MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held on
Thursday, November 2, 1978, at 9:00 o'clock A.M., in the Board of Direc-
tor's Room, City Administration Building, Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Gail Biswell, Clayton Powell,
Wally Brt, Larry Poage, and Don Bunn.
UTILITY REPRESENTATIVES PRESENT: Floyd Hornaday, John Kehn, Dick Shaw.
OTHERS PRESENT: Bob Saunders, Craig Newmeyer, and Terry J. Repak.
The first item for discussion was the
proposed large scale development plan of
Winamac Steel Products (a subsidiary of
Norris Industries) to build a manufacturing
plant in the Fayetteville Industrial Park.
Bob Saunders was present to represent.
1. Clayton Powell (Street Superintendent): Stated that he had met with
Dale Christy of the Chamber of Commerce and with Don Grimes, City Manager,
and they were working out arrangements to have the road built past the
first driveway. He stated that the Chamber of Commerce had instructed
him to work out the cost adjustment for this construction. He said his
main concern was the timetable for construction, or in other words, how
soon Norris Industries proposed to begin construction. Mr. Saunders
responded that the attorneys were working on an agreement, and that he
felt construction was scheduled to begin within approximately three weeks.
Mr. Powell stated that he proposed to extend Black Oak Road paving as
far as the city limits (about 1,500) feet and later construct the new
street further East past this property. Mr. Saunders stated that the
agreement with the City was that the total price of the property included
having the street cut in to the second driveway. Mr. Powell responded
that he would check this with Mr. Grimes and Mr. Christy.
Bobbie Jones questioned if they were discussing paving Black Oak Road
only to where the new street is to be cut in. She stated that Black Oak
Road touches this property again down on the southwest corner .for a dis-
tance of 325 feet. Mr. Powell commented that the Fayetteville Industrial
Committee is discussing with the State Highway Department about extending
Black Oak Road on around, but right now all he has been given the "go ahead"
for was to pave just to the first driveway. Mr. Powell told Mr. Saunders
that he would check out the possibility of paving through to the second
driveway.
Mr. Powell then stated that street extensions would all be built
according to industrial standards, as the streets would be supporting
18 -wheel tractor -trailers hauling heavy metal loads.
Bobbie Jones told Mr. Powell that Winamac was going to request a vari-
ance from the Planning Commission to waive the maximum width of the drive-
ways which intersect with the street because of the size of the trucks
which will be using the drives. She also commented that the plat shows

120 feet from the end of the radius through the drive to the end
of the next radius for a turning area. This extra space was al-
lowed to prevent trucks from breaking the curbs or crossing into
opposing lanes of traffic when turning. She also commented that
since the city standards for commercial drives were 40 feet, she
didn't feel there would be a problem in allowing additional space.
Mr. Powell stated that, although 120 feet seemed to be an exag-
gerated amount of space, if that was what Winamac wanted, it didn't
present a problem for him. Mr. Powell noted that the streets would
be built to minimum storm drainage requirements.
2. Wally Brt (Sanitation Superintendent): Mr. Brt asked about the lo-
cation of trash containers, and Mr. Saunders pointed out to him the
concrete pad shown on the West side of the plat. Mr. Saunders said
that the trash containers would be placed on this pad. Mr. Brt
asked if there would be any steel placed in the containers, or if
Mr. Saunders felt there would be a need for a stationary trash com-
pactor. Mr. Saunders replied "no" to both questions, and stated
further that the containers would contain only normal trash items.
Mr. Brt stated that he felt one 6 -yard container would be suffi-
cient and asked Mr. Saunders about the exact location on the concrete
pad where he would like the container located. Mr. Saunders re-
plied that there was a 14' x 20' door located near the upper (northern)
portion of the pad and that the trash container should be located
near this door.
3, Larry Poage (Fire Inspector): Mr. Poage stated that there didn't
appear to be any exit doors on the back part of the building and
Mr. Saunders replied that there were 4 exit doors planned for the
rear of the building. Mr. Poage inquired whether the company would
be covered by Factory Mutual and Mr. Saunders answered that it would
be covered by both Factory Mutual and. FIA. Mr. Poage stated that
a sprinkler system, exit lights and fire alarms attached to the
Fire Department System would be required. Mr. Saunders said that
they would have all these.
Mr. Poage then stated that, according to the square footage of
the building, he felt approximately 60 fire extinguishers would be
needed. Mr. Poage asked what the company would be manufacturing and
Mr. Saunders explained that they would be making heavy truck springs.
Mr. Poage asked if there would be any high hazard areas and Mr.
Saunders replied that the only one (an area where quench oil would
be used) would be covered by a pressurized dry chemical system.
Mr. Poage asked if the underground tanks noted on the plat would
be subject to being driven over and Mr. Saunders said "no." Mr. Poage
asked if there would be a driveway all around the building and Mr.
Saunders replied that there would be.

