A meeting of the Plat Review Committee was held October 30, 1980,
at 9:00, A.M., in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.

The only item for consideration
was the Large Scale Development
Plan submitted by Lois Stratton for
property located North of Highway 62
West and East of One Mile Road.

Lois Stratton and Pat Pinnell were present to represent.
Bobbie Jones stated that a portion of this property is under petition_to
be rezoned from A-1, Agricultural District to C-2, Thoroughfare Commercial
District,,.and will be considered at the Planning Commission meeting of
November 24, 1980.
LARGE SCALE DEVELOPMENT PLAN
LOIS STRATTON
HWY. 62 AND ONE MILE ROAD
1. Don Bunn (City Engineer): Bunn said that water and sewer are both available
to the site.
If there is not a hydrant within 500 ft. of any portion of the development,
one will be installed.
2. Clayton Powell (City Street Superintendent). Wished to correct the
drawing; the road to the immediate West of the Development is One Mile
Road and not Finger Road as the drawing indicates.
The Developer will dedicate 40 ft. from the Centerline of Highway
62 West for right-of-way. Also, the Developer will dedicate 25 ft. from
the Centerline of One Mile Road for right-of-way.
Clayton stated he recommends that One Mile Road (an existing gravel
road) be brought up to current City Standards; curb, gutter, sidewalks,
sub -base, base and 2" of asphalt.paving. Clayton recommends this developer
improve the street for a width of 20 ft. He did not think this developer should
be responsible for improving the entire width of One Mile Road.
Permits mut be obtained for any drives off of Highway 62 West, from
the State Highway Department, District Engineer's Office.
Drives must be 40 ft. in width or less with a 25 ft. separation
between drives. Drives must be setback 12-1/2 ft. from side property
lines.
2. David McWethy (Administrative Assistant to the City Manager): Recommends
sidewalks where this property abuts Highway 62 West to be installed by
the Developer.

Pinnell asked where the sidewalks would be placed. Bobbie Jones
said that if the sidewalks are placed in the Highway Department's
right-of-way, that the plans would have to be approved by the Highway
Department. If the Highway Department will not permit the Developer
to place the sidewalks in the right-of-way, the Planning Commission
and the Board of Directors will require a 5 ft. easement outside of the
Highway Department's right-of-way.
The sidewalk will be 5 ft. wide. Pinnell asked if sidewalks should
be indicated on the plat. Bobbie Jones replied that they should be on
the plat. Any waiver of the sidewalk requirement will have to be granted
by the Planning Commission and the Board of Directors.
3. Wally Brt (City Sanitation Superintendent): Wally asked what Mr. Pinnell's
container requirement would be. Pinnell said at this time one container
would be sufficient. After some discussion, it was decided between Mr.
Pinnell and Mr. Brt, that the container would be placed at the Northeast
corner of the convenience store, a 12 ft. x 15 ft. pad will be constructed
on which the container will be placed. The approach to the pad_will be
15 ft.
4. Larry Poage (City Fire Inspector): Asked if the development would
consist of more than one phase. Pinnell said the development would
consist of two phases.
Poage asked if the convenience store would have underground tanks
for the storage of gasoline. Pinnell replied that it would, that they
would be located on the West side of the convenience store. He stated
that the area would be so situated so that there would be no vehicular
traffic over the underground gasoline tanks. Poage said that if the
developer's plans change', and they will have vehicular traffic over the
underground tanks, that special construction techniques will be involved.
Poage said that one 10#, ABC fire extinguisher will be required
for the pump island.
Poage said that two exits will be required for the convenience store.
Pinnell asked if a key operated dead bolt would be permitted on the
rear exit. Poage said it would be permitted if the key operation was
not needed to exit the building.
Poage said the rear exit should not be located in the storage room.
Poage said that if the building is 50 ft. wide, or less, one exit with
double doors would suffice in the future development.
Pinnell asked if it would be permitted to put double entry doors
on buildings where double exits are required, on either side of the
front of the building. Poage said the code permits two entrances,
on one side of the building, but they must be as far apart as possible.
Pinnell asked if double doors would be permitted on the front for
the office buildings proposed for the North side of the property. Poage
said he would recommend a front and back door. Pinnell said that
the buildings would only be 45 ft. in depth. Larry said in that case,
double doors would be sufficient. He stated that fire extinguishers
would also be required.
Poage asked if the bumpers of the cars parking adjacent to the walk
way shown on the drawing would overhang the sidewalk.. Pinnell said that

