MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held at 9:00, A.M., Thursday
October 16, 1980, in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Kenneth Wagner and Dennis Burrack.
CITY REPRESENTATIVES PRESENT: Wally Brt, Clayton Powell, Don Bunn,
Larry Poage, Cynthia Stewart and Bobbie Jones.
OTHERS PRESENT: Carl Russell..
The only item for consideration
was the Large Scale Development plan
for Hog Country Distributing
Company, located South of Highway
62 B, and East of Razorback Road, Carl
Russell - Engineer.
Carl Russell was present to represent.

CARL RUSSELL
1. Wally Brt (City Sanitation Superintendent): Stated that the location
of the container on the plat, as shown, is fine, and that he has no comments.
2. Clayton Powell (City Street Superintendent): Stated there is access
to this site on an existing gravel street. He stated that the Arkansas
Highway Department is planning to improve Razorback Road. He suggested
that the Developer enter into a bill of assurance with the City to insure
that half the cost of any improvements that are required beyond what the
Highway Department pays for this property's frontage will be paid by this
Developer.
He said he could not comment further until he knew what the Highway
Department plans for Razorback Road, abutting this site.
3. Larry Poage (Fire Inspector): Asked what the design of the building would
be. Mr. Russell stated it would be a metal building on a concrete slab.
Poage asked what the Developer would provide for the site as far
as fire protection. Mr. Russell stated he did not know yet whether the
insurance used by the Company would require sprinklers.
Poage asked if there would be a gas pump. Russell said there would
be with an underground tank. Poage said the underground gas tank should
be situated underground in such a way so there would be no traffic over it.
He said that if there is traffic over the underground gas tank, that
special precautions would have to be taken in the construction of the
tank.
Larry Poage recommended a private fire hydrant, and private extinguishers
on the property. He said the fire hydrant should not be placed in the
street right-of-way. Russell asked if the City would install the plug and
charge the Developer. Don Bunn said he would prefer it if the Developer
installed the plug.

4. Don Bunn (City Engineer): Asked what size meter the Developer would
require ,. Mr. Russell said 5/8" to 1" would be sufficient, as the water
would be used in general office uses and to wash one truck at a time
in the truck wash. Mr. Russell asked if he would need a larger meter
if sprinklers were required. Don Bunn said sprinklers would not go through
the meter.
Bunn said that water is available to the site but sewer is not. He
said the nearest location of sewer is at the corner of Rochier and Rose
which is North and East of this property. He said that sewer is also
located on Beechwood Avenue and Farmington Road, gust West of this property.
Bobbie Jones said that if sewer is not available to the site, that
could be a reason for denial of this Large Scale Development Plan.
Bunn said the developer may be asked to contribute in the extension
of sewer to this site.
Russell asked if sewer would be extended in the near future. Bunn
said not that he was aware of. Russell asked if it would be possible
to locate a septic tank and absorption field on the site. Russell said
the septic system could be designed in such a way as to be easily hooked
up to sewer if it is made available to the site. Russell said the sewer
load for the project will be relatively small. There will be a couple
of offices and restrooms. Russell said the truck wash will probably be
wasted separately from the septic tank system.
5. Dennis Burrack (SWEPCO): Asked what the anticipated load would be.
Carl Russell said that it would consist of a couple thousand square feet
of office space and office type usage only. The balance would consist
of low lighting warehouse usage.
Dennis asked if the officewould be air conditioned. Russell said
it would be but that the warehouse would be heated only, and that gas
heaters would be used.
Dennis asked if the Developer would prefer overhead or underground
service. Russell said there is no preference, except that overhead may
be more feasible. Dennis said that there may be a problem with overhead
lines with the truck traffic. He asked the Developer to contact him when
they are ready for service and that he would work with the Developer.
6. Kenneth Wagner (Arkansas Western Gas Company): Wagner stated there is
an intermediate pressure line available to the site on the East side
of Razorback. Road.
Wagner said that it looked like the septic field would be just
South of the Drive. He said that gas service would be run on the North
side of the driveway, in the 50 ft. setback area, 10 to 15 ft. North of
the drive.
Wagner asked if there would be a separate boiler to the truck wash
Russell replied that the boiler would be independent for the truck wash
Russell said he was not sure what type of equipment would be installed in
relation to the truck wash.
Wagner asked if the 50 ft. required building setback was measured
from the existing or proposed right-of-way. Russell said it was measured
from the existing right-of-way. Bobbie Jones said that Razorback Road

