MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
August 10, 1978, in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT:
Bobbie Jones, Angie Medlock, Saieed Noorbaksh,
Donnie Osburn, Clayton Powell, Paul Logue,
Wally Brt.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Andy Calloway, Clyde Terry,
Floyd Hornaday.
OTHERS PRESENT: Larry Sumrow, Allen Sumner, Rueben Harle, Ray McElhaney,
and other unidentified persons.
The first item for discussion was the Hilton Hotel
to be located on the northeast corner of North East
Street and Center Street, property zoned C-4, Downtown District. This is not a
large scale development.
Mr. Larry Sumrow, Mr. Allen Sumner, and Rueben Harle, were present to represent
the Hilton.
HILTON
1. Wally Brt (Sanitation Superintendent): Said the 13'6" shown for the sanitation
pick-up off of Meadow Street will not be enough. He said they would probably
put a front-end dumpster at the dock for pick-up. Mr. Sumrow explained that ,
the 15 foot alley running north/south would probably remain open. Bobbie
Jones said the requirement is that they stay 8 feet from the centerline of the
alley with the building.
Mr. Brt said they would need a minimum 20-25 foot clearance to come off of the
alley if there are buildings built on both sides, and there are no real sharp
.curves or 90 angles. Mr. Brt said he felt a 6 cublic�yard dumpster, picked
up 5 or possibly 6 days would handle the trash. Mr Sumner suggested that they
knock out the wall shown near the dock so the sanitation trucks could back
up without backing onto the street. Mr. Brt said his trucks could back up to
a dock at a maximum of 44" high. He said they would require 25 feet for
overhead clearance.
2. Clayton Powell (Street Superintendent): Said there is adequate storm drainage
in this area. He asked that they control the on-site drainage and put it into
the existing storm sewer. He said they could obtain drawings of the storm drainage
system from the Urban Renewal and Housing Authority Director, Chad Kumpe.
3. Paul Logue (Fire Chief): Asked if the building would be sprinkled and Mr.
Harle said "yes". Mr. Harle asked what code they are using and Paul Logue
said they are using the Standard Fire Code. Mr. Harle stated that the
Southern Standard Building Code allows the exclusion of the stand -pipe cabinets
if the building is fully sprinkled and asked Mr. Logue if they would allow this.
Mr. Logue said they would need something to hook the hose onto on each floor,
and it could be either wet or dry. Paul Logue said in case of fire, they would
probably approach the building from Meadow or East Streets. Mr. Harles questioned
the water pressure in that area and Donnie Osburn said it is about 65-70
pounds, and there is a 12" line both in Meadow and East Street. Mr Sumrow
questioned if they would require the voice -alarm system as required by the
Southern Standard Building Code and Paul Logue said they have their own
walkie-talkies and would not require that system. Mr. Logue said they may
need to check with the Building Inspection Department further on this.

Mr. Harle asked if the elevator would have to be hooked onto an emergency
generator and Paul Logue said he did not know. He said the fire department
would use the stairs in case of fire.
4. Saieed Noorbaksh (Assistant City Engineer): Said the City Engineer does
not care to abandon the 6" water line running east/west in the alley but
is concerned about the possibility of closing the north/south alley. Mr.
Sumrow said the plans are not to close it. Mr. Harle questioned if they
could hook onto the 12" line and Saieed Noorbaksh said he felt they could.
Mr. Sumrow questioned what the tap fee would be and Mr. Noorbaksh said he
would have to check with Don Bunn, City Engineer. Mr. Harles questioned
if there would be any problem in putting in a house pump to insure more water
pressure on the upper floors and Mr. Noorbaksh said he would have to check
with the City Engineer.
5. John Kehn (Arkansas Western Gas): Said they have two existing gas lines in the
alley on the east side of the property. He said the two gas lines shown on the
plat are actually 8" rather than as shown. Mr. Harle suggested that they put
a pocket in the bottom floor of the building for the gas meter and Mr. Kehn
said this would be o.k.
