HomeMy WebLinkAbout1982-03-18 Minutes• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, March 18, 1982 in the Directors Room, City Administration Building, Fayetteville, Arkansas UTILITY REPRESENTATIVES PRESENT: L. 0. Ferguson, Ivan Bromley, Kenneth Wagner, James Crownover, David Tucker. CITY REPRESENTATIVES PRESENT: Clayton Powell, Don Bunn, Harold Lieberenz. The only item dn:i•the Agenda was the consideration and discussion of a proposed:ordinance which would provide that no public street shall be closed due to any excavation for a period in excess of twenty-four hours without the prior approval of the City Manager; to increase the amount of the bond which may be required to guarantee repair and replacement of an excavated street; and to prescribe minimum excavation standards for utilities located within street rights-of-way. Clayton Powell, City Street Superintendent, was present to discuss the proposed ordinance. Powell pointed out that the City's current regulations regarding street excavations have been in effect for a number of years now (Ordinance 1829 adopted. October 18, 1971) and each letter sent by his office to utility companies since 1973 has contained copies of these regulations. Powell stated there have been times when the City Street crews have been delayed on programmed street projects because of utility companies scheduling of their work. Depth of the utility lines and various street cut problems have caused some ill will and poor public relations between the various parties in the past. Mr. Powell gave as examples the fact that only yesterday two chronic problems developed that took six hours of his time to resolve. Also there was an incident where a street paving project had been discussed for approximately eight months and then only a few days after the paving was completed someone cut a four foot square hole in the new pavement. Powell expressed a willingness and desire to work with the utility companies on these street improvement jobs and would welcome information on utility company future work schedules concerning their projects. Powell went on to explain that Mr. Don Grimes, City Manager, did very much want to attend this meeting but was out of town. Also, that Mr. Grimes and the City Board of Directors had had an input in drafting these proposed regulations and expressed their wishes that these and existing street excavation standards be enforced. Mr. Powell requested the utility companies forward any attitude, rebuttals, or comments that they might have concerning this proposal to the City in writing. This proposal will probably be scheduled to go before the City Board of Directors for their review at their next meeting on April 6, 1982. Mr. James Crownover, Ozarks Electric Cooperative representative, commented that there appears to him that there have been several instances in the past where a street has been closed off with no common courtesy shown to the general public. There was nothing to indicate what the barricades were for, no detour routing or how far the detour would be and he expressed his opinion that the City and everyone who closes off a street should be treated the same. MINIMUM EXCAVATION STANDARDS FOR UTILITIES LOCATED WITHIN STREET RIGHTS-OF-WAY ORDINANCE TO AMEND 6 6 Plat Review Committee Meeting 0 March 18, 1982 • g Page 2 Mr. Powell indicated that he agreed and that there should be flagmen with tD hard hats, red flags and barricades. o Mr. Crownover questioned the reasoning behind the requirement for utility cuts having to be forty-two (42) inches in depth. Mr. Powell said the forty-two inches from the top of the curb and gutter would give six (6) inches of earth beneath an eighteen (18) inch drainage structure, utilities installed under larger drainage structures would require deeper cuts. Mr. Crownover stated that if the proposed regulations were to be'enforced "to the letter", there could be cases when the company was installing underground lines and made contact with a deep drainage structure. To go six inches under such a structure rather than across the top could cause the company to do some silly things. Mr. Powell replied that in his opinion, common sense would have to be used in such cases with the City and utility companies working together. Mr. Kenneth Wagner,; Arkansas Western Gas Company Representative, explained that he felt that possibly the Gas Company was as much in fault as the City in the past, however, he felt the City should give more advance notice to the Gas Company than a call at 10:00 A.M. requesting a Gas Company crew "right now". More advance notice would be helpful to them in planning their work with the Gas Company crews dispersed out over the county. Mr. Powell stated that the word he got was that the company could not be out to that particular job for a day or two. Mr. Wagner said he had left a note on Mr: Christie's desk concerning the request and felt that the problem was caused by a misunderstanding on both parties and possibly poor communications in the City Offices. Mr. Wagner indicated that on all future job work orders that he would indicate that a minimum earth cover of four feet be maintained. Any special conditions would be noted on the back of the job work order forms. Mr. Wagner asked when the Maple and Vandeventer project was to start and Mr. Powell said that possibly the 1st day after the end of the Spring Break at the University; about May 14th. Mr. Don Bunn, City Engineer, brought up the fact that these requested written comments would have to be submitted to Mr. David McWethy, Ass.stant,_City Manager, Qno later than the Wednesday prior to the City Board of Director's :.