requires an 80 ft. right-of-way, and that sometimes (since this is a
state highway), the State requires more than that for right-of-way.
Russell said there would be no problem in dedicating right-of-way.
Kenneth Wagner said that on the West side of the site, East of
Razorback and running North and South, he would like a 25 ft. utility
easement, outside the future right-of-way for Razorback. (If the property
abuts Indian Trail, the easement will extend to Indian Trail.)
Russell said the right-of-way does not extend straight through, that
the road bends, and that the right-of-way actually leaves the property for
a considerable stretch.
Wagner said the meter will be set North of the Drive. Wagner said
that when the Developers are ready to go, the Gas Company will determine
the size of the line and the load.
Wagner said that if the improvement of the Highway requires that
the gas line be relocated, that it will be at the Developer's expense.
Carl Russell asked what would happen where the gas line hits the
railroad right-of-way. Wagner said that if the railroad requires the
line to be placed under the site, that the line would have to be placed
in 3 - 4" steel casing.
7. Dick Shaw (Southwestern Bell Telephone): Shaw said that the easement
requested by the Gas Company on the West side of the site would be
sufficient for the Telephone Company. He asked that it be designated
"utility easement" and not "private gas easement".
Shaw stated that the pedestle would be set on the North side of the
driveway and that the Developer would be required to extend conduit from
the point where service enters the office area of the building to the
pedestle, and that the conduit would consist of 2" pvc.
Shaw said that easements will have to be dedicated as separate
instruments.
Shaw asked that the building setback that goes all the way around
the site be designated as a building setback and utility easement. Russell
said he did not feel comfortable designating all that as utility easement
as he did not know what the developers future plans are. Shaw said it
could be designated now, and later, if it is not used by the utility
companies, it can be cleared or released.
Carl Russell said he did not know what his setbacks would be and
that there are several rezonings in the process around the site. He said
he would rather wait to designate Mr. Shaw's requested easement to see
what develops. Shaw asked that Mr. Russell research this and let him
know the status. Bobbie Jones asked that, when Mr. Shaw knows something
definite, he let her know.
8. Bobbie Jones (City Planning Administrator):
A. There is a petition to rezone this property to I-1.
B. The Ordinance requires that the Developer dedicate right-of-way
to meet the Master Street Plan for Razorback Road which is 80 ft.

(40 ft. from centerline of existing right-of-way).
Clayton Powell said that an additional 22.5 ft. of right-of-way
would have to be dedicated to bring Razorback Road up to City
Standards.

C. Bobbie Jones said depending on what the Highway Department requires
for right-of-way, the Developer's setback requirement from that
right-of-way will be 50 ft. to any portion of the building since
it has residentially zoned property on both the North and South.
D. Bobbie Jones stated that 18 parking spaces would be required. Mr.
Russell said there would be no problem in providing parking.
Bobbie said that parking areas will be paved and striped, and
that bumper guards will be installed to keep cars from getting
outside the parking areas.
E . Bobbie asked what the proposed width of the driveway would be.
Russell replied 30 ft. Bobbie said he could have his drive as
wide as 40 ft.
F. Sidewalks will be required to be installed by this Developer for
his side of Razorback Road where it abuts the property, unless
waived by the Board of Directors.
At this point, Don Bunn interrupted the proceedings, he stated he had
spoken with the City Manager and learned that the Highway Department plans to
run the State Highway through Mr. Russell's Development site. However, their
plans are not firm.
G . Furnish to the Office of City Planning proof of ownership of the
tract, and, also, a history of the property prior to June 29, 1970.
If this property has been split after June 29, 1970, a lot
split will have to be processed.
H . Where the tract abuts Residentially zoned property on the North,
South and East sides, screening will be required either a fence or
vegetation. Ms. Jones said the existing vegetation may be sufficient.
I. Separate permits will be required for each detached structure,
including the underground gas tank.
J . Article 18, Section 18-47 (8) (3) states:
"When commercial, industrial or multi -family development takes place
along any street which is not constructed to existing City Standards,
the Developer shall:
(a) Dedicate sufficient right-of-way to bring the street into
conformance with the right-of-way requirements of the City's

Master Street Plans;
(b) Install street paving, curbs, gutters, and sidewalks necessary
to bring the street into conformity with all existing City
Standards, the Developer shall be required to bear that portion
of the cost of said improvements which bears a rational nexus
to the needs created by the development."
K . Each page of the plans will need a paragraph, stamp and seal of a
registered Arkansas Engineer or Architect.
L. State Board of Health approval will be required on the plumbing plans
and specifications.
M. A septic tank permit will have to,be obtained.
N. Obtain a boiler permit if required.
O . One 10 ft. wide by 25 ft. long truck berth will be required.
(Truck loading areas are inside the building).
P . One 12 ft. wide by 19 ft. long parking space will be required for
the handicapped or physically disabled.

Article IV, Section I of the Subdivision Regulations lists
the following reasons for denial of a Large Scale Development Plan:
(1) The development plan is not submitted in accordance with the
requirements of this section;
(2) The proposed development would violate a City Ordinance, State
statute, or a federal statute;
The developer refuses to dedicate the street right-of-way,
utility easements or drainage easements required by this ordinance;
(4) The proposed development would create or compound a dangerous
traffic condition. For the purpose of this section a "dangerous"
traffic condition shall be construed to mean a traffic condition
in which the risk of accidents involving motor vehicles is
significant due to factors such as, but not limited to, high
traffic volume, topography, or the nature of the traffic pattern;
City water and sewer is not readily available to the property
within the Large Scale Development and the Developer has made
no provision for extending such service to the development.
Upon completion of the project, and"as built" plot plan will be
submitted to the Office of City Planning showing all parking areas,
individual utilities to the building, etc.
S. A sign permit :will have to be obtained from the City Sign Inspector
John Dietzen.
