south of Block 9 and from the right-of-way of Front over to 71 as utility easement for full frontage. Dedicate 25' building setback and utility easement along the north line of Block 9.along the Joyce Street frontage. 5. Dick Shaw (Southwestern Bell Telephone Company): Regarding the easement between Front and Highway 71, Dick Shaw suggested the property owner investigate that because they have an underground conduit crossing back down between Northwest National Bank over to the east side of Highway 71. He thinks they have a utility easement for that conduit, and agrees that the City of Fayetteville easement dedication is needed on this plat. 6. L. 0. Ferguson (Warner Cable Co.): No comments. 7. Wally Brt (Sanitation Superintendent): The owner should contact him as units are built. 8. Don Bunn (City Engineer): Don Bunn was not present at the meeting, but submitted the following comments: 157 • • • Plat Review Committee Meeting June 24, 1982 Page Four There are existing sewer and water lines to serve those tracts along Front Street. It is his understanding that water and sewer to Tracts 1, 2 and 3 will be provided whenever it is determined exactly what is going to happen to those Tracts 1, 2 and 3. Easements look sufficient;they will have to provide proper easements whenever they extend the water and sewer to the other tracts. 9) Bobbi at the me the following: a) b) c) e Jones (Planning Administrator): Bobbie Jones was not present meeting d) e) f) but submitted the following comments: The City will require Pay $50.00 Preliminary Plat Fee The extreme southeast corner of Tract 3 is zoned I-1, not C-2. Sidewalks required along Front Street and Sain Street and all around the cul de sac. (These should have been installed when the street was originally constructed.) Street lights at end of cul de sac, at each street intersection and at 300 foot intervals in between are required along each street. Provide proof to Planning Office that owners of all surrounding properties within 100 feet have been advised of development (Joseph F. Rumsey, Jr. should also be notified c/o Jack Butt, Attorney: P.O. Drawer 1688, Fayetteville). Submit copy of any proposed covenants. 10) Freeman Wood (Building Inspector): Freeman Wood was not present at the meeting, but submitted the following comments: The plat looks okay, but the owner needs to obtain a developer permit and the building permit will not be issued until the developer permit has been obtained. If one has already been issued, the owner needs to provide the City with a copy, as the records do not show that one has been issued. There being no further business, the meeting was adjourned at 9:45 A.M. /58
