HomeMy WebLinkAbout1978-10-12 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING 1. meeting of the Plat Review Committee was held on Thursday, October 12, 1978, at 9:00 A.M., in the Board of Directors Room,City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Anaie Medlock, Clayton Powell, Don Bunn, Wally Brt UTILITY REPRESENTATIVES PRESENT: L. 0. Ferguson, Kenneth Wagner, Floyd Hornaday, Dick Shaw. DEVELOPERS and/or ENGINEERS PRESENT: Gerald Jones, Paul Allison, Kent Clement. WMV The first item for discussion was a lot split south of LOT SPLIT 19ba� Highway 62 West and east of Highway 71 Bypass. Highway 62 W Kent Clement was present to represent. He said they are trying to get a lot split so they can sell the middle portion of their property. 1. Clayton Powell (Street Superintendent): Said all driveway permits will have to be obtained from the district highway department engineer in Fort Smith. Blank forms for this are available in the City Engineer's office. Mr. Powell pointed out that there are drainage problems in the area so the state highway department may have comments about the drainage. Powell said adequate right-of-way is shown on the city plat book. He said the Planning Commission should decide whether the developer will be required to construct a frontage road or if the City wants to require a performance bond or contract to build the frontage road on the call of the City Manager. Mr. Powell said the developer will need to dedicate 50 feet right-of-way for the frontage road. Bobbie Jones asked if Mr. Powell has any comments on the easements on the two street rights-of-way shown abutting this property and Mr. Powell said those rights-of-way are not improved and he sees no reason to extend them. 2. L. 0. Ferguson (Warner Cable): No comments. 3. Don Bunn (City Engineer) Easements shown are sufficient at this time. 4. Dick Shaw (Southwestern Bell): Asked that they change the sewer easement to read " utility easement". Mr. Shaw said the proposed utility easement on the south side of the tract should be widened to 35 feet. Don Bunn noted that the City has an existing sewer and are obligated to charge a main extension fee based on the square footage of the property. He said on Tract B it would be about $8,000-$9,000. He said if the property owners themselves extended the sewer to serve their property, there would be no main extension fee. 5. Kenneth Wagner (Arkansas Western Gas): Said the gas company has a gas line in the easement on the east side of Tract C. Mr. Wagner said they have a gas line which comes across from the north side of the highway and if that easement overlaps the proposed road, the gas line will have to be moved and the developer will have to pay for that relocation. 6. Floyd Hornaday (SWEPCO): Said 3-phase service is available on Hollywood and single-phase service is -available overhead on Highway 62. Mr. Hornaday said if the developer requires 3-phase service, they will need to extend overhead service in the south easement from Hollywood. Don Bunn said this would be o.k. Mr. Hornaday asked for a 25 foot easement on the west and south side of Tract A and a 25 foot easement to be split between Tracts B & C running north/south along the perimeter. He also asked that they designate eaments as "utility easements" rather than proposed utility easements. L • • • Plat Review Committee Meeting October 12, 1978 -2- 7. Dick Shaw (Southwestern Bell): Easements asked for are sufficient. 8. Bobbie Jones (Planning Administrator): Said easements will have to be deeded separately since the large scale development plan will not be filed. She said she would like to have information which they receive from the highway department about Highway 62. Bobbie Jones asked for a revision by October 24 to go to the Planning Commission on October 30. Bobbie Jones said the Planning Commission will have to decide about the right of way and the requirements for building the service road. The other item for discussion was a large scale developement plan for Whitfield Motor Co. for property located on the west side of Highway 71, south of the north end of the bypass. Gerald Jones and Paul Allison were present to represent. • WHITFIELD MOTOR CO. Highway 71 1. Clayton Powell (Street Superintendent): Asked if this property is Jim Lindsey's old office building property and Mr. Jones said it+is that property and another piece of property between Lindsey and Lewis Ford. Mr. Powell said there is adequate right of way and the plat is well -annotated thgt the street will be to highway department regulations. He said they will need a permit from the State Highway Department district engineer in Fort Smith for any new driveway cuts. He said the driveway width may be up to 45 feet wide, with at least a 25 foot separation between driveways and 122 feet from the side property line. Mr. Powell said Highway 71B in that location is storm -drained but sincethis property drains to the northwest the developer probably cannot take the storm drainage back to Highway 71. 2. Wally Brt (Sanitation Superintendent): Mr. Jones showed Wally Brt where the container would probably be located at the back of the property. Brt said for the developer to build a 12 by 15 foot concrete pad to set the container on. He noted that his trucks are very heavy and if they asphalt the parking lot, they will need a good subbase and base. He said they will need a 75 foot radius to turn the trucks around. 