HomeMy WebLinkAbout1978-09-14 Minutes• i • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held on Thursday, September 14, 1978, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Don Bunn, Donnie Osburn, Al Rukgaber, Larry Poage, Wally Brt. UTILITY REPRESENTATIVES PRESENT: Jimmy Crownover, Kenneth Wagner, Clyde Terry, Dick Shaw. OTHERS PRESENT: Bill Graue, Frank Blew, Ervan Wimberly. The first item for discussionwas the preliminary and final plat of Mildred Lee Estates, located outside the city limits, south of Highway 16 West. Bill Graue was present to represent. 1. Al Rukgaber (Street Department): No comments. 2. Larry Poage (Fire Department): No comments. 3. Don Bunn (City Engineer ): Water is already in. He asked that where the water line goes back south, the developer show that utility easement. 4. Jimmy Crownover (Ozarks Electric): Electric is in. 4. Kenneth Wagner (Arkansas Western Gas): Gas is in the access easement on the north side of the road. Gas to this property is already in. 5. Clyde Terry (Warner Cable): Mr. Terry said they are overhead with Ozarks Electric. 6. Dick Shaw (Southwestern Bell): Everything is fine. 7. Donnie Osburn (Water Meter Superintendent): No comments. 8. Bobbie Jones (Planning Administrator): Name Michael Cole Drive. Show the adjoining subdivision. Show and dimension easements on the north and west sides. On the north boundary, show bow far it is to the east and west sides of that lot. Add names and addresses of the surveyor, engineer, owner, and developer, and certifi- cates and legal descriptions. Show the cul-de-sac. Add a vicinity map. Show the location as: outside the City. Show proposed use as two family -dwellings, show acreage. Show monuments at the subdivision corners and pins at the lot corners, and show these in a legend. You need a topography map at 5 foot intervals. Signatures of the adjoining property owners must. be submitted before the Subdivision Committee will act on this plat. Add a date on the plat. The City Board of Directors are the only ones who can waive lot sizes.to permit lots less than 11/2 acres. Show building setbacks on the south side of the access drive. Name the subdivision. Show locations of existing utilities. We will need a revision by noon, September 18, for the September 25 Planning Commission meeting. MILDRED LEE ESTATES S. of Hwy. 16 W. Outside City The second item for a preliminary and final plat of Diamond Acres, located on Highway 265. Frank Blew was present to represent. DIAMOND ACRES Highway 265 • • Plat Review Committee Meeting September 18, 1978 -2- Mr. Blew explained that there is a house located on Lot 2 and that owner is proposing to sell off a portion of his property (Lot 1). He must submit a subdivision, plat to do this, since the number of lot splits allowed have already been processed. 1. Don Osburn (WaterrMeter Superintendent): No comments. 2. Wally Brt (Sanitation Superintendent): Mr. Brt said if they build the house at the back of the lot, he would request a masonrygarbage can holder placed at the street line. Also, if Hillside Terrace is not a City street, he will need a letter granting him permission to travel on the drive. 3. Al Rukgaber (Street Department): No comments. 4. Larry Poage (Fire Department): No comments.. 5. Don Bunn (City Engineer): There is a water line on the north side of Valerie Drive. Mr. Drake, owner of Lot 2, has his service line coming off of Valerie Drive. Mr. Bunn said he doesn't know if this line is within the designated utility easement, but if it is not, there should be an easement shown on the plat for the service line. If Mr.Drake needs to relocate this line, it should not be in the 25 foot utility easement. If there is not a fire hydrant within 1,000 feet of Lot 2, you will need one. 6. James Crownover (Ozarks Electric): No problems. 7. Kenneth Wagner (Arkansas Western Gas): There is a 25 foot easement shown on the west side of the lot. There is a 10 inch high-pressure gas line in that easement. Mr. Wagner was not sure if this was a 25 foot or 50 foot restrictive easement. No building is allowed within 25 feet of that line. There is also a 2 inch line on the north side of the road. 8. Clyde Terry (Warner Cable): Service is not available at this time. 9. Dick Shaw (Southwestern Bell): If the telephone company easement is conflicting with the gas line easement, the telephone company will need an additional easement. 