A meeting of the Plat Review Committee was held on Tuesday, September 5, 1978,
at 9:00 A. M., in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Angie Medlock, Bobbie Jones, Don Bunn, Clayton Powell,
Wally Brt, Paul Logue, Larry Poage, David McWethy,
City Manager Don Grimes, David Malone.
UTILITY REPRESENTATIVES PRESENT: Andy Calloway, Clyde Terry, Floyd Hornaday, John
Kehn, Jim Walker.
DEVELOPERS and/or ARCHITECTS PRESENT: Allen Sumner, Terry Sullivan, Rueben Harle,
Mark Goode, Mr. Hadawa, Mike Green, Delvin
Nation, and other unidentified persons.
Mr. Malone explained that they felt it would be a good idea to get the
Continuing Education Center people, the Hilton people, and the parking garage
people together to try to work out their problems. He explained that the big problem
is the two alleys on the property. There is a gas line in the east/west alley
but Mr. Walker felt there may be a possibility of eliminating that line.
Mr. Malone noted that there is an electtic line in the east/west alley between
the Continuing Education Center and the hotel which is overhead now, but is in
the process of being buried..:Mr. Hornaday said the line would be buried approximately
13 feet at some points, depending on the grade.
Don Bunn said they have talked about the possibility of killing the 6" water line in
• the east/west alley and having it serve only domestic supply or the sprinklers, or
possibily both. He felt the sewer could be dead -ended at any location there.
Mr. Terry, Warner Cable, said they are not in that portion of the alley.
Mr. Malone questioned what width the sanitation trucks NORTH/SOUTH ALLEY
would need and Wally Brt said they would like to have
15 feet. Mr. Sumner explained that the alley is 10 feet, and the hotel building will
be setting 3 feet from the alley right-of-way. If the parking structure also sets
3 feet from the alley right-of-way that would leave 16 feet width: Delvin Nation
said the Continuing Education Center is planning to build right on the alley
line. Mr. Brt explained that they can make it in 10 feet, but it is almost impossible
to maneuver the trucks in 10 feet, especially in bad weather.
Wally Brt said they would need 14 feet overhead clearance and Mr. Sumner said the
pedestrian walkway is 16 feet high. Jim Walker, Arkansas Western Gas, said he
would need:to retain the gas line in the north/south alley since—it serves most of
the downtown area. He noted that near the Hotel area, the line is in the center of
the alley, but near the Continuing Education Center, it is almost right on the
property line. Mr. Walker questioned if they would maintain the grade of the
alley and Mr. Sumner said he anticipates basically maintaining the grade as it
exists now. Delvin Nation said the Continuing Education Center could work with the
grade as it is now. Mr. Nation said they would actually be raising the grade, rather
than cutting into it. Mr. Walker explained that the problem with the gas line at its
present location is that it is only about 1 foot from the property line and digging
for the footing would probably run into the line. Mr. Walker asked if they might
cut the gas line while digging the footing and Delvin Nation said since it is that
close, they could easily hit the line.

Mr. Walker said the line could be moved over and offset but if there is no area
provided on the east side of the alleyway for maintenance, they would like some
type of space left there so they could get back in to maintain the line.
David Malone suggested they leave a ribbon along the edge for the gas line. He
questioned what the cost of moving this line would be.
Mr. Sumner suggested that the ribbon could also be used for a southern access
entrance into the parking garage.
Don Bunn, City Engineer, said they have lines in the north/south alley from
Meadow to the east/west alley. Garland Melton noted that there would be telephone
cable there, and Mr. Hornaday, SWEPCO, said they would have power lines there too.
Mr. Terry, Warner Cable, said they would also need in the alley to serve with
cable service.
Mr. Hornaday said they would need an area, 20 ft. x 20 ft., for their transformer,
and switching. Mr'. Grimes suggested they use the southwest corner of the parking
garage. Mr. Hornaday said this would be o.k., and noted that they would need
doors opening out into the alley so they could maintain the equipment.
Andy Calloway said the telephone lines would be underground in conduit and would come
from the north/south alley into the two structures.
Clyde Terry, Warner Cable, said they would require an above -ground enclosure.
Mr. Hornaday said they could come up about where the east/west alley intersects
the north/south alley and build a manhole so whatever develops to the east could be
served out of that manhole. He also suggested that they could come up the alley with
two 4" conduits into the buildings, and recommended that they bring a third line
also and cap it. If they extend the third line, he felt they would not have
to have the manhole. He noted that they do have an underground risor in the area
now which will be removed.
David Malone said they do have a firm looking at the economic feasibility of the
parking structure, but they do not have anyone designing the structure yet. He
said they feel the parking structure will be ground level at Meadow Street and
the first level below ground as you move south. Mr. Malone said they do plan to
leave the east/west alley south of theparking structure open for sanitation service.
Mr. Malone said they still need to decide on a location for the transformer and
switching center for SWEPCO.
Mr. Sumner explained that they have drawn plans for their MEADOW STREET
building from the original 36 feet right of way on Meadow.
He said they are going to ask to leave the right of way at 36 feet, with 31 feet
pavement and the sidewalk being built on hotel property. David Malone questioned
if this would match up with Mclroy pavement and Mr. Sumner said there would be 6 feet
more pavement.
Clayton Powell, Street Superintendent, said the 31 feet would provide 3 10 feet
lanes without any parking and that would be very cramped. He said the standards for
collector and arterial streets is for 12 foot lanes. Mr. Malone said the three
lanes would give two east to College and one going west. He felt they should talk
about a traffic signal at theintersection of Meadow Street and College.
Mr. Walker questioned how long it would be before they would need the gas line
relocated and Mr. Malone felt it would be January -February before they acquire
the additional property and get the building torn down. He noted that they need
the additional property also for the sanitation service to have a larger radii
coming off Center Street.
Bobbie Jones noted that the parking structure and the Continuing Education building
would need to obtain a waiver from the Board of Adjustment if they are building
closer than 8 feet to the centerline of the alley,

Wally Brt said sanitation trucks would need a radii of 20 feet where the alley meets
Center Street and Meadow Street and at the intersection of the two alleyways.
Garland Melton questioned if the telephone company and SWEPCO could share an
underground vault or tunnel and Mr. Terry said Warner Cable would be with them
and they would have to be in a'waterproof-facility.
Mr. Melton suggested having a pump there to pump the water out and back to the
drainage system and Mr. Walker noted that they would run into his gas line.
Mr. Grimes questioned if there would be a security problem if there are several
accesses to the hotel and parking lot. Mr. Malone stated that the walkway into
the hotel from the parking garage goes directly into the lobby of the hotel.
They talked about the possibility of making the south entrance only a pedestrian
walkway, or if it is to be for vehicles also, having a token or coin-operated
entrance.
Mr. Hornaday and Mr. Sumner talked;,about:the possibility)of having a 2 foot recess
depth on the side of the building for the electric meter.