6. Floyd Hornaday (SWEPCO): Asked if they have worked out a transformer location.
Mr. Harles showed him what they are proposing. Mr. Hornaday said they are in
the process of putting all their lines underground and will have 3 lines
terminating at the intersection of the two alleys, somewhere near the south-
east corner of the builidng. They plan to abandon the two overhead lines
existing now.
There was some question about where they could set the electric meter.
Mr. Hornaday explained that the transformer is about 7 feet wide and 6 feet
deep and it would have to be 5 feet from any wall. They would also need 12-15
'-feet in heighth! He said they would need a 750 transformer. Mr. Harles
questioned if they could use an indoor vault and use pole -mounted type
transformers. Mr. Hornaday said he would work with them on this. He said
they would still like the meter to be outside the building. Mr. Hornaday
.asked how they would like to meter the building and Mr. Sumner felt the 10
floors of the hotel would be on one meter and if they put condominiums on
the top floor, that would probably be on separate meters. The condominiums
are still under consideration.
7. Dick Shaw (Southwestern Bell): Said the north/south alley would have to be
designated as utility easement or he cannot serve them.
Mr. Shaw asked for two 4" steel pipes from the southeast property line
to the equipment room on the first floor. He also asked for 4" sleeves,
conduit, between floors. He also requested plywood terminal boards,
4 ft. x 8 ft. on each floor. He asked for 4" conduit from the equipment
room to the console and asked that there be no sprinkler in the equipment
room. He requested that each telephone room on each floor be locked with
a master key to be kept by the PBX.
There was some discussion about the possibility of someone in one room requesting
several phone lines and they decided to require 1" conduit to those rooms which
will be able to serve rooms with several phone lines, and 3/4" conduit to
those restricted to one line. Also, if there is to be a telephone at the
pool, it will need to be in conduit.
There was discussion also about having only one terminal board and that would
be on the lower floor. Mr. Shaw said that would require a lot more wall space
Mr. Shaw said he would have to determine what size wall space they would need.

8. Clyde Terry (Warner Cable): Said they would feed from the north/south
alley. Mr. Terry asked for 2" PVC conduit from the southeast corner
parallel with the telephone company PVC either into the mechanical room
or into the electrical room. He asked for a 3 foot square plywood board
mounted on the wall. He said they would need 3/4" conduit with pull wires
from the mechanical room to serve the individual rooms.
Mr. Harle requested that they work up a cost figure on installing the t.v.
cable and send it to Mr. Sumner. Mr. Terry said they would need either a 12" square
pedastal or put it in an above -ground box.
9. Bobbie Jones (Planning Administrator): The regulations say you cannot back in
to or out of an alley. The requirements between curb cuts is 25 feet, for an
ordinary street and 30 feet for a collector street. Meadow Street is presently
designated as a collector street. This requirement may be waived by the
Planning Commission.
Meadow Street presently has 36 feet right-of-way and the requirement is 60
feet. This may only be reduced by the City Board of Directors.
The requirement for distance between the intersection (property line) and
the first curb cut is 40 feet.
There is a requirement that you remain 8 feet back from the centerline of a.
public alley. If you do not get the alleys closed, you may appeal -to the
n '' Board of Adjustment to be closer than the 8 feet. .
Mr. Sumner said they would like to have a crossover from the parking garage
to the hotel about 6 or 8 feet wide, 1 story tall about at the third floor.
Bobbie Jones said she would have to check on this. (Harold Lieberenz,
Inspection Superintendent, said you would need to go to the Board of
Adjustment for a variance on setbacks, and also to the Board of Directors
for approval.)
You will have to have State Board of Health approval for all kitchen facilities,
and the Building Safety Division, J. C. Faulk, will need to approve the floor
plan and plumbing and gas risor diagram.
There was a question if the condominiums could be approved for sale and
Bobbie Jones said she would have to check on this. She felt this may require
Planning Commission approval. She was not sure how it would be affected by
the zoning regulations.
Any signs will need to be approved by the sign inspector, John Dietzen.
