UTILITY REPRESENTATIVES PRESENT: CITY REPRESENTATIVES PRESENT: OTHERS PRESENT: Committee was held at 9:00, A.M., Thursday, Directors Room, City Administration Building, Kenneth Wagner, Dick Shaw. Larry Poage, Clayton Powell, Don Bunn, Bobbie Jones, Cynthia Stewart. Mark Jackson, Dave Chapman. The only item for consideration was the Large Scale Development Plan for AMERICAN BIOFUELS FAYETTEVILLE INDUSTRIAL PARK American Biofuels located East of Industrial Park Road (Armstrong Avenue) and North of Pump Station Road. Mark Jackson and Dave Chapman were present to represent. 1. Dennis Burrack (SWEPCO): Telephoned his comments in to the Office of City Planning. He stated that existing easements are fine. Service can be either overhead or underground (Developer prefers underground). Developer will contact SWEPCO before paving Pump;Station Rd.,so that crossings can be made. SWEPCO will inform Developer of what type of conduit will be laid,.under the road 2. Dick Shaw (Southwestern Bell Telephone Company): Existing easements are fine. Developer will lay 1" pvc conduit from the point where service enters the building to the Southeast corner of the property. Shaw requested that he be contacted before the paving of Pump Station Road commences, so that he can install his crossings. 3. Kenneth Wagner (Arkansas Western Gas Company): There is gas service to the site, but larger service will have to be run (2" line) to accomodate the load. The Gas Company will be contacted by the Developer before the road is paved so that it can be determined if a new crossing is needed. Existing easements are adequate. 4. Larry Poage (City Fire Inspector): Asked if the site will be fenced. Chapman stated it would not. Poage asked that a set of plans be sent to the Arkansas State Police, Fire Marshall Department, to the attention of Lt. Carnahan. Poage asked if the storage tanks would be above or underground. Jackson replied they would be underground. Poage asked what the flash point of the alcohol would be. Jackson stated that the only area that would contain flammable material would be the area where the stills will be located. He said that area will be separate and enclosed. Poage asked what type of enclosure would be constructed. Jackson stated it would be a wood frame enclosure with fire guard sheet rock. Jackson said the area would also be ventilated. The balance of the site will be non-combustible!. Plat Review Committee Meeting • October 23, 1980 Page 2 • • Poage asked how many square feet the building would contain. Jackson replied about 3000 square feet. Larry said that three 20# ABC fire extinguishers would be required for the building as well as one 20# ABC fire extinguisher for the loading dock. Poage said that an explosion proof ground will be required between the pumps and the dock, and explosion proof lighting and switches will be required.. Poage asked if the underground storage tanks would have traffic over them. Jackson stated they will be located behind the station, and will not be driven across. Poage stated that if the plans change,. and the underground tanks will be driven over, that special construction will be required for the underground tanks. Poage asked if this kind of alcohol produces a flame that is visible. Jackson said that he believes the flame is visible. Poage said the fire plugs seem to be located adequately.for the site. S. Don Bunn (City Engineer): Bunn said that water service is available at the front of the site, and that sewer is available to the rear of the site. A fire plug is located approximately 200 ft. from the site at the intersection of Armstrong and Pump Station Road on Pump Station Road. Also, there is a hydrant located 1100 ft. East of the intersection of Armstrong Avenue and Huntsville Road. Chapman said that would locate the hydrant 300 ft. from the property. Bunn said that is the way it scales out. Bunn asked when the developers plan to start construction. Chapman stated that construction will hopefully begin in three weeks. Bunn said that there is currently a proposed Sewer Waste Disposal Ordinance in the process of being passed, and that it is anticipated it will be passed November 4, 1980. At that time, industrial users will be notified that they will have thirty days to apply for a permit. When the permit is applied for, the user will describe the character of the waste and how much waste will be produced. The,.permit conditions will be described to the user, and the level of waste that will be allowed into the system. Bunn said that if the plant wastes unusual amounts of BOD, that the plant may be subject to a surcharge. A sample of waste may have to be submitted. Mark Jackson asked what