HomeMy WebLinkAbout1981-05-28 Minutes• • • • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Cor.;mittee was held at 9:00, A.M., Thursday, May 28, 1981, in the Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Dick Shaw, Avery Auten, Jim Crownover. CITY REPRESENTATIVES PRESENT: Don Bunn, Cynthia Stewart, Clayton Powell, Bobbie Jones, Larry Poage. OTHERS PRESENT: Gail Mainard. The only item for review this morning was the Preliminary Plat of Phase II, Meadowridge Subdivision located South of Zion Road, and West of Old Missouri Road. I. B. I, Inc. - Owner and Developer. Property is zoned R-2, Medium Gail Mainard was present to represent. PRELIMINARY PLAT MEADOWRIDGE SUBDIVISION, PHASE II I. B. I., INC. Density Residential District. 1. Wally Brt (City Sanitation Superintendent): Submitted his comments to Bobbie Jones. Be sure there is adequate room for the sanitation trucks to turn around. Any structure containing more than four units should be served by container. 2. Clayton Powell (City Street Superintendent): Stated that when Sunflower Circle is extended North in Phase II and III, it will exceed the maximum length of a dead end street. With the development of the property to the West, Frazier Terrace could be extended to intersect with Zion Road at some time in the future. The same requirements for Old Missouri Road will apply for future phases as were required with Phase I, that is: dedication of sufficient right of way, etc. Mainard stated that no portion of Phase II will abut Old Missouri Road. Further improvement of Old Missouri Road will occur with Phase III.. Clayton stated he would like to see Sunflower Circle on the North end terminated in a cul-de-sac if Phase III is not to be developed until some time in the future. He stated he would like to see a Bill of Assurance drafted that if Phase III is not in the process of being developed within one year of the filing of the Final Plat for Phase II, a cul-de-sac will be constructed at the termination point of Sunflower Circle at the North end. If the cul-de-sac is constructed, the extra right-of-way for a cul-de-sac will have to be dedicated. This extra right of way will be reverted back to respective lots when the road is extended. Larry Poage (City Fire Inspector): Stated he had no comments, but if Phase III does not develop within one year, he also would like to see the cul-de-sac constructed for fire protection purposes. 4. Don Bunn (City Engineer): Stated he sure would like to see a cul-de-sac constructed so that his water and sewer trucks could turn around. Bunn stated that water and sewer are both available to Phase II, and Mainard stated that road crossings for water and sewer were installed with Phase I. 5. Avery Auten (Ma Bell): Stated that a crossing is in place from Phase I. Requested a 25 ft. easement which could be split between lots to run between Lots 1 and 2 Phase II. Also a 25 ft. easement to extend from Sunflower Circle East. It may be split between Lots 13, 14, 15, and 16 of Phase III and Lots 1, 2, 3, and 4 of Phase II. Stated the cul-de-sac on Sunflower Circle would be fine with the Phone Company. Dick Shaw stated that no utility easement should be used for drainage easement. 6. Kenneth Wagner (Arkansas Western Gas Company). Easements as requested by • the Phone Company are fine. If Frazier Terrace should be extended West, contact the Gas Company and give them adequate time to install a road crossing. Jim Crownover (Ozarks Electric Cooperative): Easements as requested are fine. Add a 15 ft easement to run between Lot 4 of Phase II and Lot 12 of Phase III. If any other utilities wish to locate in this easement it will have to be widened. 8. Bobbie Jones (City Planning Administrator): A. Suggested that both Phase II and Phase III be submitted for preliminary Plat approval to avoid going through the Preliminary Plat process for Phase III in the future. Mr. Mainard replied it is the desire of the developer not to submit Phase III at this time. B. Stated that the bearing on the West property line is different. Mainard stated that is due to two separate surveys. C. Add proposed use whether multi -family, duplexes, or single family. D. Note on plat that sidewalks will be located on the South side of Frazier Terrace as well as street lights. E. Since the legal description will be combined for Phase II and Phase III, • provide proof of notification of all property owners adjoining. 56 • • Plat Review Committee Meeting May 28, 1981 Page 3 F. Be sure that lots fronting on cul-de-sac have 90 ft. of frontage at the building setback line if they are to be developed with apartments. G. The parks requirement will apply to this phase of the Subdivision. Since this subdivision is zoned R-2, the requirement will be $85.00 per unit.
