A meeting of the Plat Review Committee was held at 9:20 A.M., Thursday,
February 4, 1982, in the Basement Lounge, City Administration Building,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Avery Auten, Ivan Faulkner, Larry Winkler,
Kenneth Wagner.
CITY REPRESENTATIVES PRESENT: Don Bunn, Clayton Powell, Bobbie Jones,
Cynthia Stewart, Sid Noorbakhsh.
OTHERS PRESENT: Jay Simpson, LeRoy Hicks, Richard Cantrell,
Chad Kumpe, Newton Hailey.
Clayton Powell, City Street Superintendent, COMMUNITY DEVELOPMENT
stated that 1982 Community Development IMPROVEMENT OF 7TH, 9TH,
funds had been allocated for the 11TH,.12TH, $ 13TH STREETS
improvement of 7th, 9th, 11th, 12th and
13th Streets.' All streets involve from
27 to 40 ft. of right-of-way and the -location
of 1-2 various utilities. He introduced Mr. Richard Cantrell of McGoodwin,
Williams and Yates as the consulting engineer for the project. He stated he
had called this Plat Review Committee meeting to give the utility companies
an opportunity to discuss any problems in relocation or adjustment of their
utilities. The improvements of these streets will be directly related to
the development of the HUD project East of Willow and West of Wood Avenue.
Powell stated that he is recommending culs-de-sac be constructed where
12th and 13th streets terminate at the Willow Avenue right of way. He asked
that the utility representatives consider this and discuss any ramifications
if these culs-de-sac are required.
Newton Hailey stated°that when this HUD project was reviewed by the Plat
Review Committee, Al Rukgaber had stated that a possible cul-de-sac construction
had been discussed between himself and Clayton Powell, but at that time did not
recommend that they be constructed. The Planning Commission approved the
development plan for the HUD project without the culs-de-sac at the West
termination point of 12th and 13th streets. that Powell is recommending at this
time.
Mr. Richard Cantrell addressed those present and presented them with street
plans and profiles of the Community Development improvements. He stated in
connection with these improvements, there will be an adjustment of 3-4 valve
boxes and the relocation of a manhole on 13th street. Also, there will be
a relocation of at least two maybe three fire hydrants.
Don Bunn asked who was going to pay for the adjustment of the valve boxes,,
the manhole and the relocation of the fire hydrants. Cantrell stated the
adjustment of the valve boxes and the manhole will be covered under contract.
The relocation of the fire hydrants will have to be handled in another manner.
He said Community Development is hopeful that the City will relocate the fire
hydrants.
Bunn asked if any lines or services will be moved. Cantrell stated that
no water lines or services will be changed.

Bobbie Jones stated that the rights-of-way on these streets will vary and
streets will not necessarily be centered in the right-of-way. Cantrell said
that is correct. •
Ivan Faulkner of SWEPCO stated he would need to know the established right-
of-way so that if a power pole has to be relocated, it will not be placed on
private property. Avery Auten of Southwestern Bell Telephone Company had
the same concern. Cantrell stated their survey is tied to existing property
corners. Where information is available it will be furnished to the utility
companies.
Clayton Powell asked that the utility companies review the sites and
coordinate with the consulting engineer.