type of flow or volume would be provided to the site as far as water. Bunn asked what the demand would be. Jackson said maximum usage will occur when the cook tank is filled and the requirement would be approximately 4000 gallons per hour. He stated he would have a surge tank that would empty as the water level indicates. Chapman said there is currently a 1-1/2" water line available to the site. Bunn said that a 1" meter should be sufficient. • • • Plat Review Committee Meeting October 23, 1980 Page 3 6. Clayton Powell (City Street Superintendent): Recommended that the Developer dedicate his portion of the right-of-way to bring Pump Station Road up to an 80 ft. right-of-way. Jackson stated that part of the sales agreement had included improvement of Pump Station Road. He said he would furnish the Office of City Planning and the City Street Superintendent with a copy of the sales. contract. According to the Master Sidewalk Plan, sidewalks are not required abutting this development. Clayton felt that Pump Station Road should be constructed to Industrial Standards; 80 ft. of right-of-way. (50 ft. of right-of-way is required by the Master Street Plan). Clayton stated that the drive into the site would have a maximum width of 40 ft. Bobbie Jones said that the drive would have to be a total of 12-1/2 ft. from the adjoining property line. 7. Bobbie Jones (City Planning Administrator): A. Bobbie said that Wally Brt, City Sanitation Superintendent had asked her to obtain some information about refuse from the Developer. She asked if the Developer would prefer can or container service. Jackson stated he would prefer can service. Bobbie outlined the specifications for a pad and turning radius for the container truck if the Developer changed his plans and decided he wanted container service. B. The drawing meets all setback requirements. C. The developer has drawn sufficient parking spaces. D. Bobbie asked if the storage tanks would be inside the building. Jackson replied that they would be located outside the building and underground. Bobbie asked what size the tanks would be. Jackson said 10,000 gallon and 1000 gallon. Bobbie said the builder would need separate permits for each of the tanks as well as. each structure. E. Bobbie suggested that the Developers check with the State Environmental Agency to see if the plant will be emitting any pollutants into the air. F. The driveway will have to be moved so that it is 12-1/2 ft. from the adjoining property line. G. One truck berth will be required, and traffic from the parking area should not interfere with the truck berth. H. Bobbie asked about state approval on the plumbing, gas, water and sewer plans. Jackson stated that he had already obtained approval. I. Bobbie said that depending on the size of the boiler, a special permit may have to be obtained. If this is so, then a state inspection • • • Plat Review Committee Meeting October 23, 1980 Page 4 will have to be performed as well as the required City inspection. J . Check to see if plans have to be certified and stamped that they meet State Department of Energy Specifications. K. Upon completion of the project, submit "as -built" plot plan to the Office of City Planning. As -built will show property lines, locations of buildings, all private utility lines and their connections to the buildings, easements, major utility lines, location of underground tanks, signs and drives. L. If for any reason, you cannot complete improvements such as parking or as -built plot plan, an agreement form is available in the Office of City Planning to extend time limit on completion of such improvements, so that the building can be occupied. M. An easement dedicating sufficient right-of-way to bring Pump Station Road up to current City Standards according to the Master Street Plan, must be issued to the Office of City Planning prior to issuance of a building permit. (The Master Street Plan shows Pump Station Road, East of Armstrong Avenue, as a 50 ft. right-of-way.) N. Since this property has been divided before, a waiver of the subdivision regulations, or a lot split will have to be performed on the property before a building permit will be issued. Bobbie said she would research this and notify the Developer of what is required of him. O . Any easements required will have to be recorded, and the Office of City Planning furnished copies of recorded easement with book and page numbers. P . Revisions of Large Scale Development plan showing any requirements requested by the Plat Review Committee must be submitted to the Office of City Planning by November 3, 1980 in order to be reviewed by the Subdivision Committee at it's November 10, 1980 meeting.
