MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting ofthe Plat Review Committee was held at 9:00 A.M., Thursday,
November 5, 1981, in the Directors Room, City Administration Building, '
Fayetteville, Arkansas.

Gary Carnahan, Jim Lindsey.
The Committee reviewed the Final
Plat of Oakland Meadows Subdivision located
outside the City Limits and Inside the
Growth Area, East of Arkansas Highway 265
and North of Highway 156. Jim Lindsey
and John Rutledge Owner and Developer.
Jim Lindsey and Gary Carnahan were present to represent.

LINDSEY $ RUTLEDGE
1. Clayton Powell (City Street Superintendent): Since. this subdivision
lies outside the City Limits, Growth Area standards will apply. He
stated Highway #156 is designated as a State Highway.
The County has approved this final plat. Powell stated he was
of the opinion that rights of way should be dedicated separately, however,
the County prefers they be on private property.
Carnahan stated the County prefers to have the street right of way
incorporated into private property for tax purposes.
2. Don Bunn (City Engineer): Stated :water is available from Fat Gulley
Road and County Road 539. Each lot contains at least the 1-1/2 acre.
minimum for septic tank service.
Carnahan stated he would furnish the Health Department approval
of the percolation data
3. James Crownover (Ozarks Electric Cooperative): Requested a 25 ft.
easement between Lots 9 $ 13 to extend all the way to the rear of the
lots.
Service will be overhead.
4. John Kehn (Arkansas Western Gas Company): Stated there is an existing
6" high pressure gas line along the West side of this property. He
stated that it may be critical in relation to the easement designated
on thd:plat. Kehn stated the Gas Company would locate the high pressure
gas line for the developer.
5. Dick Shaw (Ma Bell):
A. Straighten out the easement on the South side of Lot 16. It presently
is curved and should be a straight line.

B. On the tandem drive entering Lots 13 and 14, the North portion of
the easement was not shown on the plat, designate that portion
of the easement.
C. North of Lot 1, where the easement comes across the 25 ft. when it
gets to the Northeast corner, it needs to go straight, do not include
the whole corner.
D . Replace easement dedication certification with the new certificate
6. Bobbie Jones (City Planning Administrator):
A. Furnish the Planning Office with a copy of the protective covenants.
B . Clarify the distance and width on Lot 2, where it fronts on Highway
156.
C. Stated she was having a hard time getting the distances on Lot 5
to add up.
D . Show the easement across the North end of the tandem drive servicing
lots 13 $ 14.
• E. Show distance from the Northeast cornern.of Lot 1 to the right of way
line.
F. Asked if the distances on the side lot lines are measured to the
centerline of the right of way. Carnahan stated that is correct.
Bobbie Jones asked that be noted on the plat.
G. Under certificate #4, add "and Subdivision Regulations of the City of
Fayetteville, Arkansas".
H . If n6tes#7,is left as is, add "T.V. Cable".
I. On note.#9, add a place for the book and page on which the covenants
are recorded.
J . On Note #24, show that there are 16 lots now instead of 17.
Reference the NW corner of Section 19.
L. Get revisions to the Office of City Planning by November 13, 1981 in
order for this plat to be reviewed by the Subdivision Committee on
November 20, 1981 at 1:30, P.M. and by the Planning Commission on
November 23, 1981 at 5:00, P.M.
Dick Shaw commented that Avery Auten had noted that Highway 156 is no
• longer a State Highway. Lindsey stated he would check on that prior to
the Planning Commission Meeting.
There being no further business, the meeting adjourned at 9:45