4. Don Bunn (City Engineer). Mr. Bunn stated that his department
was preparing plans to bring water and sewer to the site and asked
Mr. Saunders when the building was scheduled to be completed.
Mr. Saunders said they expected to be operating in July or August
of next summer. Mr. Bunn said there would beno problem having
water and sewer available by then, but that they might not have
temporary water available. very soon for construction use. Mr.
Saunders replied that they would truck water in if necessary.
Mr. Bunn asked if Mr. Saunders had any idea what size of water
meter they would need, and Mr. Saunders replied that the engineers
should have that requirement worked out about Wednesday and that
he would let Mr. Bunn know as soon as he could. Mr. Bunn stated
that there would be a minimum tapping fee (approximately $200.00).
5. Floyd Hornaday (Swepco): Mr. Hornaday stated that single-phase
service is available down almost to this site. He said the plat
showed underground cable to the North line of this new east -west
road and wondered if that was the location they planned to terminate
the underground line, Mr. Saunders said that underground line
would not be required any further back than Black Oak Road. Mr.
Hornaday stated that they would want a 25' easement along this North
property line, running east -west. He also requested another 25'
easement down the West side of the platted lot where the electric
service would go to the building, Mr. Hornaday stated that there
had been some preliminary negotiations about locating an underground
primary metering point, and that this would be further negotiated.
He said that he felt temporary service could be had from the single-
phase line located on Black Oak Road at this time.
6. John Kehn (Arkansas Western Gas): Mr. Kehn said that the gas meter
will sit somewhere in the 25' easement out in front (the same ease-
ment that Swepco will be using), and that up to 15 pounds of pressure
could be supplied on this line. Mr. Saunders said he felt that 6
pounds would be sufficient pressure for the present. Mr. Kehn asked
if there would be any kind of security fence around the property or
building, and Mr. Saunders replied that there would not. Mr. Kehn
explained that if there had been plans for any kind of fence, the
gas company would want its meter located outside the fence.
7. Dick Shaw (Southwestern Bell): Mr. Shaw stated that he would like
the minutes to reflect that, in the event Winamac is not able to
purchase the other piece of property adjoining this I -Park property
which is located outside the city limits, that Southwestern Bell
would request the Industrial Park Committee to give them an easement
on the North side of the new road and have the easement designated
as a utility easement.
Mr. Shaw questioned Mr. Saunders about placement of the telephone
connection terminals, and Mr. Saunders explained that a separate

telephone room located in the office area is called for in the
building plans. Mr. Shaw stated that he would need a minimum of
a 2" PVC line extending from this telephone room into the 25'
utility easement. He said he would also need a 4' x 8' sheet of
plywood, a 110 outlet, and a #6 ground wire encased in a 1" conduit
to make sure that the lines tie together with the same ground.
He also stated to Mr. Powell that he would like to get his cable
across Black Oak Road before it is paved.
8. Bobbie Jones (Planning Administrator): Mrs. Jones said that she
had been informed by John Dietzen, Sign Inspector, that the sign
shown is 3 square feet larger than permissible. She also stated
that each underground tank will require a separate permit and that
Mr. Saunders should check to see if an E.P.A. permit is required.
Mrs. Jones informed the group that she had received a letter from
the State Pollution Control Division requesting she notify them
of anything coming through her office which might require their
approval. She also noted that a copy of the building plans should
be sent to the State Board of Health, Building Safety Division,
for approval.
Mrs. Jones commented that the Subdivision Committee had deter-
mined that the adjoining property owners outside the city limits
did not need to be notified and that the Commission had decided
that simple grass would be sufficient landscaping along Black Oak
Road frontage. Mrs. Jones also stated that the Planning Commission
would hear Winamac's request for a waiver of driveway widths on
November 13th.
Finally, Mrs. Jones noted that the plat should be amended to
show: 1) the location of the trash containers, and 2) the loca-
tions and dimensions of all easements. She also reminded Mr. Saun-
ders that "as built" plans should be submitted upon completion of
the construction project.
The next item for discussion was WARREN TOOL CORPORATION
the proposed large scale development plan Large Scale Development
of Warren Tool Corporation in the Indus- Industrial Park
trial Park. Mr. Craig Newmeyer was pres-
ent to represent Warren Tool Corporation,
and Mr. Terry J. Repak, Architectural
Designer for the project, was also present.
1. Clayton Powell (Street Superintendent): Mr. Powell stated that
there is already a road to this site, but that his department will
need to widen and pave it. (At this point there was some discus-
sion as to the correct name of the road along this stretch. Mr.
Newmeyer stated that the legal description called it Black Oak Road
and the various city representatives contended that they knew it as
Pump Station Road. It was finally determined that Pump Station
Road was correct.)

