HomeMy WebLinkAbout1980-03-13 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING The Plat Review Committee met at 9:00 A.M., Thursday, March 13, 1980, in the Directors' Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Clayton Powell, Larry Poage, Don Wallace Brt, Bobbie Jones. Bunn, UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Dick Shaw, John Parker. DEVELOPERS PRESENT: Gary Dandy. The only item for discussion at this meeting was the large scale development plan of Dandy Oil Company to construct a car wash on Township Road, West of College Avenue and West of the Chevrolet Truck Sales Lot. Gary Dandy was present to represent the proposal. Comments as follows: DANDY OIL COMPANY CAR WASH Township Road Large Scale Development and requirements were 1. Harold Lieberenz (Inspection Superintendent): Not present, but submitted the following comments just before the meeting: The latest draft of the FIRM Flood Plain Map indicates that a small portion of the property (lying in the Southwest corner of the property) is in the flood area. However, the engineering data on file with Colt Square Subdivision indicates that the rechannelization of the creek removed this from the flood plain as far as the City is concerned. 2. Clayton Powell (Street Superintendent): Township Road is designated as a State Highway. It is also designated as a minor arterial street on the Master Street Plan and this requires 80 ft. of right-of-way. It is required that you dedicate any additional right-of-way needed to bring the existing right-of-way up to that requirement. This would amount to 40 ft. South of the centerline of the existing right-of-way. The City Plat Book shows an existing right-of-way of 40 ft. Since this is a State Highway, you will have to get your driveway permits from the District Engineer's Office of the State Highway Department which is located in Fort Smith. Your drawing indicates two 50 -ft. wide driveways. You are permitted a maximum driveway width of 40 ft and must have a safety zone of 25 ft. between individual driveways. You show sufficient distance between your two driveways, but they should only be 40 ft. wide and should each be located 1212 ft. from your side property lines in order to get the 25 ft. safety zone. The Highway Department's minimum size drain tile is 18" inside diameter. (They may require a larger size, if needed.) You will probably have to go to an oval shaped corrugated metal pipe in order to get the necessary drainage volume and still have the elevation to come in off the street. Control your on-site drainage so that it does not run out the driveways into Township Road. We have several other car washes in town where, when the temperature is below 35'.degrees,the automobiles leave the car washes dripping wet, tracking water out onto the street where it freezes into a very slick glaze. This is a severe traffic hazzard. Your drainage should be run away from the street to a drainage collection point on your property. Mr. Dandy said that the natural flow of drainage was away from the street to the South side of his property. Mr. Powell said that looks good, if the finished grades will keep it that way, but developers don't always do what they seem to be doing. Mr. Dandy said he had talked to a representative of the State Highway Department and is in process of getting his driveway permits. Mr. Powell said that the Planning Commission has the authority to require some off-site improvements in connection with large scale developments. These • • • Plat Review Committee March 13, 1980 - Page 2 include such things as street improvements; however, on State Highways sidewalks are what they usually require. He said if the Commission feels sidewalks should be required, but as a delayed improvement, that $2.00 per square foot would cover the cost of constructing sidewalks to the present sidewalk construction standards. Commercial sidewalks should be 5 ft. wide 3. Larry Poage (Fire Inspector): Questioned where the machinery would be located and was informed that there would be an equipment room for it. Mr. Poage said that a 10 lb. ABC dry chemical fire extinguisher is required in that equipment room. 4. Don Bunn (City Engineer): Questioned if they would have bathroom facilities and was informed they will have. Mr. Bunn observed that they will need a sewer connection for the bathroom. He then asked how the drainage from the car wash would be handled. He and Mr. Dandy reviewed Sheet No. 6 of the proposed construction plans which showed how the plumbing would be laid out. Mr. Bunn asked for a copy of Sheet No. 6 for his files. The main extension fees are based on the area served. Mr. Bunn calculated 32,000 square feet of the lot would be used. water extension fees @ 2¢ per square foot, plus sewer extension fees.@ 3¢ per square foot amounts to a total of $1,600.00. In addition, there would be a sewer tap fee of $50.00. There are two ways to figure the water tap fee: (1) If more than a 2 inch water meter is required, we will require his plumbing contractor to build a box and whatever bypass piping is required. (2) If a 2 inch or less water meter is needed, he can just pay us for a tap fee and we will make the tap. A permit will be required to make the tap because the line is on a State Highway, but we will take care of that. City sewer is not on this property. I guess if we need to take it on up to Township Road, we will just have to get an easement from the people who own the property to the East where the sewer line ends. I don't anticipate relocating that 8 -inch line in Township Road in the near future, so don't see any need for any easements at this time. 5. Kenneth Wagner (Arkansas Western Gas Company): We took an easement off this property from Whitfield last year and I don't see it reflected. A copy of the easement revealed that it read, "fifteen foot wide easement on the North side of the above described property, south of an parallel to the existing Township Road." Mr. Dandy's drawing indicated his North property line is south of this point Mr. Wagner said that AWG does serve the property and acknowledged that Mr. Dandy wanted the existing gas loop removed. He asked if Mr. Dandy wanted the gas meter up next to the building and was told that he does. Mr. Wagner told Mr. Dandy that he can either: (1) have his plumber pipe out to the existing loop; or (2) AWG will run service up to the building and charge Mr. Dandy for time and material. The existing gas line down the East side of this site is not AWG's line; it is a private line to the