HomeMy WebLinkAbout1978-07-20 Minutes• MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held on July 20, 1978, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas, at 9:00 A.M. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Don Bunn, Clayton Powell, Don Osburn, Wally Brt. UTILITY REPRESENTATIVES PRESENT: John Kehn, Floyd Hornaday, Jimmy Crownover, Dick Shaw, Clyde Terry. The first item for consideration was the proposed large scale development plan for J.B. Hays for a retail store to be located on the west side of College Avenue, south of Herman's Rib House. Ervan Wimberly and Harry Gray were present to represent. 1. Donnie Osburn (Water Meter Superintendent).:.. Asked if the buildings would be master -metered and Ervan Wimberly said he felt they would. Donnie Osburn said there is a 5/8" meter existing there now. He said if they have flush tanks they should be able to run off the existing service. Mr. Osburn said they would need to have permanent house numbers on the building before permanent water service is installed. J.B. HAYS Large Scale Development College Ave. 2. Larry Poage (Fire Inspector): Said any building over 15,000 square feet would need to be sprinkled. Ervan Wimberly said each 80 foot building would be separated by a fire wall. • 3. Don Bunn (City Engineer): Said they cannot sprinkle with the existing 3/4" line. He said they would have to run another line to the building. He said the existing line is either under the street or near the street on the west side. Mr. Bunn asked if there is a fire hydrant near there and Ervan Wimberly said he did not know. Mr. Bunn said if there is one near this development, they may be able to hook on to water there. Ervan Wimberly said they plan to bring a sewer main to the property and a service line to the buildings from the property line. Don Bunn said this would be o.k. since it is planning to be under single ownership. 4. John Kehn (Arkansas Western Gas): Said the gas company has a high-pressure gas line under theproposed building. He said they would have to provide another tie-in, which they hope to provide through Bishop Addition. To do that, they will have to shut the existing line down. Mr. Kehn said they would like to run east through Bishop Addition and then go through the Drive -In property. Ervan Wimberly noted that Dr. Hays also owns the drive-in property and Mr. Kehn said they do need to think about relocating the line so they can use both properties. Mr. Kehn said Dr. Hays would have to bear a lot of the cost of relocating the line. Ervan Wimberly questioned when they could relocate the line and John Kehn said he did not know. Mr. Kehn said they would have to workwith the gas company engineering department on relocating the line and they could give Dr. Hays an estimate of the cost. John Kehn also requested a 20 foot easement parallel and adjacent to Highway 71. S. Dick Shaw (Southwestern Bell): Asked for a 20 foot easement from the northeast . corner of the property all the way to the west property line. He also asked that they have a 2" PVC conduit stubbed into each building on the west side of the buildings. Mr. Shaw asked for a 20 foot easement across the west property line. Plat Review Committee Meeting July 20, 1978 -2- 7. Floyd Hornaday (SWEPCO): Said if the developer wants underground electrical service, he will be required to furnish the conduit. 8. Clyde Terry (Warner Cable): Said he would need 2" PVC conduit parallel with the telephone company, if Dr. Hays wants underground service, but would prefer to go overhead and follow SWEPCO lines. 9. Clayton Powell (Street Superintendent): Requested that the parking lots be designed to drain north to the ditch rather than dump any drainage onto Highway 71. Mr. Powell noted that the future parking with the immediate parking may be congested with only one drive around the building. He said another driveway on the south side would make the flow of traffic more convenient. Ervan Wimberly said it would not be possible to put another drive on the south side because of the amount of fill work they are going to have to do. 10. Wally Brt (Sanitation Superintendent): Ervan Wimberly asked if he could move the trash container to the north of where it is shown on the plat and Wally Brt said that would be o.k. 11. Larry Wood (Planning Consultant): Not present. Recommended closing the two center drives, but said he would be willing to compromise with the developer with closing one of the middle drives. 