HomeMy WebLinkAbout1980-12-18 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00, A.M., Thursday, December 18, 1980, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: James Crownover, Kenneth Wagner, L. 0. Ferguson, Roy Hawkins. CITY REPRESENTATIVES PRESENT: John Durham, Clayton Powell, David McWethy, Wally Brt, Cynthia Stewart, Don Bunn, Bobbie Jones. OTHERS PRESENT: James Vizzier, Jim Hill. Upon a recommendation by the PRELIMINARY PLAT OF Subdivision Committee of the Planning WASHINGTON MOUNTAIN Commission, the Plat Review Committee PLANNED UNIT DEVELOPMENT was requested to review the preliminary plat of Washington Mountain PUD again. The proposed development is located South of Highway 62 West, and East of Finger Road. Washington Mountain Properties, Inc. - Developer. James Vizzier and Jim Hill were present to represent. The Subdivision Committee had recommended that the following be resolved before the preliminary plat being resubmitted to the Subdivision Committee for recommendation to the Planning Commission. 1. Easements required by the utility companies. 2. Street names. 3. Private versus public streets. 4. Street light requirements. 5. Location of Phase I of the Development (being up to 35 acres) show how many accesses and how many acres. 6. Drainage. Addressing the first item for clarification, Mr. Vizzier stated that he had a couple of alternatives to the 25 ft easements requested by the utility companies on either side of the street rights-of-way. He asked the utility companies to consider: 1. A 15 ft. utility easement on each side of the street; or 2. A 25 ft. utility easement on one side of the street with 10 ft. x 10 ft. • easements with road crossings every other lot line. A Plat Review Committee Meeting • December 18, 1980 Page 2 • • The utility companies discussed these alternatives amongst themselves at great length. They unanimously agreed that easements would be designated on the preliminary plat as being 25 ft. on each side of the streets. At the time the engineering plans and profiles are completed for the development, the utility companies will consider terrain and try to run utilities on one side of the street. It was agreed that in some cases, due to the difficult terrain, easements would be required on both sides of the street, but in those cases where both easements would not be required, the utility companies would relinquish those easements and the final plat will designate easements as agreed upon after the engineering has been completed. Addressing the question of street names; Mr. Vizzier said that street names had not yet been determined, but that he would try to have a list by the next Subdivision Committee meeting, and that he would try not to duplicate existing street names. Bobbie Jones said that the list of street names would be run through the Water Meter and Fire Departments to be sure there are no duplications on street names. Regarding private streets versus public streets; Vizzier said he would prefer to plan the development with private streets, but that if it is not feasible, the PUD would have public streets. Clayton Powell stated that Ozarks Electric sells lights and that perhaps, as an alternative, the Developers would like to substitute such lights on each individual meter. Mr. Crownover of Ozarks Electric Cooperative stated that this is true, and that individual lights can be installed for about $3.50 per month, per light. Hill said this is possible, that it could be written into the covenants that each individual owner would have to put in a private light. 1. Wally Brt.(City Sanitation Superintendent): Stated that with the terrain, he would suggest containerized service. He stated that he did not want to travel the streets within the PUD, and that containers placed at the access points to the development, and located at the bottom of the mountain, would probably be the best way to go. Wally said that if the streets remain private,as planned, that he will need written permission to travel the streets. Jim Hill asked how the residents would be billed. Brt said they would be billed on their water and sewer bill. Wally said that eight six-yard containers would be required when the development is fully developed, if it is developed to full capacity, nine six-yard containers would be required. McWethy stated that the residents within the PUD would have to be made aware that the Sanitation Department will not pick up anything other than regular garbage. Construction debris, etc., will not be picked up by City Sanitation vehicles. Brt said that the residents of the PUD would own and maintain the containers, and that the containers can be enclosed on three sides. He explained to Mr. Vizzier that if the containers are enclosed on three sides, persons often use the enclosure as a trash can rather than placing the trash in the container itself. If more than two pick-ups per week are required