Mr. Powell stated that the road would be improved to meet
industrial standards (50' minimum radii to accomodate turning,
drop inlets, etc.). He stated that the surface would be a 2"
macadam with a double bituminous chip seal.
2. Wally Brt (Sanitation Department): Mr. Brt commented that he
did not see a place on the plat for trash containers. and that
this should be noted thereon Mr. Repak showed him the area
designated therefor. Mr. Brt inquired about the type of trash
they would have and Mr. Newmeyer said that besides normal trash,
there would be cardboard cartons and some steel scrap. Mr.
Newmeyer said that the largest sizes of steel would probably not
exceed 20 pound bars. Mr. Brt said the city could not handle
the large steel, but that 2 containers would be sufficient for
the normal trash. Mr. Repak replied that they had not intended
for the city to handle the steel and would look into another
method of disposal for it. Mr. Brt suggested they contact Arm-
strong Tool about the disposal method they used for their steel
scrap.
Mr. Brt said that his department could set up a schedule for
pick-up service according to the needs of the plant (pick-up
available up to six days per week, if necessary). Mr. Brt also
stated that there were no sanitation service contracts to be
signed.
3. Larry Poage (Fire Inspector): Mr. Poage asked if there were any
plans for a sprinkling system and Mr. Repak replied that the right
side of the building would be partially sprinkled. Mr. Poage asked
if there would be exit lights and ample exit doors, and Mr. Repak
replied that there were plans for approximately 6 or 7 exit doors
and that there would.be exit lights at these doors. Mr. Poage then
asked about the dimensions of the building itself, and Mr. Repak
said it was approximately 80' wide by 200' long. According to the
size of the building, Mr. Poage said approximately ten 10 -pound
fire extinguishers would be necessary. He also said they would
need a fire alarm and emergency lighting system. He said that his
department may recommend even more extinguishers after they make
their on-site inspection when construction is complete. Mr. Poage
stated that the fire alarm system would need to be connected with
the central alarm system at the fire station and that "guardtronic"
and "ADP" systems were available. Mr. Poage said there was a
substation close to this area and that if an alarm sounded, trucks
would come from both the substation and the central station.
4. Don Bunn (City Engineer): Mr. Bunn stated that water and sewer
were available in the area and that a 6" water line was already
close to the site. He asked the developer representatives if they
knew what size water meter would be required, and they responded

that they were not sure at this time. Mr. Bunn stated that the
meter box cost would be included in the contract for the purchase
of the I -Park property, but that there would be a minimum tapping
fee (approximately $200.00). Mr. Repak stated that this plant
would not have a large use for water, and he didn't feel there
would be any special problems.
Mr. Bunn stated that sewer service was available from Armstrong
Avenue and would be brought to the southeast corner of the property
(a 12" line). He said that an additional 20' easement on the south-
east corner would be needed for the sewer. Mr. Bunn asked Mr. Re-
pak if he felt that a sewer line larger than 6" would be required
and Mr. Repak said he didn't think so.
Mr. Newmeyer asked if there were any E.P.A. regulations to be
met about the temperature of the water they would be discharging
and Mr. Bunn said that since they were discharing into the city's
sanitary sewer, there would not be. He said that if they were dis-
charging into a running stream, he felt sure there would be regula-
tions. Mr. Bunn also stated that a copy of the building plans
should be sent to the State Pollution Control and Ecology Board,
but that there wouldn't be any permits required.
5. Floyd Hornaday (Swepco): Mr. Hornaday stated that there was an
existing line along Pump Station Road, but that they would like to
have a 25' easement along the North property line running East and
West. He said they would use the existing 15' easement on the West
to bring in the overhead line, which would come into the general
vicinity of the planter near the parking lot, and from there the
line would go underground. He said Swepco would furnish the first
.250 feet of underground cable at no charge and that the transformer
should be a minimum of 5 feet from the building. Mr. Hornaday also
said that the developer should install 4" PVC conduit, schedule 40,
from the transformer pad to the pole and that he recommended that
a spare be put in since it would reduce outage time in case of a
power failure
Mr. Repak stated that they had planned on using a concrete con-
duit, however, Mr. Hornaday replied that he would rather that
galvanized, rigid 4" or PVC schedule 40 be used. Mr. Hornaday
stated that if they would like, they could encase the conduit in
concrete to protect it from later construction proposed for the
area.
Mr, Hornaday stated that the pad for the transformer would have
to be built according to Swepco's specifications (a copy to be
furnished to the developer at his request), and that the meter
would be located close to the transformer (possibly on the side of
the building or the transformer). Mr. Hornaday stated further that
the secondary conduits for service from the transformer into the
building should be formed in before the concrete for the pad is poured.

