HomeMy WebLinkAbout1982-04-15 Minutes• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, April 15, 1982, in the Board of Director's Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: CITY REPRESENTATIVES PRESENT: OTHERS PRESENT: Kenneth Wagner, Floyd Hornaday, Avery Auten. Larry Poage, Clayton Powell, Wally Brt, Bobbie Jones, Cynthia Stewart. Gary Carnahan. The Plat Review Committee considered the Large Scale Development Plan for a Commercial Building at 2100 North College Avenue, between Ken's Pizza and Popeye's Chicken. Northwest Arkansas Grocery Company - Developer. Property is zoned C-2, Thoroughfare Commercial District. Gary Carnahan was present to represent. LARGE SCALE DEVELOPMENT COMMERCIAL BUILDING 2100 NORTH COLLEGE AVENUE 1. Don Bunn (City Engineer): Did not attend, gave his comments prior to the meeting: The site already has water and sewer extended to it. The site can be metered individually or separately depending on whether all units will be under one ownership or owned separately. The present single sewer tap is sufficient to handle the structure, there will be no extension fees required, the developer ran services to the site. 2. Clayton Powell (City Street_Siuperintendent): _ Stated.this:property is at the site of the infamous embankment excavation. He stated that mud and silt from the embankment has been blocking drainage structures and carrying debris into Highway 71. He stated the City does not allow on site drainage to be emptied into the street, where storm drainage is available He stated this should be corrected with this development. Powell stated this development should adhere to the safety zone requirements. That is; the cut of the curb, or beginning of the radius of the drive must be 12-1/2 ft. from the side property line. This property being on a state highway, a permit for the curb cut for the drives must be obtained from the State Highway Department, District Engineer. A five (5) ft. sidewalk will be required on the West side of this property. If the Highway Department requires it be placed on private property, a separate 5 ft. sidewalk easement will have to be executed. 3. Wally Brt (City Sanitation Superintendent): Asked if the 12 ft. structure shown on the South side of the retail space was a canopy. Carnahan replied it is. Brt suggested it be shortened. He stated he would need 16 to 20 ft. of clearance for his sanitation vehicles where only 12 ft. of drive is shown. Carnahan stated he would work something out to get the clearance needed. 12q Plat Review Committee Meeting April 15, 1982 Page 2 Brt asked how much room he would have to turn around. Carnahan replied 72 ft. Brt stated that would be sufficient. Larry Poage (City Fire Inspector): Asked what kind of exits would be provided at the East end of the building. Carnahan stated there will be an exit door to each separate unit to the rear of the lot. Poage stated that it might be a good idea to place rest rooms and a hall way on one side of the -storage room so that the exit to the rear does not get blocked. Carnahan stated that is a good idea and he would work out something. Poage stated if possible, fire extinguisher cabinets should be built in. 5. Floyd Hornaday (SWEPCO): 4 inch conduit will be run from the power pole adjacent to the Highway to the rear of the retail and storage portion of the building. From there 2 inch conduit will be run to the two storage structures to the Southeast. eig a 6. Kenneth Wagner (Arkansas Western Gas Company): Requested a 12 ft. © easement along the North property line to run to the rear of the structure 2! then turn South 10 ft. East of the building. He stated he wanted to maintain a 10 ft. setback from the building on the East side so that the gas • line will not sit next to the building. Wagner said where the easement turns South, it may be reduced to 10 ft. He said he would prefer the gas line be placed in 3-4 conduit. • eg The gas service can be run by a certified plumber or by Arkansas Western Gas Company under their regular contract. d Qo' 7. Avery Auten (MA BELL): Requested that the easement on the North side of the property requested by Kenneth Wagner be extended to the East property line. Power will be run from an existing pole at the Southwest corner of the property. Conduit will have to be placed from that point to the point of entry of service at the rear of the storage section of the retail portion of the building. The conduit can consist of 3" pvc. If there will be offices in the structure a plywood backboard and electrical outlet will have to be installed at the terminal in the storage room. Auten suggested the South wall of the storage room for the placement of the terminal. 2" conduit should be run from the terminal to the storage buildings Southeast of the main structure, in case those storage rooms are used for offices sometime in the future. 1. 8. Bobbie Jones (City Planning Administrator): A. Sidewalk will be required on the West side of the property adjacent to Highway 71, 5 ft. wide. If the Highway Department requires it be placed on private property, a 5 ft. sidewalk easement will have to be executed. 130 A • • • Plat Review Committee Meeting April 15, 1982 Page 3 B . A driveway permit will be required from the State Highway Department, District Engineer for curb cuts. C. There will be a 5 ft. parking setback on the East side of the property. D. Screening will be required on the East property line unless waived. E. The storage proposed at the Southeast corner of the property is a conditional use in C-2. F. There is a shortage of 10 parking spaces as proposed (62 are required). There will be a requirement that some handicapped parking spaces be furnished. The developer may install up to 20% of the parking in compact spaces. G . Any off street loading berth will have to setback 50 ft. from the East property line. H . There is a 20 ft. building setback from the East property line. I. Parking spaces will have to be striped and paved, sidewalk and screening installed and an as -built plot plan submitted prior to occupying the building. As-builts will have to be submitted for each separate unit unless a building permit has been issued for the next unit prior to occupancy of the prior unit. J . The Developers must submit a Large Scale Development application and pay the required fee. The zoning boundary between the C-2 and the R-1 district can be adjusted to a distance of not more than 350 ft. from the center- line of College Avenue. Mr. Carnahan is supposed to adjust the location of the storage buildings to stay within the 350 ft. The 350 ft. is also where the screening is to be installed. 131
