HomeMy WebLinkAbout1978-08-24 Minutesr MINUTES OF A PLAT REVIEW COMMITEE MEETING A_meeting of the Fayetteville Plat Review Committee was held on Thursday, August 24, 1978, at 9:15 A.M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Angie Medlock, Bobbie Jones, Don Bunn, Larry Poage, Don Osburn, Clayton Powell, Wally Brt. UTILITY REPRESENTATIVES PRESENT: John Kehn, Floyd Hornaday, Jimmy Crownover, Andy Calloway. OTHERS PRESENT: Helen Edmiston, Tom McElroy, John Hesler, Chuck Hanks. The first item for consideration was a large scale development SOUTHWESTERN BELL plan for Southwestern Bell Telephone Company, on property Large Scale Development located southwest of the intersection of Highway 112 and 71 Bypass. This is on property abutting a controlled access highway. 1. Andy Calloway (Southwestern Bell): Said he would have to work with the developer. Mr. Calloway said he would need an easement to come across the property at the office. Mr. Calloway said their company policy is that they do not direct bury cable underneath asphalt parking. 2. John Kehn (Arkansas Western Gas): Said they would require a 25 foot utility easement across the front parallel to the fairgrounds road Mr.Kehn questioned if they would need gas service and Mr. Hesler said they may need gas for heating, buthe was not sure. 3. Jimmy Crownover (Ozarks Electric): Said he would like to see the electrical plans for the building so they will know what side of the building they will want the entrance on. He said they would prefer the entrance to be on the north side. Mr. Crownover said they have a line which crosses diagnally in front of their property which they plan to relocate to the back of this property. Mr. Crownover said they would have to talk to the property owner to the north about going across his property. Mr. Hesler said they would prefer to have the service underground. Mr. Crownover said since this is 100% asphalt; they would -require their line to be in metallic conduit. He said they could serve also from the bypass. Mr. Crownover asked for a 20 foot utility easement across the west property line. If they put the electircal transformer on the south side, they will also need a 1S foot utility easement along the south side. If they decide to put the transformer on the north side, that would require a 15 foot easement across the north side. Mr. Hesler said they would like to have 3-phase service. Mr. Crownover said this would be available. Mr. Hesler said they would have a hydraulic lift which would also require two-phase service. 4. Clyde Terry (Warner Cable): Not present. Mr. Hesler said they would not require cable service. 5. Don Bunn (City Engineer): Said they could run a 6" line from the existing 8" line which is approximately 100 feet north of this property. There is sewer available about 75 feet north of this property. Mr. Bunn said he would have a sewer line in the 20 foot easement requested by Ozarks Electric on the west side. • • • Plat Review Committee Meeting August 24, 1978 6. Larry Poage (Fire Department): Mr. Hesler said the gas tank would be buried. Larry Poage said they would require at least 3" earth and 8" of asphaltic concrete or 6" reinforced concrete over the tank if there will be trucks driving over it. You will also need to have:a12 BC rated fire extinguisher within 50 feet of the gas pump. You will need two 5-1b. ABC fire extinguishers in the office building. 7. Wally Brt (Sanitation Superintendent): Mr. Hesler said they would want a container. Mr. Brt said the driveway entrance will need to have a 20-25 foot radius. Mr. McElroy said he would like to set the container near the flammable storage area. Mr. Brt said this would be o.k. He said they would need a 12 x 15 foot pad, enclosed on three sides if they wish. Mr. Brt said they could not pick up large pieces of metal, but they would be able to pick up the wire. 8. Clayton Powell (Street Superintendent): Said 50 feet right of way has been dedicated for the access road Mr. Powell noted that the Planning Commission may require upgrading of the access road to current city standards, on any development abutting the access road. He asked that they control the on-site drainage and not dump it into the street. He said they may eventually have to install storm drainage across the front of their property. 9. Don Osburn (Water Meter Superintendent): Said they would need to have the site card up before requesting temporary water service, and would need to have permanent numbers on the house before requesting permanent water service. 