other car wash and Mr. Dandy cannot tie onto it. Mr. Dandy said he would like to have the gas meter set on the South side of the building. Mr. Wagner said that would be no problem; he should just have his plumber dig a ditch to wherever Mr. Dandy wants to put the meter. Mr. Wagner said AWG will furnish a regulator to reduce the pressure at the building at no cost. Have your plumber let me know the total BTU rating so that I may size the gas meter. Mr. Dandy said he understood that it would be 300,000 BTU's as a maximum capacity. He said there will be 2 hot water heaters. • • • Plat Review Committee March 13, 1980 - Page 3 6. Dick Shaw (Southwestern Bell Telephone Company): Asked if they would want a phone in the office and was informed they would. Southwestern Bell has a pole on your Northeast corner and another East property line just South of your pro- posed building. We will need a piece of 1 inch PVC conduit run from the office out to a pole and turned up at both ends. Mr. Shaw requested a 10 ft. utility easement along the East property line (10 ft. of equal and uniform width off the East side of your property). That will have to be a written instrument recorded in the Court House and furnish us a copy. We will expect to get another 10 ft. off Whitfield to the East of you at some time in the future. Since your deed reads off the old Township Road property line (instead of up to it), we will need to get any easement along Township Road from whoever has title to it, possibly Whitfield. 7. John R. G. Parker (SWEPCO): What type service do you need? What will your load requirements be? Mr. Dandy said they would need 3-phase service, but he did not know the load requirements. SWEPCO has a pole existing out front with a trans- former that we would like to take service off. Mr. Parker suggested that the service be run underground. He can either: (1) Set a little meter pedestal out close to the pole and come from there underground into the building wherever he wishes; or (2) SWEPCO will put a pedestal there and you can run underground to the building and put a meter on the building. If this is all going to be paved, I would suggest that you run underground and in conduit You could put the conduit for the telephone and the electric in the same ditch. If you would, make that 10 ft. easement requested by Mr. Shaw just a "utility easement" so it would cover us as well. We have no plans to move our poles but if we were ever forced to do so, we would be covered. I believe we have a side guy out from that existing pole that we can shorten just a little and get it off your property. We need to put your pedestal just inside your property line. If that will be near a driveway you might want to put some guard posts up to protect it. I will need some load information, so we will know what to plan for. There is no problem getting 3-phase at that location; we have 120-240 three-phase available. Have your electrician: contact us and we can have it in a couple of weeks from the time he contact us. There is a saw service available from that pole, also. If you put your meter pedestal out at the pole, then you can come up inside the building with your disconnects, with another disconnect out there also 8. Wallace Brt (Sanitation Superintendent): Suggested that they get a trash con- tainer for this rather than using cans. Around a car wash people steal the cans. I also think it is more satisfactory, litter wise. I also suggest that you build a pad to set the container on 15 feet wide and 12 feet deep. The front must be left open (15 ft.), but you may screen the other sides. I suggest that you set the container at the Northwest corner of your property so we can come in at the East driveway, pick-up and empty, then leave. by way of the West driveway. That way, you could screen the North side so it would not be seen from Township Road. 9. Bobbie Jones (Planning Administrator): Have you gotten your State Board of Health approval on the plumbing yet? No, but they are working on it. No permit can be issued until you have that. It will probably save time if you hand carry it to Little Rock, for approval. Other comments are. A. The Planning Commission can require sidewalks be constructed across the front or they can require a cash bond for delayed construction of sidewalks. (I checked the Subdivision plat for Colt Square and sidewalks are not shown to be required along Township on that plat.) • • Plat Review Committee March 13, 1980 - Page 4 B . The setbacks shown are okay. C. You don't have any residential abutting this, so there is no requirement for any screening or landscaping on this development. (It might be nice if you put some in.) D. Five parking spaces per wash lane are required. We will count the ones inside the bays and the ones under the canopy toward the total number required. Mr. Dandy said his building is set back 76 feet and that will allow for four 19 ft. cars to be parked end-to-end in front of each bay. E . You will need to have the parking area paved by the time the business is ready to open. If you cannot, check back with us at least one week before you plan to open. F. Apparently the description you received from Whitfield allowed for a additional right-of-way for Township Road of 40 ft. from the centerline; since that does not match what the description was when he obtained it, we need a street right-of-way and utility easement dedication from him for the 40 ft. from the centerline. THIS COULD BE IN THE FORM OF A QUITCLAIM DEED TO THE CITY. G . From the information I got from your abstract, I do not think you need a lot split. H. When all the work is finished and before we will issue you a Certificate of Occupancy, you must furnish us an "as -built" plot plan which shows: the property lines, the locations and sizes of buildings (with distances to property lines), paved areas, trash location, driveways, any utilities on the property (including the underground service line to the building), and signs. This should be marked "as -built", signed and dated. I. We need a revised copy of the drawing no later than Monday, March 17 showing the location of the trash container, new driveway widths, and the requested 10 ft. utility easement down the East property line. J . I think you will need a permit from the Highway Department for the sidewalk unless it is waived by the Planning Commission. K. This can be approved by the Subdivision Committee unless you request a waiver on the sidewalk requirement. There being no further business, the meeting was adjourned at 10:20 A.M.