There was some discussion about the amount of parking required. Mr. Sumrow
noted that the firm hired to do the parking garage had suggested 215 spaces
for the hotel. This would allow 35 spaces in addition to the rooms. On
the restaurant, coffee shop, and lounge, one parking space is required for
each 200 feet of floor area. It was noted that people eating at the restaurant
would probably be staying at the hotel, and also, people using the Continuing
Education Center would also be staying at the hotel.
Bobbie Jones said the Planning Commission would have to approve the parking
location if it is not on-site.
We will need a revision by August 21 to go to the Planning Commission August 28.
Next was the large scale development plan
for Robertson Oil Company to be located
on Tract E, Lot 4, of the Industrial Park.

1. Wally Brt (Sanitation Superintendent): Noticed the size of the trash location
was not large enough for a container. Mr. Robertson said he planned to use
garbage cans as his volume was not enough to require a container.
2. Dick Shaw (Southwestern Bell Telephone): Requested a 2 -inch PVC conduit to be
furnished by the developer off the North end of the building wherever Mr.
Robertson wanted his telephone service to enter the building and extended out
under the parking and drive areas into the grass area to the Northeast. The
telephone company will take the service from there.
3. Floyd Hornaday (SWEPCO): Mr. Robertson advised that at this time he plans to
have electrical service overhead and to enter the building at its Southwest
corner. Mr. Hornaday said they would set a pole just outside the 50 ft. gas
easement on the West side of the building. They would probably have to set
another pole somewhere up near the cul de sac.
4. Clyde Terry (Warner Cable): TV cable is not presently available. However,
if you desire cable service, contact me and I will go from there with you.
5. John Kehn (Arkansas Western Gas): There are two transmission lines in the
gas easement. Mr. Kehn said they have located those mains. He noted that they
are planning to put a portion of the drive within 15 feet of one of the lines,
which would be over a portion of the easement. He said this would be o.k.,
however, if any repair has to be done on the lines and they have to tear the
driveway up, it would be the property owner's responsibility to repair the
drive.
Mr. Kehn said they could tap the main at almost any location to provide service.
6. Saieed Noorbaksh (Assistant City Engineer): Water and sewer are available.
The City will extend the 8" water line down the road. Mr. McElhaney said the
owner would like to occupy the building by the middle of December.
7. Don Osburn (Water Meter Superintendent): Mr. McElhany said flush -tank type
restrooms is the only water requirement. Mr. Osburn said they will require
a site card to be up before they hook onto temporary water and will require
permanent house numbers up before hooking onto permanent water.
8. Clayton Powell (Street Superintendent): Mr. Powell said there has not been
any engineering plans done on the new street. Mr. McElhaney said the right of way
has been staked by Mr. McClelland. Mr. Powell noted that the street has to be
cut to rough grade before a building permit may be issued.
9. Bobbie Jones (Planning Administrator): There is an easement around the outside
of the right of way which is not dimensioned. The loading area will need to be
paved, and the driveway will need to be at least sealed with a double -chip and
oil seal. Where there are less than 6 parking spaces and they are outside the
building setback line, the Ordinance is vague and she said she is not sure what
is required for paving. However, if there are 6 or more spaces, they will need
to be paved. Each parking space must be 10 x 20 ft.
The Subdivision plat must be filed and the streets cut in to sub -grade before
a building permit may be issued. The plat will go to the Planning Commission for
approval on August 14.
Any sign will need to be approved by John Dietzen, Sign Inspector.
The easement shown is 50 feet rather than 30 feet.
Each tank installed will require a separate building permit.

Bobbie Jones acknowledged a memo to Mr. Robertson from Harold Lieberenz,
Inspection Superintendent.
She said the Planning Office will need record of EPA approval.
On the drawing, note the loading area, drives, and any parking which will be
paved.
There is also a requirement for landscaping the first 10 feet back from the
street right of way and a copy of the landscaping plans should be filed with
the Planning Administrator.
We will need a revision by August 14 to go to the Planning Commission on
August 21.
The meeting adjourned at 12:10 P.M.
