HomeMy WebLinkAbout1978-08-17 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held on Thursday, August 17, 1978, at 9:00 A. M., in the Board of Directors Room, City Administration Building, Fayette- ville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Don Bunn, Clayton Powell, Don Osburn, Wally Brt. UTILITY REPRESENTATIVES PRESENT: John Kehn, Jimmy Crownover, Clyde Terry, Dick Shaw. DEVELOPERS and/or ENGINEERS PRESENT: Ervan Wimberly. The only item for consideration was Fox Run Addition, located FOX RUN ADDITION outside the City on Highway 45. This is a Planned Unit - Planned Unit Development Development submitted by Fox Run, Inc. Outside City Ervan Wimberly was present to represent. 1. Wally Brt (Sanitation Superintendent): No comments. Outside City. 2. Clayton Powell (Street Superintendent): Noted that there is a maximum 500 feet on a dead-end street. He stated that there is nothing in the ordinance which would require the developer to install a concrete street. Mr. Powell noted that the County does have jurisdiction over road standards outside the City limits. He asked that they annotate on the plat that this will not be subject to any public maintenance of streets or drainage now or in the future unless they will build the streets to City standards, dedicate them and get them accepted by the City, and be annexed into the City limits. Mr. Wimberly said they plan to curb the high side and will have side ditches on the lower side and a few strips will be curbed on both sides. 3. Don Osburn (Water Meter Superintendent): Questioned what size water line they would have and Ervan Wimberly said they do not know, but he feels a 4" line would handle the subdivision. He said they may go to a larger line, if they want to provide for fire protection when it becomes available. Donnie Osburn asked that they bring him a copy of the plat when it is finaled so he may assign house numbers. Ervan Wimberly explained that they plan to do the subdivision in phases and said he felt the first phase would probably be Lots 1-10 and Lots 34-41. He said they would like to go ahead and extend all utilities and make water taps at this time, but possibly not put the road in all the way through the subdivision at this time. 4. Don Bunn (City Engineer): Said they would like for the contractor to make all water taps at the same time. He said they plan to have private roads, maintained by the Property.Owner's Association. Mr. Wimberly asked if they could work together with the utility companies and get all utilities, except gas, installed in one ditch. Don Bunn said he would require at least a three foot separation between the water and the other utilities. They talked about putting telephone, electric, and t.v. cable on one side of a four foot ditch and putting water on the other side. 5. Jimmy Crownover (Ozarks Electric), Dick Shaw (Southwestern Bell), and Clyde Terry (Ozarks Electric): The utility companies said they would not go in county road right-of-way and asked that they designate the 60 foot right- of-way as utility easement, except for the 20-24 feet which is pavement. Mr. Wimberly discussed the possibility of the road where it comes,in to the subdivision • • being retained as County Road. Dick Shaw said if it is to be a county road rather than a public road, they will need a 20 foot easement on the northwest side for utilities. Mr. Terry asked that they designate the utility easement as being for a tv cable company, rather than specifying that it is for Warner Cable. Mr. Wimberly said they would probably make utility crossings in the middle of Lot 41 to Lots 1 and 2; between lots 39 and 40 to serve Lots 3 and 4; between Lots 37 and 38 to get to Lots 5 and 6; and between Lots 35 and 36 to serve Lots 7 and 8. The utility companies asked that there be a note on the plat, and it be specified in the protective covenants that the utility easements are to be perpetual easements. Also, designate the 25 foot utility easement on the north side of Fox Trail connecting to Lot 1 as "25 foot utility easement". 6. John Kehn (Arkansas Western Gas): Said the gas company would like to be as far away from the shoulder of the road as possible. Mr. Kehn asked that it be written in that if any changes occur in the road or if the road becomes city property, the Property Owner's Association would be responsible for bearing the cost of relocating the utility lines. 7. Bobbie Jones (Planning Administrator): Correct the differences in the legal description and the drawing. Change the fractional "'z" to be "4". Show bearings and distances on the deep hollow. Dimension the common areas, including the common areas between lots, on the final plat. Submit a legal description of the road for the portion outside the City limits. If this portion of the road if to be county road, it will need to be deeded by separate instrument. If it is to be private, it will need to be shown on the plat, and some provision for the road will need to be included in the Property Owner's Association covenants. The length of the dead-end street will need to be waived by the Planning Commission. You will also need a waiver on the grade. The City allows a maximum grade of 15% for 300 feet. Ervan Wimberly said they have an 18% grade Bobbie Jones said this should be waived by the City and the County. You must have all adjoining property owner's signatures before going to the Subdivision Committee. You will need a waiver from the Planning Commission on the topography intervals. Distinguish between the phases on the preliminary plat. This will need to be approved by the State Board of Health for septic tanks. Show the flood plain as 100 -year flood plain, and show the Corp of Engineer easement covering the flood plain. Show monuments and stakes. Submit the preliminary plat fee. 8 General Bruce Kendall (County Planning): Not present at the meeting. Submitted the following comments: 1. The road has to be a county road built to county standards. They will not accept a private road 2. The County will require 60 feet road right-of-way all the way through the subdivision. General Kendall said they would be willing to meet with the developer on what curb will be required, and what type of drainage will be required, and also to discuss the type of pavement required by the County. 3. General Kendall said any utilities above ground would have to be at least on the edge of the road right of way, and not in the road easement. The meeting adjourned at 10:50 A.M.
