MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held at 9:00 A.M., Wednesday,
November 25, 1981 in the Directors Room, City Administration Building,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Ivan Bromley, Roy Hawkins, Kenneth Wagner,
L. 0. Ferguson.
CITY REPRESENTATIVES PRESENT: Larry Poage, Al Rukgaber,,Don Bunn, Cynthia
Stewart, Harold Lieberenz.
OTHERS: Bob Crafton.
The Plat Review Committee FINAL PLAT
considered the Final Plat of STEELE ADDITION
Steele Addition, Phase I, located HIGHWAY 71 B AND 71 BYPASS
at the intersection of Highway 71 B and 71
Bypass Springdale Canning Company -
Owner and 'Developer. Property Zoned C-2, Thoroughfare Commercial District.
Bob Crafton was present to represent.
Al Rukgaber (City Street Department): Street Plans and profiles for this
phase have been approved. No comments.
2. Larry Poage (City Fire Inspector): Asked how long the temporary cul-de-sac
will be in existence. Crafton stated that it has been agreed it will be
made permanent if Millsap is not extended West within two years.
Poage stated he would further comment as these tracts are processed
under the Large Scale Development.process.
3. Don Bunn (City Engineer): Stated water and sewer installations have been
discussed with Everett Balk and that he has no comments..
4. Kenneth Wagner (Arkansas Western Gas Company):
a. Requested 25 ft. utility easement to run North/South all the way
along the West side of Tracts 2 and 3.
b. On the South side of Tract 3, the 35 ft. easement that is shown as
utility and drainage easement, will have to be revised to show
15 ft. of utility easement outside the drainage easement.
Asked if the access road to the lift station at the Northwest corner
of Tract 2 is over the utility easement. Crafton stated the access is
located in the first 15 ft. of the easement. Wagner asked if it would be
black top. Crafton stated it is temporary and gravel.
Call the Gas Company before digging anywhere near the high pressure
gas lines.
5. Roy Hawkins (MA BELL):
a. 25 ft. utility easement along the West side of Tracts 2 & 3, for
entire length.

b. Increase perimeter easement around Tracts 1 $ 3 to 25 ft.
c. Increase utility easements paralleling Millsap Road to 25 ft.
d. Requested 15_ft.'utility easement outside the drainage easement on
the South side of Tract 3.
e. Install 4" iron pipe conduit under the intersection of Millsap and
Highway 71B.
f. Install 4" iron pipe conduit at the drainage ditch skirting the
bottom of tract 3.
Dedicate and record easements requested today by separate instrument
and 'furnish Telephone Company with copies.
6. Ivan Bromley (SWEPCO): Stated he would also need to locate outside
the drainage easement located on the South side of Tract 3.
Requested 2" conduit be laid under the road at the turnaround at the
West end of Millsap for street lights.
7. L. 0. Ferguson (Warner Cable Company):
a. Developer to provide 2" conduit at the intersection of Highway 71 B
and Millsap Road.
b. Requested 2" conduit be laid underneath the temporary turnaround.
8. Harold E. Lieberenz (Inspection Superintendent):
a. Revise the certification for the dedication of drainage, street
and utility easements.
b. Revise Plat to show Springdale Canning Company as owner of the
subdivision.
c. If there are to be protective covenants, they will have to be
submitted to the Office of City Planning for review prior to the
recording of the Final Plat.
d. The Developer will have to sign an agreement to the effect that if
Millsap Road is not extended West within two years, the Developer
will install a permanent turn around at the location of the proposed
temporary turn around.
e. The Developer will have to either enter into a Subdivider's contract
or put up a cash deposit to insure that all improvements are
installed. The engineer for the project will have to work up
cost estimates which will have to be approved by the respective
City Representatives if a cash bond is desired.

f. Revise Plat to show College Avenue as U S Highway 71.
g•
Show the width of the right of way for Highway 71 B.
h. At its meeting November 17, 1981, the Board of Directors named the
Bypass Service Road along the South side of the Bypass Futrell Drive.
i. At its meeting November 17, 1981, the Board of Directors named
Highway 71 Bypass Fullbright Expressway.
There being no further business, the meeting adjourned at 9:27 A.M.