3. L. 0. Ferguson (Warner Cable): Said if the developer requests cable, he will follow the other utility. companies. 4. Bill Boudrey (Fire Department): Said they would have to sprinkle the building because it is over the required amount of square footage. Mr. Allison said the building is separated by 4 -hour fire walls. Mr. Boudrey said the Southern Standard Building Code Section 901, Paragraph 7, "commercial garages" requires the building to be sprinkled. Mr. Allison said he would get back with the fire department on that. City Engineer Don Bunn said if the building has to be sprinkled, it would require them to make a service connection. Mr. Bunn said there is an existing meter which was used by Mr. Lindsey and also another meter they could tie into. 5. Don Bunn (City Engineer): Water is available. Sewer is back on the west side but this would require an extension of the main. There is also sewer back to the north but Mr. Bunn felt this may be north of the bypass. He said there would be a main extension fee charged on sewer of 3¢ a square foot but there probably will not be a main extension fee on water. Plat Review Committee Meeting October 12, 1978 -3- 6. Don Osburn (Water Meter Foreman): Said the existing service probably would not handle flushometer toilets. Mr. Allison said he felt they would use tank toilets and Osborne said the existing 5/8" meter would handle that. He said they could have a larger meter installed if they plan to expand. Mr. Osburn felt with only one wash bay and flush tank toilets the 5/8" meter would handle the building. He said they need to have a site card up before temporary water is extended and need to have permanent house numbers up before the meter is set. 7. Kenneth Wagner (Arkansas Western Gas): Said there is a high-pressure gas line which will have to be relocated. On the south, east, and north sides, the gas company will want a private gas line easement. 8. Floyd Hornaday (SWEPCO): Asked if they would require 3-phase service and Mr. Allison said they probably would. Mr. Hornaday asked for a set ofthe electrical plans when they are completed. He said easements asked for are sufficient, at this time, but he may need additional easements after reviewing the electrical plans. 9. Dick Shaw (Southwestern Bell): Said the north and south easements requested need to go to the back property lines. Heasked for a 25. foot easement from the south property line directly north to tie in on the transformer pad andasked that the developer provide 2"PVC from the parts building at least 5 feet beyond the asphalt. He asked for a 4 x 8 x 3/4"sheet of plywood with a duplex 110 volt outlet and requested a number 6 ground wire be brought to the board from a MGM. Mr. Jones asked if they could have private phones and Mr. Shaw said they would provide service to the plywood and they could take it from there. Mr. Shaw asked that they put conduit under all asphalt. 10. Bobbie Jones (Planning Administrator): Said to contact the sign inspector because the sign shown on the plans would not be permitted. Bobbie Jones read comments fromHarold Lieberenz about requiring an architect or engineer's stamp on each page of the plans if the building is steel or will cost more than $50,000. Mr. Lieberenz said :the building must be in compliance with the Southern Standard Building Code. He also said they must use perimeter insulation around the exterior wall, and for building insulation use Table 1A at Page J1 of Appendix J. The building plans must be approved by the Arkansas State Board of Health Building Safety Division in Little Rock. Bobbie Jones said if there is a paint room to check with the fire inspector to meet requirements. Bobbie Jones said the southeast corner is still zoned A-1 and a rezoning is being processed for the October 30 meeting. The scale should be changed to 1" = 30'. Parking spaces shown are satisfactory. Show the parking as paved. Parking spaces must be striped or have wheel stops. Upon completion submit an as -built plot plan which will show the information now on the plans and the actual service utility lines. Easements will have to be dedicated by right of way easements and filed in the Court House. Bobbie Jones suggested they either change the size of the dealership sign or show it as conforming to the sign ordinance, or show that they are trying to obtain a variance from the Board of Directors. Bobbie Jones asked for a revision by0ctober 24 to go to the Planning Commission October 30. Plat Review Committee Meeting October 16, 1978 -4- Ervan Wimberly asked for permission to start construction on Lot 49 LOT 49 Sunset Woods Subdivision. He said this lot was shown as Lot 51 on the SUNSET WOODS preliminary plat, and said the final plat will be filed in a few weeks. The utility companies said it would be after the first of the year before they could install utilities. Mr. Wagner, Arkansas Western Gas, said he did not know when they would get any pipe in to extend service. Mr. Hornaday said if they begin construction now, the developer will have to pay to extend temporary service. The meeting adjourned at 11:00 A.M.