10. Bobbie Jones (Planning Administrator): Said she would have to plat this out to see if it is all in the C-2 zoning. She said she is putting this use in Use Unit 21 which will require Planning Commission approval.in the C-2 District. It is a use by right in I-1 if they would like to ask for rezoning to I-1. The setbacks in the I-1 District, however, are greater. Bobbie Jones said to check to see if EPA approval is required for the gas tank. Mr. Hesler said he did not feel they would need this. He felt it applied only to a 40,000 gallon or larger tank. You will be required to obtain separate permits for the building, gas tank, pump, and any signs needed. Bobbie Jones said they would need to screen the pole storage area and cable storage area, according to Article 8, Section 10 D (1). This would apply to the west property line and possibly to the south. The Planning Commission does have the authority to waive this, but they may impose other requirements if they do waive the screening requirement. If the property to the south of this is zoned A-1, there is a requirement that there be no parking within 50 feet of the south property line and 25 feet of the street right of way, where it is within SO feet of the A-1 property. Mr. Hesler questioned if they could pull the storage area back 50 feet and not be required to screen, and Bobbie Jones said she would have to check. If 50 feet right of way is not already given, you would need to dedicate 25 feet from the existing centerline. You will need to add a vicinity map. Driveway permits must be obtained from the City engineer. Each page of the plans will need to be stamped by an Arkansas registered Engineer or architect and have a statement provided by the Inspection Department on the plans. The floor plan and plumbing and gas risor diagram will need to be approved by the Building Safety Division of the State Board of Health. We will need a revision by September 1 to go to the Planning Commission on September 11. • • .Plat Review Committee Meeting August 24, 1978- The 978 The second item for consideration was the large scale development plan for Sunflower Apartments located on the northwest corner of Leverett and Lawson Streets. Helen Edmiston was present to represent. SUNFLOWER APARTMENTS Leverett F, Lawson Large Scale Development 1. Claxton Powell (Street Superintendent): Noted that there is presently 40 feet right of way on Leverett and 40 feet on Lawson. Leverett is a collector street requiring 60 feet right of way and they have shown an additional 10 feet. They have also shown the required 5 feet additional right of way on Lawson. Mr. Powell said he sees no reason why they couldn't close Storer Street at this point, but Bobbie Jones said this would landlock a piece of property. Storm drainage is existing on Leverett. He asked that they channel any new drainage into the existing drop inlet, as they are doing now. 2. Wally Brt (Sanitation Superintendent): Said he felt they would need a container. He said he would work with Ms. Edmiston on the location for the container, or if they could not find a suitable place, he would allow her to use cans. 3. Don Osburn (Water Meter Superintendent): Ms. Edmiston said she would have single meters on each unit. Don Osburn asked that they put the meters north of parking spaces 11 and 12. He noted that a site card must be visible before they will issue temporary water, and they will have to have permanent numbers on the building, and each unit, before they will issue permanent water. 4. Larry Poage (Fire Department): Said theywould need two 10-1b. ABC fire extinguishers. 5. Don Bunn (City Engineer): Water and sewer are available. 6. John Kehn (Arkansas Western Gas): Ms. Edmiston said they would not require gas service. 7. Floyd Hornaday (SWEPCO): Said they will provide service from the transformer at the west end. He noted that there is a high voltage line in conduit under the area shown to be paved and said they could notify SWEPCO and they would flag that line for them when they are ready to begin working on the paving. Mr. Hornaday said they would probably want to place individual service in conduit from each apartment. Mrs. Edmiston said she would want individual meters. 8. Andy Calloway (Southwestern Bell): Said he feels he will want to serve from Lawson Street which means they will want to Come in from the west side and go down the north side. If they decide to serve from Leverett, tliey will go down the north side. You will need at least a 2" conduit under the sidewalk for the telephone line. Mr. Calloway questioned if there would be a fire wall and Helen Edmiston said "no". 9. Clyde Terry (Warner Cable): Not present. Requested conduit under any asphalt if he is requested to go underground, out to Leverett Street. He said he would get with the developer to work out the route he would take into the building. 10. Bobbie Jones (Planning Administrator ): The Planning Commission will need to waive the safety zone on the two driveways on Leverett. Plat Rediew.Committee Meeting August 24, 1978. 11. Harold Lieberenz (Inspection Superintendent): protected to meet the Building Code. The swimming pool will require State Board of statement in the abstract that it will not be complex. The meeting adjourned at 10:30 A.M. The building must be fire Health approval or a notarized used as a part of the apartment
