HomeMy WebLinkAbout1982-02-11 Minutes• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, February 11, 1982, in the Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Avery Auten, Kenneth Wagner, Jim Crownover, L. 0. Ferguson, Ivan Bromley. CITY REPRESENTATIVES PRESENT: Sid Noorbakhsh, John Durham, Clayton Powell, Wally Brt, Bobbie Jones, Cynthia Stewart, Jerry Searles. OTHERS PRESENT: Jim Lindsey. The Committee reviewed the CHARTER VISTA HOSPITAL Large Scale Development Plan for the HIGHWAY 265 Charter Vista Hospital to be located SOUTH OF ZION ROAD South of Zion Road, West of Highway 265, and North of Joyce Street, Charter Vista Hospitals, Owner and Developer. Property is zoned R-0, Residential Office District and C-1, Neighborhood Commercial District. Jim Lindsey was present to represent. 1. Clayton Powell (City Street Superintendent): Stated that when Highway 265 was paved, the Board of Directors took the position that access to that highway would be kept to the bare minimum. However, this lot has no other access other than 265. He told Mr. Lindsey that with any further development in this area this should be kept in mind. Driveways intersecting with Highway 265 in conjunction with this particular development will have to have a permit from the Arkansas Highway and Transportation Department, and may be obtained from the District Engineer in Ft. Smith. The drives as shown on the plan meet both site distance and safety zone requirements of the City and the State. Also, any plans submitted to the Highway Department should show the proposed sidewalks since they will be abutting the Highway 265 right.of-way. Sidewalks are required on Highway 265 for the entire frontage of this property. A sidewalk permit must be obtained from the City Engineer's Office and an inspection performed on the sidewalk by the City Street Department. 2. Wally Brt.(City Sanitation Superintendent): Stated that he recommends a stationary compactor. He felt that with the hospital needs he has had experience with, it is the most sanitary and convenient way to dispose of waste. He and Lindsey discussed cost. Brt stated that with the number of beds, two 6 -yard containers will be required for waste disposal. He felt the best placement of the containers would be at the service entrance. Brt said he would work with the developers on placement of the containers, also, if the developers so wish, he said he would take them to the locations where a stationary compactor is presently in use. r • 23 Plat Review Committee Meeting February 11, 1982 • Page 2 gggg • 3. Jerry Searles (Assistant Chief of Police): Asked what type of security is proposed for the facility, and whether or not a chain link fence would be constructed. Lindsey stated he did not know what type of security is proposed, but he would get someone from the hospital to get in touch with Searles. ©, • Lindsey said it is his understanding that there would be some maximum security C), rooms. Searles asked if this would be a private facility. Lindsey stated that is correct, however 3-4% of the facility would be allocated for the treatment of persons not under contract with the hospital. Lindsey said that it is his understanding there will be some public service in conjunction with the State, but he would have to get a representative from the hospital in touch with Searles to elaborate. a D. Doors to the mechanical room, storage and maintenance rooms, must have = one hour fire rated doors, and if there is glass in the doors it must be © fire rated wire glass. E. In the maximum security rooms, there must be no more than two locked Q doors to deal with in order to get persons in the maximum security areas to a safe area. ub Durham stated that he would review the building plans when available and 51. discuss any further requirements at that time. © 5. Sid Noorbakhsh (Assistant City Engineer): There is a fire hydrant 250 ft. from the property line. n' There is 10" sewer service located in Zion Road. He asked if the 10 ft. drainage ditch East of the 20 ft. utility easement would be concrete lined. Lindsey stated no, it would be an open ditch. Lindsey asked if there would be any problem in crossing the drainage ditch from the utility easement. Noorbakhsh said no, that it would be fine. He said that sewer should be located on the edge of the easement to insure adequate separation from other utilities that may be located in the easement, and deep enough so that the crossing of the drainage easement would not be a problem. He said he could come off the sewer line in Zion Road at a location East of the one presently proposed. 4. John Durham (City Fire Inspector): Felt that most of the Fire Department's requirements would be covered under the Building Code but that he would list some of the obvious requirements: A. The flame spread in rooms for mental patients cannot be more than 25%, in rooms for other patients it cannot exceed 75%. B. Dead end corridors cannot exceed 30 ft. in length. C. Sprinklers and automatic fire detections devices are required. D. Something that is not mandatory but is suggested, is a direct line to the fire department in case of emergency. This is currently used by some other facilities in Fayetteville, and would be suggested for this hospital. 112 Plat Review Committee Meeting February 11, 1982 Page 3 Lindsey said that 6" water service will be run to the site to accomodate the sprinkler system. Noorbakhsh said that is fine, that water is available. on the West side of Highway 265. 