HomeMy WebLinkAbout1982-05-13 Minutes• • TASE RM©o4R `R", MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, May 13, 1982 in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Avery Auten, Jim Crownover, L. 0. Ferguson CITY REPRESENTATIVES PRESENT: Larry Poage, Perry Franklin, Bobbie Jones, Cynthia Stewart, Connie Edmonston, Clayton Powell, Don Bunn. OTHERS PRESENT: Claude Prewitt, Dale Peek. The Committee considered LARGE SCALE DEVELOPMENT the Large Scale Development Plan PARK LAKE APARTMENTS for Park Lake Apartments located ZION ROAD East of Highway 71 North, South of Zion Road and West of Highway 265. Owner and Developer, unknown. Property zoned R-2, Medium Density Residential District. Claude Prewitt and Dale Peek were present to represent. 1. Perry Franklin (City Traffic Superintendent): The City has been very concerned about the intersection of Zion Road and North College Avenue. In 1980, the volume count was 30,500 per day The City has been pushing an overpass at that point, but there have been problems with financing and coordination with the Highway Department. The mall is now under new ownership and the City expects some cooperation from them in the construction of the overpass Traffic signals have also been considered Franklin showed Prewitt and Peek a plan of the proposed overpass. The City may request some kind of contribution from this developer on the future construction of the overpass. Up to this point there has not really been a big traffic generating operation on this side of North College, but there is some development activity going on out here something will have to be done about the intersection of Zion Road and North College. Prewitt asked what kind of contribution Mr. Franklin was talking about. Franklin said he was not sure what the contribution would be, but the cost of construction of the overpass would run about 1.5 million dollars. Franklin said the location of the Carolina Hemlock shrub on the site plan at_the_.intersection of the drive and Zion Road will have to be relocated as it may cause sight distance problems. 2. Clayton Powell (City Street Superintendent): Stated he had already spoken with an engineer fromAtlanta on the project. Powell said he made a field inspection of the site. Powell said there could be drainage problems with the widening of Zion Road and the installation of curb and gutter. The topography of the land flows from the West diagonally to the Southeast. l38 Plat Review Committee May 13, 1982 Page 2 Required widening, curb and guttering of Zion Road may cause drainage to flow off the East side of the project site onto private property. Powell felt drainage should be diverted down the West property line with the installation of proper drainage structures to accomplish this. Peek said he would get the site engineer for the project with Mr. Powell. to work on the drainage problem. 3. Don Bunn (City Engineer): Stated he had been in contact with John Kirkley about on-site water and sewer facilities. These facilities will be owned by the City after they are built. The City will require an easement coming from building #9, West, off the property to serve future development. Fire hydrant lines will not be metered in any way. .. Easements will have to be dedicated separately for any off-site dedications. Bunn said there are no particular problems with the site. 4. Larry Poage (City Fire Inspector): Said he would like to see fire hydrants constructed before the buildings. He felt the number of hydrants proposed was sufficient. Poage said the radius between Buildings 1 $ 2 may not be sufficient for sanitation vehicles and fire protection vehicles. He felt the site engineer should get with Wally Brt on the adequacy of that radius. 5. Jim Crownover (Ozarks Electric Cooperative): Utility easements shown 10 ft. on the West side of the. property and 38 ft. running East/West through the middle are private Ozarks Electric Cooperative easements. They are shown as utility easements on the plat. Crownover said the 10 ft. easement on the West side is full of lines. If 10 additional feet is added to the South side of the 38 ft. private easement he could get some of that easement redesignated so that other utilities could locate in there. Any street lights installed near that 38 ft. private easement must be installed with care. Ozarks Electric will install the transformer and wire, the developer is responsible for digging the ditch, installing any back fill and construction of the transformer pads. The developer will run service from the transformers to the buildings. Ozark Electric will put the meters on the buildings. A pole will have to be set on the property to get service across Zion Road overhead, from there it will dip underground. Power will be looped somehow. Wherever electric lines will be placed under asphalt or concrete, 2-1/2 inch metal conduit will be provided by the developer to encase the line. The conduit will have to be such that it is conductive. 