MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday,
June 3, 1982, in the Director's Room, City Administration Building, Fayetteville,
Arkansas.
UTILITY REPRESENTATIVES PRESENT: Ivan Faulkner, Larry Winkler, Kenneth
Wagner.
CITY REPRESENTATIVES PRESENT: Al Rukgaber, Larry Poage, Wally Brt, Cynthia
Stewart, Bobbie Jones.

The Committee considered the LARGE SCALE DEVELOPMENT
52'Large Scale Development Plan for Rogers ROGERS PRODUCE COMPANY
Produce Company, to be located on the South 15TH STREET
Cl side of 15th Street (Highway 16 Bypass) and
CD West of Morningside Drive. Jerry Rogers,
6 Owner and Developer. Property Zoned I-1, Heavy Commercial and Light Industrial
District.
Jerry Rogers and Mike Phillips were present to represent.
1. Dick Shaw (MA BELL): Made his comments by phone. Designate 25 ft.
on the North property line as building setback and utility easement,
adjacent to the Highway right of way.
Bring 1" schedule 40 pvc conduit from the building to the Northwest
corner of the property into the utility easement. The conduit can be
brought up either outside the building or inside the building in a utility
closet, whichever the developer prefers.
Easement requested must be filed and recorded as a separate instrument.
2. Don Bunn (City Engineer): Made his comments by phone. Water is available
on the North side of 15th Street.
Sewer is available on the South and East sides of the property. Bunn
stated he would rather have the sewer come from the 8 inch line on the
East.
Main extension fees will be based on a 200 ft. x 330.ft. lot.
They will run $3300.00 for both water and sewer. Tapping' fees will be
in addition to the main extension fees.
6 3. Larry Poage (Fire Inspector): Since the heating unit for the building
will be electric, it must be raised 8 ft. above floor level. Phillips
C2 stated he would place the heating unit on top of the offices. Poage said

• o Poage asked what kind of exits will be provided. Phillips stated
overhead doors out the rear and a 3 ft. exit door out the East side.
Poage recommended another 3 ft. exit.

A. There is presently sufficient right of way dedicated for 15th Street.
B. A 5 ft. wide concrete sidewalk will be required along the North
property line, adjacent to Highway 16 Bypass right of way. The developer
presently has a request for waiver on file with the Office of City
Planning.
C. Furnish the Office of City Planning with copies of all easements on
the property with recording information on them.
D. Setbacks are sufficient.
E. Parking requirements have been met, howevef one of the spaces will be
12 ft. wide by 19 ft. long, marked for the handicapped, and proper
approach to the building will have to be provided.
F. Parking spaces shall be paved, striped and furnished with curbing
or wheel stops.
G. There will be screening requirements on the East and South sides
of the property where it abuts residentially zoned properties. This
requirement may be waived by the Planning Commission with the installation
of landscaping in lieu of the screening if waived.

H. Any outdoor storage shall be screened from view from the street.
7I. A sidewalk permit will have to be obtained from the Highway Department.
The Street Department shall be called to inspect the sidewalk prior
to its being poured.
J When proof of the availability of sewer is provided, a lot split
may be performed on this property.
K. When the building is ready for occupancy, provide the Office of
City Planning with an as -built plot plan showing the location
of buildings, parking, utility lines on the property and their
locations into the building, sign, plantings or landscaping.
L. Provide revisions showing easements as requested, where sewer will
come from and the location of power poles to the Office of City
Planning by June 7. The Subdivision Committee will review the plan
Friday, June 11, at 1:30 P.M. and the_PLanning Commission will review
the plan Monday, June 14, 1982 at 5:00 P.M.
8. Wally Brt (City Sanitation Superintendent): Recommended the drive and
approach to the sanitation container be properly reinforced concrete.
He felt that asphalt would break down.
The pad for mounting the container will be 15 ft. wide by 12 ft. deep.
It will consist of concrete properly reinforced.
Base should be well compacted before the concrete is poured...
Bobbie Jones said the developer could have up to a year after occupancy
of the building to pave the drive and parking areas if he enters into
an agreement that it will be done at that time.
Brt said it would probably take a year to compact the area properly.
