HomeMy WebLinkAbout1978-07-06 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 6, 1978, at 9:00 A. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, Don Bunn, Wally Brt, Donnie Osburn. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, John Kehn, Floyd Hornaday. OTHERS PRESENT: Wayne Jones, Ken Stockton. The first item for discussion was a request submitted by the City, in cooperation with the school system, to close a portion of Delaware Street, Buchanan Avenue, Treadwell Street, and Ohio Street. Wayne Jones, McClelland Engineers, was present to represent. CLOSING OF STREETS NEAR YOUTH CENTER 1. Clayton Powell (Street Superintendent): Said none of these streets have ever been improved and he is all for closing them. He said he wishes that Treadwell would be closed back to Duncan. 2. Larry Poage (Fire Department): No comments. 3. Don Bunn (City Engineer): Said he doesn't have any objections to closing of the streets. They do have several sewer lines there and asked that they retain a utility easement to cover those lines. 4. Clyde Terry (Warner Cable): No objections. S. Floyd Hornaday (SWEPCO): No objections. 6. Dick Shaw (Southwestern Bell): Not present. No objections. 7. John Kehn (Arkansas Western Gas): The gas company has an intermediate gas line coming down the right of way of Delaware into the existing Youth Center building. It also goes under part of the new construction and will have to be relocated. He said they would need a utility easement to cover the relocation of this line but would take it after the line has been relocated. 8. Wally Brt (Sanitation Superintendent): No comments. 9. Bobbie Jones (Planning Administrator): Said she would like to have a plot plan which shows the existing structures and the proposed addition. The maximum buildable area in the P-1 District is 60% of the lot. There is also a 100 foot setback from an adjacent R District for a building which is fully air-conditioned and a 200 foot setback if the building is not fully air-conditioned. These setbacks may be reduced by the Planning Commission. Bobbie Jones said she will need to know how many parking spaces are existing. Bobbie Jones said they would need to talk to the Building Inspector about the distance between the buildings and would need to submit a floor plan and plumbing and gas riser diagram to the State Building Safety Department in Little Rock. She noted that the building inspector would also want to look at the exits. She said that Ohio and Delaware should stop short of the existing Virginia and California Streets to give an additional 5 feet right of way on Virginia and 10 feet right of way on California. Plat Review Committee Meeting July 6, 1978 The second item for discussion was the large RESERVE SUPPLY CO. scale development plan for the Reserve Pettigrew Road Supply Company, located on Pettigrew Road. Large Scale Development Plan Ken Stockton was present to represent. 1. Clayton Powell (Street Superintendent): Said the problem with this area is that there is no dedicated public street west of Garland Avenue. There is only a 20 foot easement dedication. This street is owned by Frisco Railroad and they have not made any improvements to the street. Mr. Powell noted that there are multiple drainage problems there, and the tenants there do not cooperate with each other in trying to improve the problem. Mr. Stockton said he wants to continue what he is now doing at the large warehouse and acquire the designated lease on the north side of Pettigrew for a storage building. He noted that Pettigrew has been used as a street for a long time, and is aware of the drainage problem. He noted that some of the land in the area is in the flood plain, and the elevation for his proposed building is 1230 feet. Clayton Powell said he has tried to correct the drainage problems there but can't. He stated that he could not justify spending public money to improve private roads. He said if the railroad and the leasees want to build the street to City standards and dedicate it, the City would take it over and maintain it. 2. Wally Brt (Sanitation Superintendent): Said they would provide sanitation service if requested. He said they could not take construction material, including boards more than 2 feet long. He said if they want to sort out the lumber and large metal pieces, the Sanitation trucks would be glad to pick up the other trash. 3. Donnie Osburn (Water Meter Superintendent): Asked if they would require water • service or fire protection, and Mr. Stockton said "no". Donnie Osburn said there is a water hydrant near the property. He said there was a water tap taken out on the house which used to be on the property several years ago and that may still be there. He said if they ever do want water, they will need to put permanent house numbers on the building. • 4. Larry Poage (Fire Department): No comments. 5. Don Bunn (City Engineer): Said there is an 8" and a 6" water line north of this property, which will need to be located before any building is started. There is a 25 foot building setback from the center line of a public easement. Mr. Bunn said if they ever want sewer service, it is available. He said he would check to see if there are any easements covering the water lines, if not, they will need to set back 15 feet from the water line with their building. 6. Clyde Terry (Warner Cable) Mr. Stockton said they would not request cable. 7. Floyd Hornaday (SWEPCO):Mr. Stockton said they would not need electric service. Mr. Hornaday said electric service is available at the road if they do need it. 8. John Kehn (Arkansas Western Gas): There is an existing gas line on the north side of the road. If they ever request service, it is available. 9. Bobbie Jones (Planning Administrator): This will go to the Subdivision Committee on July 24, 1978. The meeting adjourned at 10:30 A.M.