6. Kenneth Wagner (Arkansas Western Gas Company): Discussed with Peek the relocation of some of the meters. Wagner explained that he has to keep a separation from water and sewer lines. The drainage easement requested by Clayton Powell on the East property line will cause some problems for the other utility companies. Wagner requested 2 sets of plans so that he could mark gas lines - and send a copy back to the developer and retain one. 134 Plat Review Committee Meeting May 13, 1982 Page 3 7. L. 0. Ferguson (Warner Cable Company): Stated cable service can go in the same ditch with the electrical lines. He said wherever the cable line will go under asphalt or concrete it shall be encased in 2" pvc, schedule 40 conduit with a pull wire, furnished by the developer. Ferguson asked that he be notified when the ditch is open so line maybe laid at that time. Warner Cable will prewire buildings at owner's expense. Warner Cable will be provided with right of entry into the complex. 8. Avery Auten (MA BELL): Conduit will be required wherever phone service is laid under asphalt or concrete, to consist of 3" pvc. Units should be prewired all the way through. The developer will provide an entry way for service from the terminal into the building. It may consist of plastic pipe. EASEMENTS REQUESTED BY UTILITY COMPANIES: 1. Designate 15 ft. on the West side of buildings 11, 12, 13 $ 14 as utility easement from Zion Road to the 38 ft. private Ozarks Electric easement. 2. 10 ft. along South side of 38 ft. Ozarks Electric easement to be designated utility easement. Ozarks Electric will draft the proper paperwork to allow other utilities to locate in the 38 ft. private easement. 3. Dedicate 20 ft. utility easement on the West side of buildings 6 $ 9 and East of buildings 7 $ 8 to run North/touch from existing 38 ft. easement to South property line. 4. Dedicate.25 ft. utility .,easementtalong._South-property line. North of property line and 12-1/2 ft. South of property line. 12-1/2 ft. 5. Dedicate 12-1/2 ft. on East property line as utility easement from Zion Road to Ozarks Electric easement. 12-1/2 ft. to be dedicated East of property line in the future 6. 25 ft. utility easement to be dedicated North/South from existing private 38 ft. easement South to the Community_ Building, between buildings 9 8 10. 7. 25 ft. utility easement to run South from Zion Road on the East side of buildings 13 & 14 and to jog to run on the East side of buildings 11 f1 12.South to existing private utility easement. 8. Dedicate 25 ft. South of dedication for Zion Road to run East/West as utility easement. • • • Plat Review Committee Meeting May 13, 1982 Page 4 9. Connie Edmonston (Parks and Recreation Representative): The Parks and Recreation advisory Board would like a cash in lieu of land contribution from this developer. The fee will be $85.00 per unit (There are 101 units). There is an agreement available to developer whereby parks contribution may be paid out in three installments. 10. Bobbie Jones (City Planning Administrator): A. Stated setbacks appear to be adequate. B . Requested easements will have to be recorded by plat or by separate instrument. C. The Hemlock shown at the Southwest corner of the intersection of the proposed drive with Zion Road will have to be relocated. D . Sign will have to be located outside of easements. E . Construction plans for the widening of Zion Road will have to be submitted and approved by the City Street Superintendent. He will have to inspect street construction as it is performed. F. A permit for the sidewalk and for the driveway will have to be obtained from the City Engineer's Office. An inspection shall be performed when both are formed up and before they are poured by the street department. G . The maximum allowable driveway width is 40 ft. from curb cut to curb cut. The drawing indicates the drive is wider than that. H . A building permit will not be issued until easements requested this morning are filed and recorded. I Separate permits will be required for each building as well as the swimming pool. J A certificate of occupancy will not be issued until all required improvements are installed including paving and striping of parking lots and the installation of curbs or wheel stops to prevent vehicles from getting out of parking areas. K. You will be required to submit an as -built plot plan that shows building locations, landscaping, utility service including service connections to each building. If building permits are obtained for all structures and some are finished before the others, including all required improvements, a certificate of occupancy may be obtained for those buildings. 11) Plat Review Committee Meeting May 13, 1982 Page 5 L. Asked if there were any plans for the extension of Frazier Terrace to the East. Prewitt stated no. M. Landscaping at the driveway intersection will have to be maintained 30 inches or lower. If it is a tree, there must be 10 ft. of clearance maintained for site distance. N. Ownership has been checked in regard to possible lot split. There will be no lot split required on this tract. )aa