the sidewalk would be 5 ft. wide and that bumper guards would be installed
to prevent bumpers from hanging over the sidewalks
Poage said that a fire plug would be required if there is not one
within 500 feet from the existing plug on One Mile Road. If the fire
plug is installed within the development, it must be located -at least
two feet from any building. Also, precautions should be taken so that
no one backs or drives over the plug.
S. Dennis Burrack (SWEPCO): Asked if the Developer would prefer overhead
or underground service. Pinnell said he was undecided. He stated that
the development will require three-phase electrical service. He said
that there is an existing pole near the property. Burrack said that is
on private property. Pinnell said he would need 208 for the compressors.
Pinnell said at this time, the Developers are concerned about power
for the convenience store only, Phase II is two to three years away,
as development is waiting on the widening of Highway 62 West. Dennis
replied it would be a good idea to make provisions for future service.
Dennis said that power could be brought to the development on the
Southeast corner or the Northwest corner. Pinnell asked if it would be
feasible to place a pole at the Northwest corner of the development and
run service underground from that point. Burrack said that is feasible.
Pinnell asked if it would be possible to come off the pole and
serve buildings underground Burrack said it is possible, but that it
would be extremely expensive. Burrack suggested that the Developer
provide enough easement on the North and East sides of the development
to serve it underground.
Pinnell asked how large of an easement would be required. Burrack
replied that if SWEPCO is the only utility in the easement, that 15 ft.
would be adequate. He stated that if he shares the easement with the
other utilities, a minimum of 25 ft. of easement would be required.
Pinnell asked what the easement requirement would be for overhead
service. Burrack replied 15 ft. Pinnell said that he would prefer overhead
service. Burrack said a pole line would be placed on the North and East
property lines of the development with ground line taps to run to the
convenience store.
Dennis said that when Pinnell's electrician gets ready, to contact him.
Requested easements must be filed and recorded as_separate instruments,
and copies furnished SWEPCO, as well as the other utilities.
6. Kenngth Wagner (Arkansas Western Gas Company): Stated there is a high
pressure gas line on One Mile Road.
Wagner corrected the drawing; he stated that the gas line on
the South side of the Development is not a 1" high-pressure gas line, that
it is a 1-1/4", 30#, intermediate gas line.
The gas line in One Mile Road is a 4", 200#; high-pressure gas line.
Wagner asked if the gas storage tanks on the West side of the convenience
store would run North and South. Pinnell said they would.
Wagner said that in addition to the easements requested on the North
and East sides of the development, he is requesting an additional easement
on the West side of the property adjacent to One Mile Road. He stated
that if the gas company is the only utility in that easement, that 15 ft. of
easement would be sufficient.

