HomeMy WebLinkAbout1982-05-06 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, May 6, 1982, in the Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: CITY REPRESENTATIVES PRESENT: John Kehn, Ivan Faulkner, L. 0. Ferguson Clayton Powell, Wally Brt, Cynthia Stewart, Bobbie Jones, Don Bunn. OTHERS PRESENT: Steve Grisham, Olan Asbury, Gene Thrasher. The Committee considered the Large Scale Development Plan for Leverett Gardens II, located West of Chestnut Avenue, LARGE SCALE DEVELOPMENT LEVERETT GARDENS II CHESTNUT AVE. North of Poplar, and Southeast of the University Farm, Universal Properties - Owner and Developer, Property zoned R-2, Medium Density Residential District. Olan Asbury, Steve Grisham and Gene Thrasher were present to represent. Steve Grisham stated the owner proposes to provide an 80 -unit apartment complex consisting of 10 buildings with 8 units per building. Originally, the project was to be in conjunction with the existing Leverett Gardens Apartments. That is no longer the case since Leverett Gardens has been sold. He distributed some revised plans of the site which delete the drive connecting this project with the existing Leverett Gardens. Another access to Chestnut is incorporated into the revised plan. Each unit will be identical, with 2 bedrooms and about 840 square feet per unit. 1. Clayton Powell (City Street Superintendent): Stated the primary access for this complex will be from Chestnut Avenue. Chestnut is currently improved to City Standards to the South perimeter of this property. With the development of this property Mr. Powell stated he recommends the improvement of Chestnut along the East side of this property all the way to the proposed arterial street North of this property. He stated he would like to see a T -turn around placed at the North end of Chestnut to avoid persons not living in the complex having to drive through the complex to turn around. This will also aid emergency and sanitation vehicles. Powell stated that he recommends the developer contribute his portion,. under rational nexus, of the cost to improve the proposed arterial on the North property line to minor street standards. The contribution should consist of a bill of assurance or performance bond insuring that the developer will contribute at the call of the City. Powell said he did not feel the construction of the proposed arterial would be practical at this time. The topo reflects drainage across this property to the Southeast Powell recommended this developer storm drain Chestnut along the entire East property line of the site, on site parking lot drainage should be controlled to drain into this system. 314 A 09 c 0 0i) Plat Review Committee Meeting cfd May 6, 1982 Ce Page 2 `C3 • e Grisham asked if the City would participate in the construction of the proposed arterial street North of the site. Clayton Powell said it is an arterial street on the Master Street Plan, the developer of this site CD• will contribute to bring his half of the street up to minor standards, the City will participate in the extra width of the asphalt only. Olan Asbury asked what the time table is on the construction of the proposed arterial street North of the site. Clayton Powell said it will not be done immediately. It will be developed as the surrounding property develops. Olan Asbury said the developer would have a definite problem in contributing to the construction of a street that may or may not be constructed some time in the future. He said the developer would also have a problem in binding any future owner of the property to that type of agreement. Powell said this type of thing can be brought before the Board of Directors as to the final decision of whether or not the bond is posted. Asbury stated he would like to develop his side of Chestnut with curb, and gutter and leave the curb and guttering on the East side of Chestnut to be done by the developer of that property. He said he would like to construct Chestnut only to the North access point. He could not help it if there is a lack of development in this area. He would like to service his apartments, and the developers of other properties can service theirs. The current owner does not want to obligate himself or any future owner to the construction of the proposed arterial. Powell said the construction of Chestnut to the North couldhresult in 3/4 of a block of unpaved street. Gene Thrasher stated that when Leverett Gardens was constructed, the owners voluntarily gave the property for the right-of-way for the future arterial. He felt that should be taken into consideration as it OD was a very expensive piece of property. Powell said that is a good point. eg According to the Master Sidewalk Plan, Powell said that sidewalk �9c. will be required along the North lineof the property. Sidewalk will be required on the opposite side of Chestnut from this property. Bobbie cE Jones stated sidewalk on the North line can be waived by the Board, of Directors, but they usually require the developer to enter into a Bill `y of Assurance insuring the construction of the sidewalk at the Call of the oa City. Olan Asbury stated the developer does not want to construct the T -turn around. Powell stated the City requires them, or culs-de-sac at the end of dead-end streets. d' Asbury asked why the developer of the tract to the South had not been required to construct a turn around. Powell said it was waived with that development. Grisham asked for a clarification on the storm drainage requirements recommended by Powell. Powell said an inlet should be installed at the entrance on the South side of the property. He did not want any run off from paved parking areas being emptied out into the street. Powell and the developer discussed the different ways of meeting the drainage requirements. Powell said it would be a good idea to have the parking area from the existing Leverett Gardens connect with the parking lot for this proposed development for fire protection purposes. Grisham said they are no longer under the same ownership. 