A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday,
May 27, 1982, in the Director's Room, City Administration Building, Fayetteville,

Plat of Pond Addition located inside the POND ADDITION
Growth Area, North of Highway 16 West and West of HIGHWAY',16.W
Highway 71 Bypass. Herbert Pond, Sr. and Roger $
Sylvia Phillips - Owners and Developer.
Frank Blew was present to represent.
Bobbie Jones stated this plat has final approval. It is being reprocessed
in order to change ownership, and to designate some lots commercial usage, and
for the plat to state there are no protective covenants.
• 1. Clayton Powell (City Street Superintendent): No comments..

2. Larry Poage (City Fire Inspector): No comments.
3. Dick Shaw (MA BELL): Stated he would like the revised plat to have the more
recent utility dedication on it. He gave Mr. Blew a copy of the certificate
of dedication.
4. Bobbie Jones (City Planning Administrator):
A. Said there may need to be a note on the plat that the above mentioned
changes have been made. She said she would check and let Mr. Blew
know. (6-1-82 City Attorney advised this would not be necessary.)
B. The Planning Commission may be concerned about the multiple accesses
on to Highway 16 West.

Q S. Don Bunn (City Engineer): There is no sewer available to this subdivision.
Water is currently available on County Road 877. Bunn said that even though
cthere is a note on the plat that Lots 6 $ 7 will not be built upon until.
water is provided to them, he recommends water be run to these lots at this
time. A 4" water line will be required.

The next item for consideration LARGE SCALE DEVELOPMENT
was the Large Scale Development ARKANSAS WESTERN GAS CO.
Plan for Arkansas Western Gas INDUSTRIAL PARK
Company, property located South of
Commerce Drive, and East of
Armstrong Avenue in the Fayetteville Industrial Park. Property zoned I-2,
Heavy Industrial District.
John Kehn and Wayne Jones were present to represent.
1. Clayton Powell (City Street Superintendent): Armstrong Avenue construction
has terminated just South of the radius for Commerce Avenue. If the purchase
price of this lot did not include cost for street construction, the Developer
should be ready to participate in construction costs for his half of
Armstrong Avenue, to Industrial standards
Drives as shown on the plan do not meet safety zone requirements.
These requirements will have to be waived or the drive placement revised.
Sidewalk will:be required adjacent to Armstrong Avenue. Commerce
is not currently designated on the Master Sidewalk Plan, a determination
of whether or not this developer will be responsible for sidewalk on
Commerce will have to be made.
2. Larry Poage (City Fire Inspector): Asked if the underground tanks shown
on the plan will lie under asphalt. Jones said yes. Poage stated that if
the asphalt is subject to truck traffic, it will have to be reinforced
accordingly. Poage stated he would supply the developer with specifications.
Poage asked if the fire plug shown at the intersection was the only one
near the site. Wayne:. Jones said there .is also one located on the West side,
South and West of the drive.
3. Ivan Faulkner (SWEPCO): Asked if there were any load estimates worked up.
Wayne Jones said no, that he would get that information to SWEPCO when it is
available.
Faulkner said that where service will be installed under asphalt, it
will have to be placed in conduit and an easement provided, where it leads
to the primary facility for the transformer, a 20 ft. easement will be
required.
There are existing power poles located at the Northwest corner of the
property and, also, South of the drive on the Southwest corner. Faulkner
asked if there were any plans for expansion. Kehn stated not at this time.
Faulkner said until more is known about load estimates, he has nothing
else to say.
4. Dick Shaw (MA BELL): Asked for a 25 ft. utility easement inside the 50 ft.
building setback along Armstrong Avenue, along entire frontage.
Jones said heaviest usage will come from the construction/maintenance
building. Shaw said conduit will have to be laid from that building to the
Commerce Road right of way. Also run conduit consisting of 1" pvc from
construction/maintenance building to the meter building, and from the
construction/maintenance building to the vehicle maintenance building,
and from the vehicle maintenance building to the warehouse

A 4 ft. x 8 ft. panel board will be required in the main building,
a 4 ft. x 4 ft. panel board will be required in each of the other locations.
All buildings will require a 110 outlet and ground wires.
5. Bobbie Jones (City Planning Administrator):
A. Since purchase price of the lot did not include street construction
costs, a determination of how improvement of Armstrong Avenue will take
place will have to be made at the Planning Commission meeting.
Clayton Powell said he does not recommend the construction of
half a street. He recommends that some type of cash contribution
be made, that will accumulate interest for the future construction of
Armstrong Avenue to full standards.
B. Note on the plat where existing pavement for Armstrong Avenue is located.
C. Requested proof that the right of way for Armstrong Avenue has been
dedicated. If it has not been dedicated it should be done.
D . Request waivers of safety zone requirements on drives from the
Planning Commission.
E. Sidewalk will be required along Armstrong Avenue unless waived or deferred
by the Board of Directors. Clayton Powell recommended the sidewalk
construction alone Armstrong Avenue be deferred until Armstrong
Avenue is improved.
P. An "as -built" plot plan showing location of all improvements on the property,
including service utility lines, must be submitted to the Planning..Office
upon'completion of construction.
G . Dick Shaw stated he would like to know where sidewalks will be placed
(inside the right of way line or adjacent to the curb so that the location
of utilities can be planned.)
Powell agreed that there should be some sort of policy statement
as to placement of sidewalks within the right of way.
H . Parking appears to be sufficient.
Provide proof of lot of record (copy of warranty deed with same description
as tract dated prior to June 29, 1970).
J . Landscaping will be required 10 ft. back of the right of way. A plan
for the landscaping should be furnished to the Office of City Planning.
K . All open areas will be adequately graded and drained and maintained
in a dust free condition (paving, vegetation).
L. Outdoor storage areas will be screened from view from the street. Wayne
Jones stated due to grade, a request for waiver of screening will be
requested along Armstrong. He stated the grade is higher than a fence
would be.
