HomeMy WebLinkAbout1979-12-06 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, December 6, 1979, at 9:00 A.M. in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Michelle Hale, Wally Brt, Don Osburn, Don Bunn, Larry Poage, and Al Rukgaber. UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Kenneth Wagner, and L. 0. Ferguson. OTHERS PRESENT: Kent Clement. The first item for discussion was The Parnell Group the proposed large scale development Large Scale Development of a Shopping Center located at U.S. Hwy. 71 By-pass $ Hwy. 62 Hwy. 71 Bypass and Hwy. 62. The Parnell Group, Developer. A development plan for a portion of the property has already been approved to construct a supermarket, K -Mart, Triangle Building Supply, and a rental area. The present proposal would add a Best Western Motel, Country Kitchen Restaurant, Photomat, Kentucky Fried Chicken, branch bank, and some tentative office spaces for rental. Kent Clement was present to represent. 1. Al Rukgaber (Street Department): Stated he had been on some inspections on the new street they are constructing that ties this development to Hollywood Avenue, and it meets all of the drainage requirements. Bobbie Jones asked how soon the Arkansas Highway Department would start con- struction.on the service road. Mr. Wagner said they had a survey to find where their lines were. He said the construction would probably start in June. Mr. Rukgaber asked if there was a service road proposed along the East side of Hwy. 71 By-pass. Mrs. Jones said there was and it would go all of the way down to 18th Street. Mrs. Jones said if the Hwy. Department didn't construct the ser- vice road, the developer would be required to do so and there is already a signed contract to that effect. 2. Don Osburn (Meter Dept. Superintendent): Asked if they were going line down there. Mr. Bunn said there was a line that comes off of behind K -Mart. Mr. Osburn asked if the office spaces would have a line down these up. Mr. Osburn asked if they were going to have sprinkler systems for the build- ings. Mr. Clement said K -Mart and the supermarket will. He did not know about the motel. Mr. Osburn asked how soon they would need water. Mr. Clement said he didn't know. Mr. Osburn pointed out if they did need water before the buildings were com- pleted they would be required to put up site cards with the street address. 3. Larry Poage (Fire Department): Stated he recommended they put a fire plug (hydrant) behind K -Mart. Mr. Osburn asked what size sprinkler they have. Mr. Clements said a 6 inch sprinkler. Mrs. Jones asked if the sprinkler system plans needed to be approved and the installation inspected by anyone other than someone from the City. Mr. Clement said the people putting in the sprinkler system were under contract and the job would not be completed until the systems were approved. Mrs. Jones said a confirmation of the approval would be needed. Mr. Poage said the Fire Department didn't final sprinkler systems, the State had to approve them. Mrs. Jones pointed out a separate City Plumbing Permit was needed, in addition to the normal plumbing permit. to put a water Hwy. 62 and goes to there to back • • • Plat Review Committee Meeting December 6, 1979 Page 2 Mr. Poage said he and Building Inspector Freeman Wood had relocated an exit in the supermarket. Mr. Poage said the exit would be better placed to a wall to the outside. 4. Don Bunn (City Engineer): Stated the nearest water line from the proposed offices is by K. -Mart and the supermarket. Mr. Osburn said the water meters could be put up in front of the shoe store and a yard line run back to the offices. He said when they lay their yard lines to make sure the yard lines tie into the meters in sequence. Mrs. Jones asked if these would be only one service on each building or would there be more. Mr. Clement said it would have one service. Mr. Bunn said the easements looked sufficient. Mrs. Jones pointed out they didn't have an easement along the North side of the Motel site yet. Mr. Clement said the Arkansas Highway Department took 72 ft. of additional right-of-way instead of the 50 ft. set aside for the service road and that easement along the West pro- perty line needed to be rewritten. Mr. Bunn said on the highway there is a water line and it has a 24 inch loop and due to the relocation of Hwy. 71 they will have to come along the West side of this property. They will have 2 large lines in this easement. Mr. Shaw said the 25 ft. would be sufficient for the telephone company and Mr. Bunn's 2 lines, and he did not think anyone else needed to be in the easement on the West side. 5. L. 0. Ferguson (Warner Cable): Asked how long before they plan to start construction on the Motel. Mr. Clement said it would be a month or two. Mr. Ferguson said the electricians needed to get with him so he would know if they were going to do the electrical wiring or have him do it. Mr. Ferguson added the other stores in the shopping center needed to indicate if they wanted cable. 6. Kenneth Wagner (Arkansas Western Gas): Stated he crosses Highway 62 about 150 feet East of Exxon, and in order to get over to the bank they will have to come up from the West along the highway right-of-way. They could run back East to catch the bank and restaurant. However, if the Highway Department makes Arkansas Western Gas take that line out, Mr. Wagner said the 15 ft. easement between the SE corner of Kentucky Fried Chicken and the E. property line needs to be widened to 25 ft. Mr. Clement said it could be rewritten as a 25 ft. utility easement. Mr. Wagner said if they could go ahead and put in a road crossing on the en- trance under construction by Triangle Builders. Mr. Clement said it would be fine. 7. Dick Shaw (S.W. Bell): Asked Mrs. Jones if they had a copy of the dedicated ease- ments. Mrs. Jones said she did and would send him a copy of them. Mr. Shaw said other than the new easement behind the Exxon Station the easements were fine. 8. Wally Brt (Sanitation Superintendent): Stated K -Mart's 12' x 15' pad will not be large enough to service than. He said he would be satisfied with six 6 -cubic yard containers. Mr. Brt asked if any of these trash pad locations were going to be enclosed. Mr. Clementsaid they weren't. Mr. Brt asked if there were any overhead lines proposed. Mr. Ferguson said there is an existing one of the South side of K -Mart, it is at least 18 ft. high. Mr. Brt said if they could raise it to 20 ft. he would appreciate it. Mr. Brt asked if they were going to fence the storage areas behind the rental store off. Mr. Clement said it would be fenced, but the gates would remain open in the day and locked in the evening. Mr. Brt asked if he will have enough room to turn his truck around.back.there. Mr. Clement said he would. Mr. Brt said to be sure and bring that up with the rental store. Bobbie Jones (Planning Administrator): Stated this has already been divided into 4 tracts Mrs. Jones asked how the street construction was coming. Mr. Clement said the plans were approved and he thought it was already under con- struction. Mrs. Jones pointed out that they had to get certain inspections done during the construction. The remainder of Mrs. Jones comments are as follows: 1. They will need to screen the East property line between the office area and the R-1 Zone. She would like it dropped back from the street intersection so that visibility to that street is not obstructed. She added it would need to be inspected. 2. The parking on the SE corner of the development plan needs to be kept 5 ft. from the East property line. 3. Will the Motel be 20 ft. from the centerline of the easement between it and the supermarket? That's the present requirement, but she's going to asks the Planning Commission to consider changing that part of the Ot'dinance. 4. Handicapped parking spaces and compact car spaces will need to be stripped off and labeled. The spaces for the handicapped will need to be by the side- walk. Use the chart she.gave you to determine how many handicapped spaces will be needed. 5. As -built plot plan must be submitted when each building is finished unless another building is under construction at the time. 6. The swimming pool will have to be approved by the State Board of Health, and after it is approved a permit will be needed for it. 7. Get the plumbing and gas riser diagram to the State Board of Health. 8. Any further divisions of the property will have to be done by a subdivision plat. 9. Abutting the by-pass you can get a larger sign but there is only one ground sign permitted per lot. Check with John Dietzen, Sign Inspector. There being no further business, the meeting adjourned at 10:30 A.M.