135 Plat Review Committee Meeting May 6, 1982 Page 3 2. Wally Brt (Sanitation Superintendent): Asked if the developers plan to enclose the dumpsters. Grisham replied they do. Brt said the dumpster can be enclosed on three sides only. The pad shall be 12 ft. deep by 15 ft. wide. The curb leading to the dumpster should be reinforced to support the weight of the sanitation vehicles which is 36 tons when loaded. Dumpsters will be located at the Southeast corner of building 8 near the curb and at the Southwest corner of building 3 near the curb. 3. Don Bunn (City Engineer): Stated there is existing water and sewer on the South and West sides of this site. The plan shows an 8 -inch water line going through the property, which is not reflected on the Water and Sewer Department plans or any as-builts. He said that line will have to be verified. Grisham asked if an easement would have to be provided for that line if it exists. Bunn said yes. Bunn said if the proposedmanhole is constructed to City standards and easements are provided for lines serving the site, the City will maintain them. They may be privately maintained if desired. Bunn stated 8 -inch lines are required for fire protection on dead end mains unless the line is looped, then it can be 6". Water service for the apartment buildings will have to be separate from the water lines for fire service. 4. Larry Poage (Fire Inspector): Gave his comments by phone prior to the " meeting. He recommends two fire hydrants be installed with this project. Depending on the closeness of the hydrant in Poplar Street, only one hydrant may have to be installed. Bobbie Jones stated there is a platted 15 ft. utility easement in Leverett Gardens (existing) adjoining a 10 ft. easement on this property along the entire West side of this property. 5. Ivan Faulkner(SWEPCO): Requested that any easements adjoining this property be shown on the plan. There is also a 25 ft. easement South on this property and adjoining it that should be shown on the plan. Faulkner requested a 25 ft. utility easement to run along the entire East and North property lines. Faulkner asked if underground service is desired. Grisham stated yes. Faulkner stated that service will be provided to the transformer pedestal if it is placed. where SWEPCO specifies. The developer will be responsible for providing service from that point to the buildings. Faulkner asked that he be informed of the load estimates when they are available. Faulkner stated that SWEPCO would work with the developer on the location of transformers and requested that any easements adjoining this property but not on this property be shown on the plan. 6. L. 0. Ferguson (Warner Cable Co.): Stated that Warner Cable would install the service and run it. He requested schedule 40 pvc conduit to be laid in the same crossing as the other utilities and with a pull wire. The easements requested and existing are fine for Warner Cable Company. 136 Plat Review Committee Meeting May 6, 1982 Page 4 7. John Kehn (Arkansas Western Gas Company): Had no comments since these units will be all electric. However, he echoed the request that easements abutting this property be shown on the plan. 8. Bobbie Jones (City Planning Administrator): A. Building setbacks will be measured to the roof overhang, deck or anything over 30 inches in height. B . On the West side, if the building exceeds 20 ft. in height, one additional foot of setback will be required for each foot of height over 20 ft. There can be no encroachments into easements. C. It appears that sufficient parking has been provided on the plan. D. 10% landscaping will be required between the parking area and the street, including the future street to the North. The landscaping must be 18" high at the time of planting and maintained at a height no greater than 30". E . There will be a fee of $85.00 per unit for the provision of parks. This may be paid out in three installments. One at the time the building permit application is submitted, and one each year thereafter, in order to set up this type of arrangement, a contract must be entered into with the City, the contract will consist of a lein. F. It appears that this site is a lot split. Approval for the split will have to be obtained from the Planning Commission. The piece of property created will also be subject to the Parks fee based on the maximum density. G . Olan Asbury and Bobbie Jones discussed the rational nexus in conjunction with the proposed arterial street to the North. H . Olan Asbury stated the name of this complex will most likely be changed since ownership has changed on the existing Leverett Gardens. 9. Dick Shaw (MA BELL): Called the Office of City Planning and said he could not attend the meeting, but he would get in contact with the developer and send anything pertinent to the Office of City Planning.