Pinnell asked if the location of the underground gas tanks would
be alright. He stated that they would be 10,000 gallon tanks, and that
he is planning on installing four tanks. Wagner said the location would
be fine. Pinnell asked what the depth of the 1-1/4" intermediate line
is. Wagner said it is about 2 ft. deep more or less.
Pinnell asked if the gas line would have to be moved when he does
the improvement to One Mile Road Wagner said no, that it might have to be
moved if the City improves One Mile Road up to Old Farmington Road.
Wagner said to contact him when the Developer is ready for service.
He recommended that service be brought in to the convenience store from
the rear. Wagner said that when the laundry and other buildings are ready
for service, the Developer will run the lines subject to refund.
Wagner said in review, that he wants a 15 ft. easement on the
East edge of One Mile Road right-of-way, the West edge of the property,
and , also, a 25 ft. easement on the North and East sides of the property.
7. Dick Shaw (Southwestern Bell Telephone Company): Asked Mr. Pinnell if he
thought he could get an easement from the adjoining property owners. Pinnell
said it is possible and that he would check into it. Shaw said that if
Mr. Pinnell could get 10 ft. of easement from the property owner..on the
North and from the property owner on the East, that Pinnell could dedicate
15 ft. and the 25 ft. easement that would result would be sufficient.
Shaw said he would locate in the same easement on the West
edge of the property that Kenneth Wagner had requested, and that
the 15 ft. width would be sufficient. Also, he will locate in the
25 ft. easement on the North and East sides of the property. He stated
that if the developer is unable to obtain easement from the property
owners on the North and the East that the Developer should contact the
Phone Company for renegotiation.
Shaw said there is an existing easement for the 20" sewer line
located along the North edge of Highway 62 West and the South edge of the
property. Shaw said that he would like that easement changed to designate
it as utility easement.
Pinnell asked if the Phone Company would repair the phone line if
it is disturbed. Shaw said the Phone Company would not be responsible.
He said that if the line is paved over, and has to be repaired, it would be
the developer's responsibility.
Shaw said that three lines would be run into the convenience store,
one for the coin box, the service line, and the burglar alarm. The
Developer will provide 1" conduit from the convenience store to the
island between the driveways.
Shaw said he wants copies of the revised drawings and prints.
8. L. 0. Ferguson (Warner Cable): Stated that if Cable Television is desired,
that the Developer will lay 1" conduit from the point the Developer wants
it to enter the building to the island between the driveways. The
Developer should lay the conduit before he paves the parking area.
L. 0. Ferguson said that there is a buried cable line on the
West side of the property along One Mile Road, and the Cable Company

should be notified before any digging is done there so they can locate
the line.
9. Bobbie Jones (City Planning Administrator):
A. Bobbie did..not think that the parking, as drawn, is sufficient.
She went on to describe the different parking requirements for the
proposed uses in this development and the number of parking
areas that would be required for each use
B. On the plan, the laundry building shows a 50 ft. + for the setback.
Bobbie said the setback will be 50 ft., and it may be a greater
setback depending on whether the Highway Department takes more
right-of-way. Bobbie said that if the Developer wishes to place
landscaping between the highway and the laundry building, and has
no parking between the laundry building and the highway, that
setback can be reduced to 25 ft. The same is true on the Northwest
corner of the property between One Mile Road and the parts store,
that setback will be SO ft. unless landscaping is installed and the
parking is removed, in which case the setback could be reduced to
25 ft. Bobbie said this is true for all the buildings on the West
property line, they are too close, and if landscaping is installed,
the setbacks can be reduced.
C. Bobbie said that the pump island and canopy can be closer to the street
than they are drawn on the plan. She said the setback for the pump
island is 25 ft. and the setback for the canopy is 20 ft.
D. There will be no parking in the area extending 10 ft. from the
intersection of One Mile Road and Highway 62 on each road, nor
in the area in the triangle created by connecting the 10 ft.
setbacks. Mr. Pinnell said he is planning on landscaping that
area. Bobbie said in that case, any landscaping that is installed
there will have a minimum clearance from ground to 10 ft. or a
maximum height of 30 inches.
E. Revise drawing to incorporate the SO ft. setback required from
One Mile Road East to the Parts Store and Car Wash.
F. Standard parking spaces will be 9 ft. wide x 19 ft. deep, there
will be 12 ft. wide by 19 ft. deep spaces required for the physically
handicapped and disabled, as well as a sign and ramp.
The drawing shows the aisle width to be greater than required.
Since there will be more than 25 parking spaces when the second
phase develops, 20 per cent of the parking spaces can be 7-1/2 ft.
wide by 15 ft. deep for compact cars, and must be so identified.

must have a paragraph, stamp and seal of a Registered Arkansas
Engineer or Architect.
M. Plans must be certified that they meet the State Energy Regulations.
This certification should be stamped or attached to the plans.
N . All signs will have to comply with the sign ordinance and permits
will have to be obtained for them. See John Dietzen, City
Sign Inspector.
O . Parking area must be paved and striped, with bumper guards installed
to keep cars from getting out of the parking areas.
P. Dedicate easements and rights-of-way and furnish copies to the
Office df City Planning as well as the respective utilities.
No permit willbe issued until these easements have been dedicated.
No portion of the building will overhang any easement.

unless they are installed with the construction of the street.
U . Submit plans and profiles for street construction to the City Street
Superintendent.