12. Bobbie Jones (Planning Administrator): Said they do show sufficient parking for Phase I. If the bottom portion of the building is to be used for ware- housing, that use will require Planning Commission approval. If it is used for retail, it would require parking at 1 space for each 200 feet of floor area. Parking for Phase I will have to be completed before the building can be occupied. The parking lot will have to be paved, with either striping or wheel stops. We will need proof that this is a lot of record and has not been split since June 29, 1970. Bobbie Jones said to check with Building Inspector Freeman Wood on the setbacks for the building on the south property line, on the size of the building, and on the proposed fire -rated walls. She said they should also check to see if there would be a building code problem if Dr. Hays was to store cars in the bottom portion of the building. Bobbie Jones agreed with Clayton Powell that there should be a way for the parked cars to get around the building on the south side. Bobbie Jones asked what the grade will be on the front parking lot going to the rear and Ervan Wimberly said he felt it would be about 10%. Each page of the plans will need to have a paragraph provided by the Inspection Office, and either an Arkansas registered engineer or architects stamp. The building floor plan and plumbing and gas riser diagram will need to be approved by the State Board of Health, Building Safety Division. If there is to be any food handling, that will also require approval of the State Board of Health. When the building is completed, you will need to submit an as -built plot plan. _ Any signs will need to be approved by John Dietzen, Sign Inspector. The Ordinance requires screening between any commercial property and residential property. Screening will be required on the west side of the parking lot. • • • Plat Review Committee Meeting July 20, 1978 Ervan Wimberly said the parking lot will be a lot higher than the adjoining property and an 8 foot high fence would not do any good. He said there is a tree line there which serves as a buffer. Bobbie Jones said the Planning Commission may grant a waiver on this requirement. She said they do have the authority to impose reasonable conditions in granting this waiver, and they 'could require the developer to install landscaping in lieu of the view - obscuring fence. The second item for consideration was AMERICAN AIR FILTER the large scale development plan for Industrial Park American Air Filter Company, to be Large Scale Development located on Lot 7 in the Industrial Park. - Harry Hawkins was present representing American Air Filter Company. Bobbie Jones acknowledged a memo to American Air Filter Company from Harold Lieberenz dated July 18, 1978. 1. Clayton Powell (Street Superintendent): Said he would need a copy of the agreements made by the Chamber of Commerce and the Industrial Park Committee and the American Air Filter Company. Mr. Powell noted that when Armstrong Road was constructed, it was to be the only paved road in the Industrial Park. Mr. Powell noted that this property abuts Pump Station Road, and it is a substandard road. He said they would have to work out the railroad spur with the Frisco Railroad. He _noted that there are no street lights or sidewalks on Armstrong. The size of the driveway tiles will have to be computed by an engineer. Clayton Powell requested head walls on both ends of the culverts. He also asked that they not empty the parking lot drainage on to the street surface Mr. Hawkins said he did not have a copy of the agreement with him, but his company does have a copy of it. He said the railroad plans have been submitted to Frisco Railroad at St. Louis for approval. He said they have shown head walls on both ends of the culverts on the plans. Harry Hawkins said it is their understanding that American Air Filter will not have to participate in the paving of Pump Station Road. He said it was also their understanding that money for improvements was included in the sale price of the property: Clayton Powell said he would like to see a copy of the topography map and would like to know the tile sizing. He also said they would need to obtain a permit for a curb cut and driveway. Mr. Powell also asked that the Subdivision Committee and Planning Commission address the issue of street lights and sidewalks on Pump Station Road. 2. Donnie Osburn (Water Meter Superintendent): Mr. Hawkins said they will not _ have any production equipment which requires water. The only water needed will be for the rest rooms. Mr. Osburn said there will need to be temporary house numbers on the building before they may get temporary water and they will need to put up permanent numbers either on the building or fence before getting permanent water service. 3. Wally Brt (Sanitation Superintendent): Mr. Hawkins said phey would have a lot of waste. He said it will be mostly fiberglass, and they will have to compact it. Wally Brt suggested they get a dumpster with a compactor. He said the City would haul the trash as long as they will not have large pieces of metal. • • Plat Review Committee Meeting July 20, 1978 -4- Mr. Brt said their trucks can lift up to 10,000 pounds. Mr. Hawkins said they • plan to sit the compactor on the south end of the building. Wally Brt asked that they widen the south drive from 22 feet to 30 feet. 4. Larry Poage (Fire Inspector): Agreed with Mr. Brt that the driveway should be widened to 30 feet. He said the building would need to be sprinkled. 