6. Jim Crownover (Ozarks Electric Cooperative): Stated that everything looks fine to him. He stated he still does not have load information. He felt sure that the hospital would require service from two sources. He stated that service from two sources can be furnished. It is available on Zion Road from Hillside Terrace Subdivision. He stated the hospital would probably require three phase, underground service. He asked that Lindsey have a representative from the hospital get in touch with him. (S01) 521-2900. The electric company will require 4-6 months lead time in providing service. 7. Ken Wagner (Arkansas Western Gas Company) : Stated he was sure there was a blanket easement covering a gas line within this property before it was split up into tracts. He said that Mr Lindsey should get in touch with Jim Walker about having the easement vacated. Jim Crownover stated he believed Ozarks Electric was also included in that blanket easement, and the operations manager should be contacted when vacation proceedings get started. Wagner said that gas service is existing 6n the West side of Highway 265. He said he would like for it to come in North of the Southern entrance to the tract and run to the building parallel to the water line. The gas meter will be on the West side of 265 in the 30 ft. setback, utility and sidewalk easement. There will be no problem running in the same ditch with the water line. He stated he would work with the ..engineer and plumber. 8. L. 0. Ferguson (Warner Cable Company): Stated there is no cable service available to the site at this time. However, he expects service to be available to the site by the time the hospital is completed. If cable service will be desired, conduit must be placed from the utility room to any room where cable service will be desired. Also, from the utility room, 2" conduit will be laid by the developer parallel to the water line out to the Southeast exit to 265, with pull wire. 9. Avery Auten (MA BELL): Stated he would need to know how many telephone lines there will be in the building. Lindsey said he would get a representative from the hospital in touch with the phone company. The phone company will require 2" conduit from the utility room to the Southeast corner of the site. A 4' x 6' piece of plywood and a #6 ground will be placed in the utility room. If the hospital has a PBX or key equipment, a 110 outlet will have to be installed. If the hospital will have a hard ceiling, conduit will have to be installed into each room in which service is desired. He stated service will be installed parallel to the water and cable service out to the highway. 10. Bobbie Jones (City Planning Administrator): A. Sidewalk is required on the West side of Highway 265 for the entire frontage of the property, 113 • • Plat Review Committee Meeting February 11, 1982 Page 4 B . The Planning Commission granted a Conditional Use for a hospital in R-0 at a meeting held July 27, 1981. C. Setbacks from the street right-of-way are more than adequate. D. The North building setback will be governed by the building code. E . There will be a 200 ft. setback requirement on the South side. The plan shows 150 to 185 ft. this will have to be waived by the Planning Commission when they are considering the Large Scale Development Plan. F. The rear setback will be 200 ft. G . Note on the LSD Plan that driveways and parking areas will be paved. 1. The parking areas will have to be equipped with wheel stops or curbs to keep cars from getting out of the parking areas. 2. Each space will have to be striped. 3. 65 parking spaces will have to be furnished with the first phase 72 are shown. Of these 12 must be 12'' x 19 ft. with ramps and above grade signs stating they are for the handicapped. 14 of the parking spaces may be 7-1/2 x 15 ft. and marked for compact cars only. Addition parking will,be required with future phases. 4. Aisle width will be 24 ft. for two-way traffic, within the parking area. 5. Parking area must be at least 5 ft. from the South and West property lines. H. Screening will be required on the South and West property lines. The Planning Commission has the authority to waive the screening requirement but may require a certain percentage of landscaping in lieu of screening. I. 40 ft. is the maximum width allowed on the entrance drives including the radius. The plan shows that the safety zone requirement between drives from property lines is adequate. J . The plan shows a recreational area in the rear portion of the property. An outdoor activity area must be 75 ft. from residentially zoned property (West and South). There is a 50 ft. setback for passive outdoor areas. What type of recreational activity to be carried on should be clarified. This may be waived by the Planning Commission. K. Individual service lines for utilities should be kept up with so that they will be accurate on the as -built plot plan which will have to be submitted to the Office of City Planning prior to the Certificate of Occupancy being issued. The as -built plot plan will show landscaping, parking areas, drives, utility lines, signs, etc. • • Plat Review Committee Meeting February 11, 1982 Page 5 L. Signs in the C-1 portion of the property can consist of a ground sign up to 75 square feet, located 40 ft. from the street right-of-way. If a sign is placed in the R-0 District, it will be limited to a wall sign not to exceed 16 square feet. The zoning boundary may be shifted up to 50 ft, since the tract has split zoning, however, it cannot be shifted more than 25 ft. into the R-0 zone. M. In summary, the following easements have been requested or dedicated: 1. 30 ft. utility and sidewalk easement on the West side of Highway 265. 2. 10 ft. drainage easement on the West property line. 3. 20 ft. utility easement West of the West property line abutting the West property line. 4. 25 ft. Ozarks Electric utility easement along the South property line. 115
