HomeMy WebLinkAbout1981-08-06 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M., Thursday, August 6, 1981, in the Chamber of Commerce Board Room, Chamber of Commerce Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Dick Shaw, Avery Auten, Dennis Burrack. CITY REPRESENTATIVES PRESENT: John Durham, Cynthia Stewart, Bobbie Jones, Clayton Powell, Don Bunn. OTHERS PRESENT: Paul Mattke, Paul Marinoni, Jr. The first item of business was the Final Plat of Camelot Addition, Phase I, located South of Highway 16 West, East of Highway 71 Bypass, and West of Sang Avenue. Paul Marinoni Y, Sons, Owner and Developer. Property is zoned R-1, Low Density Residential District. Paul Mattke, Engineer, and Paul Marinoni, Jr. were present to represent. 1. Clayton Powell (City Street Superintendent): Stated that he had been submitted street and drainage profiles for this phase, but had not yet reviewed them, however, he wondered what the 9" crown at the North end of Lancelot Avenue was for. Mr. Mattke stated that the purpose is to facilitate drainage. If a 6" crown is used, there will be a variation left and right, this might create a large volume of water storage. Powell stated that he did not think an exaggerated crown was that good of an idea. Powell stated he is not opposed to using the existing curb, but he feels a 9" crown is too much. Powell felt that the cul-de-sac at the South end of Lancelot should be designated on the plat. He stated that it was a condition of approval that it be assured, that if Phase II should not be developed, that the cul-de-sac will be installed. He felt it should be shown on the plat and also noted that if the street is extended, the property on either side of the right of way included in the cul-de-sac will revert to the abutting property owners. A permit must be obtained from the State Highway Department for the intersection off of Highway 16 West for Lancelot Avenue. Powell stated that he felt the cul-de-sac turnaround should be constructed with this phase of development. Powell stated he would review the street and drainage plans with the engineer. Kenneth Wagner (Arkansas Western Gas Company): Stated that before any street construction is commenced, he would like to install a road crossing to get from the gas service on the West side of Lancelot to the East side of Lancelot where Phase I is located. He stated the crossing will be located on the North side of Lot 4. The gas line will be installed under the Gas Company's regular contract. 5. Dennis Burrack (SWEPCO): Overhead line. will be constructed down the back lot line in the utility easement. Underground service will come off this overhead line. Mattke stated that he would like the overhead line outside the tree line, to save as many trees as possible. Burrack stated that would be feasible. Burrack stated that street lights are indicated. The cost of that over the allowable cost incurred by SWEPCO will be billed to the developer. Burrack suggested that the street light indicated at the North end of Lancelot Avenue be put on the existing power pole. He said that if another light is installed there, it will be necessary to dip underground right next to the pole to serve it. Clayton Powell stated he did not have any objection to this suggestion, but he would like the street lights to be in line. He did not want any off -set lights. Burrack stated it would be off -set only about 6 ft. 6. Bobbie Jones (City Planning Administrator): A. Show the cul-de-sac with a reversion statement, stating that when the street is extended, it reverts back to private property. B. Asked if David Lashley had discussed parks with the Developer. Marinoni stated he had not discussed this with Mr. Lashley. Bobbie stated that the Developer should get with Mr. Lashley and clarify if the Parks Board wants a land or cash contribution. Bobbie stated that if a land contribution is to be required, that she will get with Jim McCord, City Attorney, to work out how payment will be made, since this subdivision will be completed in phases. C. Asked if copies of the covenants had been submitted. Mattke stated they had been. Also, a copy of the proposed contract guaranteeing completion of improvements had been submitted. Mattke wondered if a separate contract would be required for the Parks requirement. He -wondered if it could be incorporated into the contract guaranteeing improvements. Bobbie said she would check with Jim McCord. • • D.:. Start legal description with "Part of". • F. Utility easement and building setback along Lot 4 on Highway 16 West should be noted in some way that it will be building setback and utility easement. G . Bobbie stated that the building setback lines indicated between Lots 1 €, 2, and 2 $ 3, are confusing. She stated there is an utility easement between Lots 3 F, 4. Mattke stated that the setback lines shown on Lots 1 F, 2 and Lots 2 $ 3 will be removed from the final plat. H . Approval of the street and drainage profiles will have to be submitted before this item will go on the Planning Commission Agenda. She stated that after that approval is received, the Developer will submit 10 copies of the revised plat. I. Certificates are fine. The next item of business LARGE SCALE DEVELOPMENT was the review of the plan submitted FAYETTEVILLE HOUSING by the Fayetteville Housing Authority AUTHORITY • for property located West of Wood Avenue, East of South Willow Avenue. Property is zoned R-2, Medium Density Residential District. There was no one present to represent. • 1. Wally Brt (City Sanitation Superintendent): Submitted his comments verbally to Bobbie Jones: A. Three containers will be required to serve this development. Contact Mr. Brt. for location. B . Construct 75 ft. minimum turning radius in the turnarounds. C. If existing utility lines located in Twelfth and Thirteenth Streets do not have 16-18 ft. of clearance, they should be raised. 2. Clayton Powell (City Street Superintendent): Stated that Thirteenth Street, at the entrance to this complex was supposed to be terminated in a cul-de-sac. He stated if this is not done, the street will dead end into a private apartment complex parking lot. He felt the cul-de-sac should be constructed, and a private drive installed for the entrance to the apartment complex. There is a natural drainage ravine on the Northeast corner and along Wood Avenue adjacent to this development. He felt problems would be. created. When the final grade of the parking lot is completed, he wondered how the developers plan on controlling drainage, or will they simply empty drainage into the existing ditch in Wood Avenue. 73 • Plat Review Committee Meeting August 6, 1981 Page 4 Bobbie Jones (City Planning Administrator): A. Bill of Assurances that the sidewalks will be built when Wood Avenue is improved at the Call of the City. B. Install a paved pathway from the Northeast corner of the property to the Northeast parking area. C. Community Development is to construct sidewalks on llth Street rather than 12th Street. 4. Kenneth Wagner (Arkansas Western Gas Company): Utility easements will have to be filed and recorded as separate instruments for the easements required on the North, South and West sides of the development site. Also, easements will have to be executed for the easements requested between buildings. This may be done by documents, or by a filed and recorded survey. 5. Dennis Burrack (SWEPCO): Stated that the clothes lines indicated on the plan will be deleted. Conduit will be installed under sidewalks and paved areas wherever electrical lines will be installed. Avery Auten stated that 3" pvc conduit will have to be installed under paved areas for the phone company also. Shaw said this can be done by sleeving under the sidewalks or placing conduit from the buildings out to the easements. Developer should contact the phone company to coordinate plans. Burrack wondered who was going to pick up the tab for the proposed street lighting.