by the PUD, they will be provided at no extra charge. Plat Review Committee Meeting • December 18, 1980 Page 3 • J 2. Don Bunn (City Engineer): Stated that if water or sewer are located in an easement individually with no other utilities in the easement with either one, that a 15 ft. easement would be sufficient. He stated that if the water or sewer line are together with any other utilities, that 25 ft. of easement would be required. Bunn said that water would be placed along the front of the lots and sewer would be placed along the rear of the lots. He said they must be laid in dedicated utility easements. The City will require a deed for the area a pump station sits on if one is installed. If a tank is installed, the City will require a deed for the area it sits on also. Bunn stated that water and sewer will not be placed under pavement, except at street crossings. Bunn said that water will have to be at least 10 ft. away from sewer. Kenneth Wagner interjected that sewer will have to be placed at least 10 ft. away from gas lines. 3. John Durham (City Fire Inspector): Stated that he would need a 60 ft. unobstructed radius for a cul-de-sac, in order to manuever the fire trucks within the PUD. He stated he would not recommend parking in the culs-de-sac Vizzier asked if stock ponds, located in areas that cannot be developed, would help in fighting a fire if one should develop. Mr. Durham said that ponds would definitely be beneficial. Vizzier said that hydrants would be installed to City Code. Durham said that would take care of most situations. . Durham said that street names must not be duplicated. He asked about accesses. Vizzier stated that Finger Road, the old wagon trail, and both Farmers are being considered. McWethy stated he would like to see the first phase developed South of East Farmers Road Vizzier said that would be the most expensive place to develop. McWethy said his reasoning is that it would be easier to get a sanitation or fire truck to the top of the mountain with that access (East Farmers Road). Durham said that in bad weather, it may be impossible to get the heavy fire trucks.to the top of the mountain. He stated in that case, line would have to be laid by hand. Hill asked what size hose the Fire Department uses. Durham said the hose has an inside diameter of 1-1/2 inches and is in 50 ft. lengths. Hill.said perhaps some hose could be kept on hand within the PUD for such emergencies. 4. David McWethy (Administrative Assistant): Stated that he would go with the City Regulations (street lights and sidewalks). Bobbie Jones said that any total waiver would have to be sought from the Board of Directors. McWethy stated that the Planning Commission cannot commit the City to participate in the cost of street lights. Vizzier stated that he is not asking for a waiver of the sidewalk requirements. Plat Review Committee Meeting • December 18, 1980 Page 4 • • S. Clayton Powell (City Street Superintendent): Stated that sidewalks must be designated on the plat. Also, drainage will have to be controlled across the sidewalks. The sidewalk will have to be installed outside the improved street. Bobbie Jones said it may be difficult and more expensive to install sidewalks as each individual lot is developed. They may be mismatched. Clayton said the developer will be responsible for designating where the sidewalks will be installed and for establishing the grade. Clayton said his initial Plat Review Comments will remain. Vizzier asked if Clayton wanted the sidewalks to be installed outside the drainage ditches to be installed with the streets, and for..water to drain into the ditches. Clayton said that if the ditch is large enough to require an underdrain, that the drainage should be directed into the ditch. Clayton said that if the developer wishes, that retention ponds can be utilized for drainage if the overflow is regulated. Clayton recommended that any street leading to the subdivision be built to City Standards. Vizzier said that according to his calculations, the Developer's share of any improvements to streets outside the PUD would amount to 20%. Bobbie Jones said that the Planning Commission would determine what percentage of the cost the developers would have to bear. Bobbie Jones said the sidewalks are to be built within three months of the date the building permit is issued, and installed at the same time the the driveway is poured. If the lot is not developed, sidewalks are to be installed within five years of the filing of the final plat for that particular phase. 6. Bobbie Jones (Planning Administrator): Stated that all of her comments from the last Plat Review Committee meeting on this item will apply. She stated that there will be a 10 ft. separation between units unless the units are built together (duplex, quadraplex, etc.) Also, keep the setback from the perimeter of the PUD in mind for each particular type of unit.