10. Bobbie Jones (Planning Administrator): List the property owner and developer. We will not need the certificate for County approval on the plat. We will need signatures of adjoining property owners, location, acreage, zoning district,and proposed use. Show existing subdivisions, existing utilities. There is a 6 inch water line and a 2 inch gas line on the north side of the road; also, a 10 inch gas line on the west side. Concrete monuments are needed at all corners. You will need a legend showing the monuments and pins. Name Valerie Drive and Hillside Terrace. The note on Valerie Drive is confusing. The building setback is 35 feet in the A-1 District. Show how the house is located on Lot 2, so we can make sure it conforms to the building setbacks. The Planning Commission has the authority to require upgrading of the street which could include pavement, sidewalks, curb and gutter, and street lights. If the Planning Commission completely waives sidewalks and street lights, the waiver will need to be approved by the Board of Directors. You will need a waiver from the Planning Commission on the topography intervals. The road is existing, but it has more than a 15% grade. Bobbie Jones was unsure if this would require Planning Commission approval. • • Plat Review Committee Meeting Septebmer 14, 1978 -3- The last item was consideration of the WESTWIND, PHASE II final plat of Phase II of Westwind Final Plat Subdivision, located north of Township Road. N. of Township Road Ervan Wimberly was present to represent. He noted that Lots 14, 15, and 16 are platted as tandem lots. He said Lot 28 will :be divided into three or four lots, but that will be done with lot splits at some time in the distant future. 1. Donnie Osburn (Water Meter Superintendent): No comments. 2. Al Rugbaker (Street Department): No comments. 3. Larry Poage (Fire Department): Larry Poage was concerned about getting into the tandem lots. Ervan Wimberly explained that the tandem lots would have 25 foot private drives. 4. Don Bunn (City Engineer): Water and sewer are in. No problems. 5. Jimmy Crownover (Ozarks Electric): Dedicate an easement for utilities around the "Y" on Wendy Brooke Road. Ervan Wimberly said the electric line is already in the street right of way. .Ervan Wimberly said he would add a 25 foot utility easement around the "Y". Mr. Crownover asked for a 25 foot utility easement split between Lots 20, 21, and 22, and Lots 23 and 25. Mr. Wimberly said he would cross the road with utilities between Lots 12 and 13 and give a 25 foot utility easement on the south side of Lots 16 and 28 to meet the existing easement. 6. Kenneth Wagner (Arkansas Western Gas): Easements requested will be sufficient. Mr. Wagner asked that they give him 60-90 daysnotice about getting the gas line in. Ervan Wimberly said they are starting on a house now and would like to go ahead and request that a contract for the gas line be made up. 7. Clyde Terry (Warner Cable): Easements are sufficient. 8. Dick Shaw (Southwestern Bell): Easements shown and asked for are sufficient. 9. Donnie Osburn (Water Meter Superintendent): Asked for street name signs on the individual drives. On the tandem lots, make sure house numbers are on the meters before service is requested. 10. Bobbie Jones (Planning Administrator): Show the easement across Mr. Bassett's property to Lots 19 and 20. This will need to be executed by a separate deed. Show the extension of Sherwood Lane past Lot 13 on this plat. Note that Wendy Brooke will be a private road. Indicate the lot numbers on the first phase. Show it as Phase I of Westwind. The Planning Commission should approve the tandem lot for the property Dr. Brandon sold. Bobbie Jones questioned what their access would be and Ervan Wimberly said it would be to Sherwood Lane. *Add a note on the plat that certain lots were approved as tandem lots by the Planning Commission at a meeting held on a certain date and no buildings may be located within 20 feet of any property line. Add a note on the plat that the Planning Commission waived the length of the dead end road. Plat Review Meeting September 14, 19i8 -4- Bobbie Jones said she would still have to check the legal description and check this against the minutes of the previous meetings. The utility companies asked .that they name the road North Sherwood Lane since there is a Sherwood Lane outside the City limits. Ervan Wimberly gave the utility companies a revision FOX RUN ADDITION on Fox Run which deleted one lot. He said the Outside the City County has approved the road as a County road with 60 feet right-of-way. He said the developer is willing to maintain the right of way and the County is to maintain the road itself. He said the developer would like to continue with the same idea and put in the Bill of. Assurance• and on the plan that if for any reason utilities would have to be moved out of the right of way, it would be done at the expense of the Property Owner's Association. Mr. Crownover said he did not feel Ozarks Electric would allow them to put their lines in the right of way. Dick Shaw with Southwestern Bell Telephone agreed. Ervan Wimberly said they would make a provision that if the Property Owner's Association disbands, the utility company would have a lien on the land until the cost for relocation had been paid. The utility companies said they would talk to their companies about this but did not feel they would put the utilities in the right of way. The meeting adjourned at 11:35 A.M.
