HomeMy WebLinkAbout1982-02-25 Minutes• MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, February 25, 1982, in the Director's Room, City Administration Building, Fayetteville, Arkansas UTILITY REPRESENTATIVES PRESENT: Ivan Faulkner, Dick Shaw, Ken Wagner, L.O. Ferguson CITY REPRESENTATIVES PRESENT: Clayton Powell, Don Bunn, Cynthia Stewart, Bobbie Jones, Wally Brt. OTHERS PRESENT: Gary Carnahan. The Plat Review Committee considered LARGE SCALE DEVELOPMENT the Large Scale Development Plan for the Colony COLONY SHOP OF FAYETTEVILLE Shop, to be located East -of Front Street, FRONT STREET South of Stearns Street and South and West of the intersection of Stearns and Joyce Streets. Property zoned C-2, Thoroughfare Commercial District, Colony Shop of Fayetteville, Developer. Gary Carnahan was present to represent. 1. Clayton Powell (City Street Superintendent): Stated this plan looks good. • He felt that the setback for the South entrance was adequate and recommended the Planning Commission waive the safety zone requirement for the curb cut from 12-1/2 ft. to 10 ft. so that the desired radius can be installed. Gary Carnahan mentioned the developer of the site plans to do extensive fill work to raise the elevation of the site. The developer would like to bring drainage towards the street. Powell stated in that case, the drainage shall be directed into existing storm drainage, if storm drainage does not exist, the developer will install pipe to direct drainage through the curb into the curb and gutter system. Drainage shall not be exited from the site out the driveway. Carnahan stated the developer has a tentative plan to raise the floor level of the structure to 1207 ft. • 2. Don Bunn (City Engineer): Water and sewer are available to the site. No problem with the lot split. Main extension fees will apply to service to this tract. If the gas company contributed to the laying of the water and sewer in this area, that may be credited to this cost. He suggested that Mr. Carnahan check and see if the gas company contributed to the installation of the water and sewer mains. Bobbie Jones asked if the 16" water line that was shown on the plat in this areawas still in service. Don Bunn stated that water line had been relocated and there is no longer service crossing this lot. • 3. Wally Brt (City Sanitation Superintendent): Stated the location for container service shown on the plan is fine, however, he said the developer should make sure the compaction of the paving is adequate on areas to be travelled by the sanitation trucks to support their weight. 116 Plat Review Committee Meeting February 25, 1982 Page 2 4. Dick Shaw (MA BELL): Requested a 25 ft. utility easement outside the East right-of-way line of Front Street. Developer will provide 2'.' pvc conduit from the utility room to the Southwest corner of the property. In the requested utility easement, the developer will place 4V conduit, this may consist of pvc encased in concrete, or steel pipe which would not have to be encased, from the North property line to the South property line, capped on both ends and provided with a fish wire. When the Developer is ready to bore under the Frontage Road, furnish the phone company with the contractor's name. If contractor is approved by phone company, phone service may be installed at that time under the road, and MA BELL may absorb some of the cost, however, if the contractor is not approved by the phone company the developer will absorb the cost for boring under Front Street. 5. Ivan Faulkner (SWEPCO): Service is presently located at the right-of-way line of Highway 71, West of this development. The developer will furnish 4" conduit from that line to the requested easement on the West side of the property under Front Street. Depending on where the utility room is located, a transformer pad will be located as close to that point as possible. From the transformer pad, the developer will run conduit from the pad to the Southwest corner of the property. Conduit will also have to be laid in the easement running North/South along the West property line outside the Front Street right-of-way. Faulkner stated a pull box will have to be installed, he stated he would work with the developer on the location of the pull box and furnish him with specifications for its construction. Service will be installed underground as requested by the developer. Faulkner stated that in order to get service in, a little bit more easement may be required on the South line. He stated it looks as though there may be a few feet that will be questionable as to whether or not they will be covered by easement, a survey will insure that service is covered by easement. SWEPCO will not absorb the cost of boring under FrontStreet. The cost of cable length run over 250 ft. will be absorbed by the Developer. 6. L. 0. Ferguson (Warner Cable Company): Stated he would like conduit placed underneathFront Street, in the North/South easement for the entire length of the property, and from the utility room to the Southwest corner of the property. Conduit should consist of schedule 40, pvc, 2". This is to insure cable service to any future owner of the site and to the future development North and South of this site. Service will be run to the property overhead at Warner Cable's expense, where it dips underground on this property to the building cost will be absorbed by the Developer. 7. Ken Wagner (Arkansas Western Gas Company): Stated service is available, he said he would flag the line where it crosses Highway 71 and work with the developer on how to get service to the building. • • Plat Review Committee Meeting February 25, 1982 Page 3 8. Harold E. Lieberenz (Flood Plain Development Administrator): Stated the persons performing the fill work need a Flood Plain Development permit. Bobbie Jones stated the Southwest corner of the building barely misses being in the 100 year flood plain. Carnahan stated the floor level of the structure will be above the minimum base elevation. 9. Bobbie Jones (City Planning Administrator): A. Approval for a lot split in regard to this site will have to be obtained from the Planning Commission. B. A waiver of the 12-1/2 ft. safety zone setback for the South drive where the curb is cut will have to be obtained from the Planning Commission as the radius on this drive will start 10 ft. from the property line. C. This is part of a subdivision platted by the Gas Company. At the time it was approved, it was the developer's responsibility to install sidewalks. Street lights were also required at that time, however, there was no spacing requirement. Both sidewalks and street lights are required, this should be negotiated between the owner of the property and the developer as to who installs what. Ms. Jones stated she will suggest that installation of sidewalks be a condition:.of approval of the lot split to the Planning Commission. D. Parking provided on the site looks sufficient, 75 spaces are required with immediate construction. 94 spaces will be required if future construction is completed. Handicapped parking spaces are sufficient in size and number as shown on the plan. The developer may also install 20% of the total parking spaces as compact spaces with a size of 7-1/2 ft. by 15 ft. and marked "for compact cars only" if he so desires. E. If revisions are received in the Office of City Planning by March 1, 1982 this Large Scale Development may be reviewed by the Subdivision Committee March 5, 1982 at 1:30 P.M. and the Planning Commission March 8, 1982 at. 5:00 P.M. 118