Mr. Hornaday also stated that he would like a 14" conduit from
the secondary side of the transformer to the metering location
for a meter control wire.
Craig Newmeyer questioned Mr. Hornaday about rate structures,
and Mr. Hornaday suggested that Mr. Newmeyer contact some in
Swepco's marketing division.
6. John Kehn (Arkansas Western Gas): Mr. Kehn stated that they have
an existing line in front of the property and would set the gas
meter in this 25' easement. He also stated that Jimmy Walker of
his company has already discussed gas usage with Mr. Newmeyer and
that Mr. Walker has agreed to put in a line that would supply up
to 15 pounds of pressure. Mr. Newmeyer stated that, although
they will initially need only about 6 pounds, they will be tripl-
ing their production in 1980 and will want to increase to at
least 15 pounds by then. Mr. Kehn said they can increase the
pressure as necessary, and that they will want to locate their
existing line along Pump Station Road and flat it before the
driveway is cut in.
7. Dick Shaw (Southwestern Bell): Mr. Shaw stated that Southwestern
Bell has a buried cable in this area also and would like to be
notified before the driveway is cut in. He said that the 20'
easement along the south line that Don Bunn had asked for could
also be used by the phone company and that he would like that ease-
ment to be designated as a utility easement. He stated that re-
quirements for this project were: 1) a 2" PVC, with a pull wire
enclosed, from the north property line to the northwest corner of
the building, 2) a 4' x 8' x 3/4" sheet of plywood; 3) a 110 volt
outlet; and 4) a #6 ground wire enclosed in a ;" conduit to the
power company ground (all to be furnished by developers for the
phone company's use).
8. Bobbie Jones (Planning Administrator): Mrs. Jones stated that for
the initial phase the parking spaces are adequate, however, for
the total construction, 14 additional spaces will be required.
Mr. Repak replied that well over 100 spaces were proposed to be
eventually built and that the area available was more than adequate
to handle as many as necessary Mrs. Jones also stated that the
driveway entrance widths would have to be varied or waived by the
Planning Commission since they are wider than 40 feet.
Mrs. Jones asked if there would be any fencing and Mr. Repak
replied that there would not, Mrs. Jones also stated that a copy
of the construction plans should be sent to the State Board of Health,
Building Safety Division. She asked if there would be any under-
ground tanks and Mr. Newmeyer stated that one tank would hold paint
thinner. Mrs. Jones commented that underground tanks require sepa-
rate permits. She suggested they discuss the tank and paint room

with Harold Lieberenz, and also contact the E.P.A. to determine
if they need to approve the tank.
Mrs. Jones asked about the type and size of sign proposed and
Mr. Repak said there were no definite plans for a sign at this
time. Mrs. Jones commented that Fayetteville has a sign ordinance
that must be followed and that before a sign is constructed for
erection they should check the requirements with John Dietzen,
Sign Inspector.
Mrs, Jones noted that the plat should show the 25' easements
for utilities. She stated that the parking areas should have a
double chip $ oil seal and have wheel stops or striping before oc-
cupation of the building; that "as built" plans should be submitted
after completion of each phase; that permanent house numbers (visi-
ble from the street) would be needed by the time the permanent
water meter is set; and that this development would be reviewed on
November 13th by the Subdivision Committee (overall development)
and by the Planning Commission (waiver of driveway widths).
