A meeting of the Fayetteville Plat Review Committee was held on June 1, 1978, at 9:00
A. M., in the Board of Directors Room, City Administration Building, Fayetteville,
Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Don Bunn, Wally Brt,
Clayton Powell, Donnie Osburn.
UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Kenneth Wagner, Roy Hawkins.
DEVELOPERS and/or ENGINEERS PRESENT: Michael Green, Delvin Nation.
The only item for consideration was the Continuing
Education Center to be located at the northeast corner
of Center and East Streets.
Delvin Nation and Michael Green were present to represent.

Center $ East Streets
Clayton Powell (Street Superintendent): Said he cannot add anything constructive since
the Master Street Plan has been reduced to the bare minimum widths in this area.
Roy Hawkins (Southwestern Bell Telephone Co.): Asked for two 4" galvanized steel
pipes for the entrances to tie into the wall so he can bring the lines to the
manhole. He also asked for a 4 ft. x 8 ft. plywood board to be mounted on the
wall of the mechanical room to terminate all his feeder equipment.
Mr. Hawkins said the main feeder in the east alley running north/south will have to
be retained. He said he is very concerned about the status of the existing alleys.
The telephone company felt they would have to have the alleys designated as utility
easements as well as public walkway.. Mr. Hawkins said they would have to feed and
maintain the new buildings from these alleys. He stated that now there are exist-
ing pole lines there which will be changed to underground service.
Mr. Hawkins requested that the City give him a letter allowing the telephone company
to place and maintain their utilities in the alley.
Mr. Hawkins asked that they run a 4" sleeve from the mechanical room to a mechanical
room on each floor, and mount a 4 ft. x 8 ft. sheet of plywood on one wall of each
mechanical room.
Mr. Hawkins said he could work in an underground tunnel but stated that the tunnel
should be the first thing constructed. He said he would work with the developer
on the possibility of closing the alley on the north side.
3. Kenneth Wagner (Arkansas Western Gas): Said they have a gas line in the north/south
alley which is within 2 or 3 feet of the wall of the old building, from that line,
there is a line running east/west across the road which ties in to Mcllroy Bank. He
said it would be hard to determine where they could relocate those lines (if needed)
until they see a plan of the entire area down to Meadow Street. One of these lines
is an 8 inch line and one is a 6 inch line. Service could come from either of these
lines. Mr. Wagner said the gas company engineering department will have to say if
the gas line can be relocated and where it should be relocated to. He noted that
the 6 inch line is a loop around the square.
4. Clyde Terry (Warner Cable): Asked for a 2" PVC pipe from the mechanical room out
to the alley so he can get parallel with the telephone company. He also requested a
2 -ft.. sq.. :board mounted in the mechanical room. Mr.Terry asked for a 2" PVC conduit
up to each mechanical room on the upper floors. He said they would either need to
extend conduit into each room from the mechanical room or put the cable in before

the walls and ceiling are finished. Mr, Nation indicated they would stub out
in the ceiling for each outlet. Mr. Terry said they would need to maintain
the alley running east from the north/south alley for a utility easement.
Mr. Terry said they would need to have junction boxes outside the underground
tunnel in the alley to keep their equipment from getting wet.
5. Wally Brt (Sanitation Superintendent): Asked that they widen the radius about
10 feet on the south side of the driveway so they will have a total about 75
foot radius for sanitation services. He asked that they put the container on
a 12 x 15 foot pad, and place it at a slight angle. He said they may screen on
three sides if they wish, but leave the front 15 feet open.
6. Don Bunn (City Engineer): Said they have water and sewer lines in the east/west
alley on the north side. He said the 6" sewer line presently dead ends in the
alley and it should be adequate to serve the buildings on both sides of the alley.
This line connects to a north/south line in East Street. He said sewer could be
terminated further up in the alley.
Mr. Bunn stated that there is a 6" water line coming off of East Street back
down the alley and tying into another 6" line which continues north in the
alley to Meadow Street and then on to College. He said if they have to, they
may be able -to abandon the water line in the east/west alley. Don Bunn asked
if they would have a sprinkler system for fire protection and Mike Green said
they would. Don Bunn said the 6" water line could also be used for the
sprinkler system.
Don Bunn said they would like to have the meter pit outside the building.
Mike Green questioned if they could use a remote and Donnie Osburn said he
would rather they put a meter outside. He asked that they bring him a copy
of the plans and show him the architect's estimated GPM demand so he can
determine what size meter they will need. Don Bunn suggested they put the
meter pit at the end of the alley proposed to be closed (coming off East
Street). Don Osburn asked that they have a separate line for a fire line and
keep the fire line out of the meter pit.
7. Floyd Hornaday (SWEPCO): Not present. Asked that the two alleys be reserved
as utility easements. He said they presently have overhead utility service in
both alleys but will plan to putthose lines underground. He said he would like
to see the final grade calculations.
8. Bobbie Jones (Planning Administrator): Only the City Board of Directors can
authorize you to build over a platted alley or authorize you to close the alley.
If the alleys are not closed, the Zoning Ordinance requires an 8 foot setback
from the alley. This may only be waived by the Board of Adjustment.
Bobbie Jones asked what the total square footage of the building would be and
Delvin Nation said it would be 50,000 square feet. Bobbie Jones said they will
have to meet parking requirements. She thought this may be handled in the park-
ing garage. She noted that the zoning ordinance states that they would have to
1) give the City property within 1,000 feet of the property to be developed
as parking; 2) develop within 1,000 feet of the property the same number of park-
ing spaces to be used as parking, or 3) provide on-site parking.
Delvin Nation said he thought the parking garage would be used to take care of
this.
Bobbie Jones said Mr. Lieberenz has not finished checking the plans yet but would
submit written comments to the developer.
Bobbie Jones said if there is to be any food handling, they will need approval of
the State Board of Health.

The setback for the building from the street right of way is 5 feet without
a sidewalk and 0 feet with a sidewalk. Delvin Nation said they are planning
to rebuild the sidewalk.
Bobbie Jones said the alley situation and the parking should be straightened
out before the building permit is issued.
Bobbie Jones said she felt anything along the drive should be less than 30"
high so it will not obstruct vision for pedestrian or vehicular. traffic. She
asked that they submit elevations for the drive which the service trucks will
use so she can try to determine if she feels it will impede vision. She said
they would not be allowed to back out onto the street with the service vehicles.
She noted that they would need to conform to Article 8, Section 8, and Article 8,
Section 2 of the Zoning Ordinance. The backing out onto the right of way may be
appealed to the Board of Adjustment
