MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held at 9:20 A.M., Thursday,
March 6, 1980, in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Clayton Powell, Don Bunn, Bill
Boudrey, and Michelle Hale.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner.
OTHERS PRESENT: Elvin Adams, Bobby Dockery, George Dockery, and Paul Wilcox.
The first item for discussion was the
large scale development plan for Baldwin
Church of Christ; located at 4399 Hunts-
ville Road. Present to represent were

2. Clayton Powell (Street Superintendent): Stated the right-of-way for State
Highway 16 needs to be 80 ft. and if it doesn't already exist he would like
the owner of the property to dedicate the additional right-of-way.
Any driveway alteration or additional driveway construction will have to
have a permit from the Arkansas Highway and Transportation Department.in
Fort Smith. The driveway may be as wide as 40 ft.«but must have 25 ft.
separation between driveways. In addition to adequately controlled drain-
age, the State requires an 18 inch inside diameter drain tile under the
driveways.
The Planning Commission, Mr. Powell added, has the authority to impose off-
site improvements;, although, he doesn't feel a sidewalk is needed at this
location at this time. Mrs. Jones pointed out the Church had submitted a
written request for a sidewalk waiver. Mr. Dockery stated they planned to
use the existing driveways as they are.
3. Bill Boudrey (Fire Department): Stated there are a couple of fire plugs
close to the property. He added the Fire Department will help the Church
on their fire extinguishers if they will let him know. Mr. Dockery stated
the fire hydrants were within 500 ft. in each direction.
4. Kenneth Wagner (Arkansas Western Gas): Stated the gas meter needs to be set
at the NE corner of the existing building. He said they will run new service
from across the Highway and the old service can be "killed".
5. Don Bunn (City Engineer): Stated tha_water and sewer were available.
Mr. Bunn stated the Water P, Sewer Department had charged the Church $300.00
for a main extension fee on the Pastor's residence and they should have only
charged $26.85. He said the City will refund the Church $273.15. Mr. Bunn
said the tap for the Church will be $50.00 and the main extension fee will
be $26.85. He added this $76.85 will have to be paid separately (not deduct-
ed from the refund). Mr. Dockery said the refund check could be made out to
Baldwin Church of Christ, Rt. 7, Box 6, Fayetteville, Arkansas.

6. Bobbie Jones (Planning Administrator): Comments are as follows:
Zoned R-1, Low Density Residential; Use must be approved by the Planning
Commission. This will be heard by the Commission at 5:00 P.M., Monday,
March 10, 1980. (Old Inspection Office records indicate that this property
was annexed into the City as P-1 many years ago. P-1 was a special church
district.) When the city-wide zoning map was adopted in 1970, the property
was put into the R-1 District. Most of the churches throughout Fayetteville
were zoned as were the surrounding properties abutting them in 1970. There
is adequate right-of-way for Highway 16.
SCREENING: Ordinance requires screening (view -obscuring vegetation, fence
or combination of the two) between non-residential uses and R-1 Zoned pro-
perty. Applicant has filed a request to have this waived by Planning Com-
mission. The Planning Commission may impose reasonable conditions to pro-
tect adjacent properties in granting a waiver. They may also require land-
scaping of 10% of the open area with plants 18 inches high.
OFF-SITE IMPROVEMENTS: Planning Commission may require installation of
sidewalk along Highway 16 East. Applicant has requested waiver of this.
PARKING: One parking space for each 40 sq. ft. of auditorium space is
required. That portion located inside the City must be surfaced with at
least a double chip and oil seal, have each space marked off, and have
curbs or wheel stops so that no car extends beyond the parking area.
SETBACKS: Setbacks for the proposed structure comply with the Zoning
Ordinance. The existing structure does not comply, but_ that cannot
be helped.
SIGNS: Any questions about the size or location permitted for signs
must be directed to John Dietzen. This applies to any existing sign
as well as proposed ones.
LARGE SCALE DEVELOPMENT- The approval of the Large Scale Development
Plan is scheduled before the Subdivision Committee which meets at 3:30
P.M., Monday, March 10, 1980.
KITCHEN: If now or at any future date you want to have a kitchen facil-
ity, the plans for it must be approved by the State Board of Health.
There being no further business, the meeting adjourned at 9:40 A.M.
