MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
September 6, 1979, at 9:00 o'clock A.M. in the Board of Directors Room, City
Administration Building, Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Michelle Hale, Don Bunn, and Clayton
Powell
UTILITY REPRESENTATIVES PRESENT: John Kehn
COUNTY REPRESENTATIVES PRESENT: General Bruce Kendall
OTHERS PRESENT: Gary Carnahan
The only item for discussion was the
proposed preliminary replat of Black Oak
Addition, Tract 1. Norman fr Cindy Simco,
owners. Present to represent was Gary Carnahan.

Preliminary Replat
1. Clayton Powell (Street Superintendent): Stated that he did not have the orginal
plat of Black Oak Addition to reference this to. He didn't have time to locate
it in the field; but if he had, it would have been difficult because the North
arrow was left off the vicinity map on the plat. He was concerned about the .75
acres in the Northeast corner.being cut off from the rest of Tract 1 by the new
road. He said it would create a request for a variance for a building lot. It
should equal the minimum lot size for lots in the growth area. The Lindsey Land
Company has been patronized by incorporating this area into the City's Planning
Area so that they could get City water. Mr. Carnahan pointed out the note on the
plat stating that this .75 acres could not be sold separately without approval
and stated that the Simco's have no intentions of selling it; they are going to
build a pond on the .75 acres.
2. General Kendall (County Representative): Stated that no one would build on the
.75 acres because it has drainage ditches all around it and no one would be able
to get a permit to put a septic tank there. He said it should be designated as an
open area on the plat. General Kendall explained that the purpose of the road
easement dedication for which this plat has been submitted is to provide a better
access to Mr. Lindsey's 55 acre or so he is subdividing to the North of this. Ac-
cess presently has to use either a low water bridge or another bridge which, be-
cause it was not correctly engineered, has been undermined by high waters. This
new road will have a hot -mix surface which exceeds minimum County road standards
3. Don Bunn (City Engineer): Asked where the water line is going to be. It will be
where they can set the meter on the road and run a service line to the Simco's.
He added that Lindsey will need to give Mr. Simco an easement where this service
line will cross his property on Mr. Lindsey's plat. Mr. Carnahan said that they
would like to give these easements to the City in written form. He added that,
actually, when they're finished all of the line will be in the new County road
right-of-way. Mrs. Jones asked if the water main would come into the property.
Mr. Bunn said it wouldn't. She also asked Mr. Bunn what size main Mr. Lindsey
was installing. He told her a 4 inch pipe.
4. Bobbie Jones (Planning Administrator):
1. The Planning Commission may ask for a Bill of Assurance that they will not
sell or build'on the disignated .75 acres.
2. The location of the bridges and Black Oak Road be shown on the plat.