5. Don Bunn (City Engineer): Mr. Bunn said the contractor will need to get with him on connecting to the water which is on the front. The sewer is shown to be outside the street right of way on the south. If it is, an easement to cover this sewer will need to be given to the City. The 200 feet or so of sewer coming from the south to where it turns back west will be a public sewer. Where it turns back to the west will be private. _ 6. John Kehn (Arkansas Western Gas): Mr. Kehn requested that the meter be placed outside the fenced area and also suggested that they use a 3" line rather than the. 21" line shown. He said they can serve them with 15 lbs. pressure. Mr. Kehn said they would need to contact the gas company when they do any driveway work. Mr. Hawkins said they will have to cut down about 4 feet and refill for the driveway. Mr. Kehn said he felt the gas line is about 36" deep is that area, and American Air Filter would need to contact them to locate the line before doing any work. 7. Dick Shaw (Southwestern Bell): Mr. Shaw said the telephone lines are only about 24" deep and asked that the contractor contact the telephone company before doing any grading. He said they would need to locate their lines. Dick Shaw said they would request steel pipe from the bldg. all the way out to within 5 feet of the pole when it is relocated. Mr. Shaw questioned what the telephone requirements would be and Mr. Hawkins said he felt they would need four or five lines. Mr. Shaw said he would need a 3 x 4 ft. sheet of plywood with 110 outlet and a place to ground it. Mr. Hawkins said this has already been provided. Mr. Shaw asked if there would be lift -out ceilings and Mr. Hawkins said "yes". Mr. Shaw suggested that they go ahead and run 1.' conduit from the rooms to the plywood board. 8. Floyd Hornaday (SWEPCO): Said they will provide electrical service from the south property line. Mr. Hornaday said the location for the riser pole on the west end looks fine, but they would like to relocate the next pole about 60 feet. Mr. Hornaday said that on the south side, they will need to set their pole right inside the curb line if the curb line is going to abut the 100 foot railroad right-of-way. 9. Clyde Terry (Warner Cable): Mr. Hawkins said they do not request t.v. cable seevice. 10. Bobbie Jones (Planning Administrator): Show the parking area as paved. It will have to be paved before the building is ready for occupancy. Bobbie Jones asked for a revision by August 7 in order to go to the Planning Commission on August 14. The revision should show the 30 foot drive and the location of the trash compactor and dumpster. Future phases will have to go back through the same process as this large scale development. The floor plan and plumbing riser diagram will need to be submitted to the State Board of Health for approval. We will need an as -built plan after the building is finished. The Planning Commission does have the authority to require upgrading of the abutting streets. Plat Review Committee Meeting July 2O 19.78 The third item for discussion was a large scale development plan for Lot 21 of LOT 2'1, GLENDALE ADDITION Glendale Addition, located south of Highway Planned Unit Development 45 and east of Highway 265; Dale Holland, developer. This is a Planned Unit Development. Mr. Holland explained that he is not sure yet if he is going to process this as a Planned Unit Development. He said he wants flexibility in what he puts on the lots. He has shown quadruplexes, but may change to duplexes or single -family on some of the lots. He said his plans now are to retain ownership of the entire parcel. Bobbie Jones said she felt he should go ahead and process this as a Planned Unit Development in case he ever wants to sell any of the lots. Dale Holland and Jim Vizzier were present to represent. 1. Clayton Powell (Street Superintendent): Whipporwill Lane has adequate right-of-way but does not have any storm drainage. Mr. Powell said he would like the Subdivision Committee to address this question and the question of sidewalks. Mr. Powell said the Street Department is having extreme difficulty with private streets. He noted that the medians will need to be owned and maintained by the developer or the Property Owner's Association. He asked for an 8 foot wide concrete swale separating the private street and the public street. Mr. Powell said all drainage should be taken to the back of the property or if the developer wants to storm drain Whipporwill, he could take -the drainage to Whipporwill. Mr. Powell noted that the topography is severe and in the winter they could not go out and maintain the private drives. He said the plat should be clearly annotated that these are private drives and no public maintenance will be performed. 2. Wally Brt (Sanitation Superintendent): Mr. Brt asked for a letter giving the Sanitation Department permission to travel onto the private drives to pick up the trash. He said the Sanitation Department could not be held responsible for breaking the curbs or medians on the cul-de-sac. He said in order to keep them from breaking the curbs, they would need a 75 foot radius on the culs-de-sac. He recommended that they do go with containers for the quadruplexes but if they go with cans, he could make the turns on a 65 foot radius. Mr. Vizzier questioned if Mr. Brt would object if they %had parking in the center of the culs-de-sac and Mr. Brt said he would not as long as they did not extend out into the area he would need for turning the truck. 