MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday,
April 1, 1982 in the Directors Room, City Administration Building, Fayetteville,
Arkansas.
UTILITY REPRESENTATIVES PRESENT: Avery Auten, Ken Wagner, Jim Crownover,
CITY REPRESENTATIVES PRESENT: Larry Poage, Cynthia Stewart, Bobbie Jones,
Don Bunn, Bill Boudrey and Wally Brt.
OTHERS PRESENT: Harry Gray.
The Committee considered the LARGE SCALE DEVELOPMENT
Large Scale Development Plan for PROPOSED ADDITION TO
an addition to the Mexican Original MEXICAN ORIGINALS
facility at the Southeast corner of the
intersection of Huntsville Road (Highway
16 East): and Happy Hollow Road (Highway 16 Bypass). Property is zoned C-2,
Thoroughfare Commercial District.
Harry Gray was present to represent.
1. Larry Poage (Fire Inspector): Stated that since there is so much fence
around the site, fire protection is a problem. He stated with this
development a fire hydrant should be placed on the property. He felt the
difference in insurance premiums would probably make this worth the
developer's while. Poage asked Gray if Mexican Originals would have
any problem running the plug out to Ray Street. Gray stated he thought the
developers would object because they will not want to incur the cost.
The hydrant will probably be centrally located on the site. However,
Mexican Originals would like to loop the water service with another line
to the Southwest in order to get more dependable water service, and perhaps
something could be worked out.
2. Wally Brt (Sanitation Superintendent): Stated the addition would create
a need for an additional 6 -yard container. He stated there is not room
for another container where the existing container is located. He will
work with the developer on the location of the required container.
3. Don Bunn (City Engineer): Harry Gray and Don Bunn discussed what would be
involved in looping the water service. Gray stated the City also needs
a loop in this area, perhaps something could be worked out between running
the loop between the developer and the City.
Bunn said that with loop service certain precautions will have to be
taken to prevent back flow.
Gray stated Mexican Originals is separating its waste.dnto Process
waste and Domestic waste and it will be carried in separate lines.
Don Bunn asked what the chance was of obtaining an easement to run
a plug over to Ray Street at the Southeast corner of the property as
mentioned by Larry Poage. Gray stated an easement would probably be no
problem if it is on the South property line. He stated he would like to
keep the property as clear as possible in case future expansion occurs.

Bobbie Jones asked the nature of the easements shown "to be abandoned".
Gray stated they are right-of-way,and water and sewer pipe line easements
dedicated to the City of Fayetteville.
Bunn requested copies of the easements to be vacated. Bunn requested
a 15 ft. easement to extend from the Southwest corner of the property
straight across to the Southeast corner of the property if the plug
is run to the Southeast corner.next to Ray Avenue.
Gray stated he was a little concerned about funds. With this
expansion, sidewalks will have to be installed and Ray Avenue may have
to be improved; Ray is paved but it does not have curb and gutter. The
developers plan to pursue variances. Bobbie Jones stated that the area
between Mexican Originals and Ray Avenue is fenced off from access, so
actually Mexican Originals will not derive much benefit if it is improved.
4. Jim Crownover (Ozarks Electric Cooperative): Stated there is a transformer
and vault located in the area marked proposed warehouse in the middle of
the property. He stated they will have to be relocated; the transformer
cannot be enclosed.
Crownover stated easements as shown are fine for Ozarks Electric and
stated he would locate and mark their.lines on the site.
Crownover stated care would have to be taken in the location of
the truck scale as there is a line running through that area.
5. Kenneth Wagner (Arkansas Western Gas Company): There is an existing
gas meter serving the production portion of the development which sits
at the Southeast corner of the warehouse, there is a high pressure gas
line on the East side of the property and running South on the West
side of Ray Avenue. There is another gas line of intermediate size that
extends Northeast and parallel with the warehouse approximately 15 ft.
out from the warehouse, it ties into a line in Huntsville Road, this
line serves the Union Office, drug store and barber shop; Wagner
said that there is no gas located in the easements requested to be abandoned.
On the West side of the property there is a gas line that comes off
Highway 16 Bypass and extends South 8-10 ft. West of the Laundry Room and
supermarket then goes to the liquor store and the repair shop. Wagner
felt there was enough service on the site to serve Mexican Originals
needs. Wagner felt there was enough gas service on the site to take
care of any future needs as well.
6. Avery.Auten (MA BELL)::. Stated it appears there is plenty of cable on
the site to serve the expansion. There is cable in conduit from the..
Northeast corner of the Mexican Original Warehouse on the East side that comes
across the proposed warehouse area. There is a terminal in the Mexican
Original Retail area the cable goes from there to the supermarket.
Auten stated he did not know what would happen where the line crosses
the warehouse area, if the ceiling is high enough, perhaps it can be put
there. Phone service is not located in the easement to be abandoned.

there is cable that comes in just South of the

Gray stated he saw no problem with the easements other than if they
cross an existing structure. He said it was pretty close to the service
station and the liquor store.
7. Bobbie Jones (City Planning Administrator):
A. This property is not located in the Flood Plain.

F. Upon completion, an as -built plot plan will have to be furnished to
the office of City Planning, so keep track of utility services on
the property.
G . Sidewalks are required on the West side of Ray Avenue, along Highway
16 East Bypass and on Huntsville Road, only the Board of Directors
can waive this requirement.
H. Off-site improvements may be required on Ray Avenue.

I. Show existing fence on the property on the plan.
If parking could be worked out for the trucks, it would greatly
aid the Fire and Sanitation Departments in servicing the property.
K. Easements as requested today will have to be included in the revised
plan that goes to the Subdivision Committee and Planning Commission.