3. Donnie Osburn (Water Meter Superintendent): Asked if the water line would be maintained by the City or by the property owner. Don Bunn said if it is to be maintained by the City they will need an easement to cover the line. Donnie Osburn said if it is a private drive, the drive will need to be named and the houses will need to be numbered off,of the drive. The houses must have permanent house numbers on them before permanent water service is installed. 4. Larry Poage (Fire Inspector): Agreed with Wally Brt on widening the radius of the culs-de-sac He said their big trucks would need 65-75 feet to turn in. 5. Don Bunn (City Engineer). Asked if the sewer would be public in the easement shown and Mr. Vizzier said "yes". Mr. Bunn said the sewer outside the easement to the individual buildings would be private. Plat Review Committee Meeting July 2.0:.1478. 6. John Kehn (Arkansas Western Gas): Said the gas company would need an easement to get back behind the units. Mr. Kehn said they could either have individual meters or master meter the building. Mr.Holland said he would probably have individual meters. 7. Dick Shaw (Southwestern Bell): Asked for a 20 foot utility easement going to the buildings. A drawing of this easement is on file in the Planning Office. 8. Floyd Hornaday (SWEPCO): Asked that they designate an additional 5 foot utility easement on the north side to have a total 25 foot easement. Mr. Hornaday said if they want underground service, the developer will be required to furnish the trench. Mr. Hornaday said the developer would need to check the Building Code to see what the minimum separation between the swimming pool and the electrical lines is before building the swimming pool. 9. Clyde Terry (Warner Cable): Mr. Terry said they would serve from Sequoyah Woods. Mr. Terry said they would like to go in the same ditch as the telephone company and Ozarks Electric and will furnish the conduit. 10. Bobbie Jones (Planning Administrator): Said she felt they should go ahead and process this as a Planned Unit Development if they think that is the way they want to go. The parking shown is sufficient. On the preliminary plat you should show individual lots. You could not sell a unit without complying with the Subdivision Regulations. You would either need to lot the areas into blocks and do lot splits on the individual units or not sell any lots until the final plat is filed, showing individual lots. Each lot will need to be 1600 square feet and have at least 20 feet of frontage. Show the land area to be devoted to dwellings drives, recreation, open space, and parking. Show the density per acre. Check the Building Code for special plans for condominium type developments. Each page of the plans for the buildings will need to be stamped by an Arkansas registered engineer or architect, and have a paragraph to be signed by the engineer or architect. You may get this paragraph from the Building Inspection Office. The floor plan and plumbing and gas riser diagram will need to be submitted to the State Board of Health, Building Safety Division for approval. The State Board of Health will also need to approve plans for the swimming pool. �If there will be any kitchen facilities, they will also require approval. The Subdivision Committee and Planning Commission may require upgrading of Whipporwill Street if it is not currently to City standards. You will need to conform to the regulations in Article 8, Section 4 of the Zoning Ordinance concerning private roads. The plat should designate each private drive as'private drive. The covenants should include the provisions for private drives. The covenants will need to be approved by the City Attorney. Show the bearings and distances on Whipporwill. We will need a revision by August 7 to go to the Planning Commission on August 14. Next was a discussion on a request for Linda Street and James Street, located Walnut and between Sycamore and Ash Str Rudy Hatcher was present to answer any closing east of eets. questions. STREET CLOSINGS LINDA STREET $ JAMES STREET • • • Plat Review Committee Meeting July 20, 1978 Rudy Hatcher said they would like to close everything that is not paved. He said they would like to make tandem lots out of Lots 25, 12, and 11. They are planning to retain the existing utility easements. 1. Wally Brt (Sanitation Superintendent): Said the tandem lots would have to have a masonry garbage can holder at the street, either on Walnut or Rayview. 2. Clayton Powell (Street Superintendent): Mr. Powell was very concerned about the drainage which comes down across this property and floods the property to the west. He said if the Planning Commission and Board of Directors close Linda and James Streets, he would like the developer to storm drain all the way to the creek. He said he would want the developer to completely storm drain with clean - outs for the drainage. Mr. Powell said he would also have to lay drainage pipe. Mr. Hatcher said what Mr. Powell is requesting would cost $20,000 for the amount of pipe he is requiring and this would make development on the lots unfeasible. Mr. Powell said he would meet with Mr. Hatcher at the site and let him know exactly what would be required. The meeting adjourned at 11:50 A.M. •
