HomeMy WebLinkAbout1978-05-11 Minutes• MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 11, 1978, at 9:00 A. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Wally Brt, Clayton Powell, Donnie Osburn, Larry Poage, Don Bunn. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Dick Shaw, Floyd Hornaday, Jimmy Crownover, Kenneth Wagner. DEVELOPERS and/or ENGINEERS PRESENT: Wade Bishop, Harold Wescott, Gilford Heckathorn. Patty Clifton. The first item for discussion was the preliminary plat of Heritage East Subdivision, located north of Highway 16 East and west of Happy Hollow Road; Wade Bishop, developer. Wade Bishop and Harold Wescott were present to represent. HERITAGE EAST Hwy. 16 E. & Happy Hollow Preliminary Plat 1. Clayton Powell (Street Superintendent): Questioned the status of Fairlane Drive. He noted that at the Planning Commission meeting, they refused to close this portion of Fairlane and allow the developer to move the street to the south. He said they may need storm drainage beginning between Lots 1 and 2, B1, 2, drop inlets on each side of the street, and continue east on Sandy Lane between Lots 22 and 21 on each side of Nelson Drive and Lots 22 and 21 on Emily Drive. He said all of the drainage should be carried out the southeast semi cul-de-sac to the drainage ditch along Highway 16 East, with the exception of Evelyn Circle. He said there would have to be a drainage easement to the east there to get the water from the cul-de-sac to the ditch on Highway 16 East. He said that could be either a concrete lined ditch between Lots 23 and 24 or storm drained. Wade Bishop asked if they could try to work the drainage between Lots 21 and 22 back down the easement. Clayton Powell said the developer would need to contact the adjoining property owners to see if they could get their permission to extend the drainage easement to that point. He felt they should be willing to cooperate since the drainage naturally goes that way. Wade Bishop said he understood that the property owners to the north would be willing to participate in paving the street (Fairlane) but he does not know when they would get it paved. Bobbie Jones asked if the developer is still planning to construct the street from Emily to Happy Hollow Road and Mr. Bishop said he would like to. Bobbie Jones said it would be about 500 feet. Clayton Powell felt it would be desirable to have this portion constructed. Mr. Bishop said he would like to form a street improvement district for this. 2. Don Osburn (Meter Department Superintendent): Asked if this would be all single-family and Mr. Bishop said "yes". Don Osburn asked if the water line would be in front of the lots and Mr. Bishop said "yes". He also asked that they consider chan'gin•g the name of Sandy Lane since there is a Sandy in the growth area. Mr. Bishop asked if he could change it to Sandy Drive. Mr. Osburn said he would work with Mr. Bishop on the name of the street. 3. Larry Poage (Fire Department): No comments. • • • Plat Review Committee Meeting May 11, 1978 4. Wally Brt (Sanitation Superintendent): If Fairlane is not going to be constructed at this time, he will need a temporary cul-de-sac at the end of Sherman and Nelson Streets. Mr. Bishop asked if this could be graveled and Clayton Powell said they would require it to be asphalt. 5. James Crownover (Ozarks Electric): Asked if they plan to go underground and Mr. Bishop said "yes". Mr. Crownover asked for a 20 foot utility easement between Lots 12 and 13, Block 4, Lots 10 and 13, Block 3, and between Lots 10 and 11, Block 2. Mr. Crownover questioned what the restrictions would be in the 100 foot SWEPCO easement. Mr. Hornaday said they would designate 25 feet either on the east or west side for any underground utilities. Mr. Crownover said they would prefer to have the easement on the east side of the SWEPCO restrictive easement. 6. Kenneth Wagner (Arkansas Western Gas): Said they will use the 25 foot easement on the east side of the SWEPCO easement. Mr. Wagner said they will not need the easement on the west side of Lot 28, Block 1. 7. Clyde Terry (Warner Cable) Easements are sufficient. 8. Dick Shaw (Southwestern Bell): Easements are sufficient. 9. Floyd Hornaday (SWEPCO): Said they would designate their 100 foot easement as SWEPCO restrictive easement, with the east 25 feet subject to underground utilities only. 10. Don Bunn (City Engineer): Said there has been a sewer line extension under Happy Hollow Road to the south of this property. He asked if the engineer has checked the elevation of that sewer to see if they can hook on. He asked that they try to connect on to that extension if possible. Said if they plan to put sewer in a utility easement, they will need to increase the size of the utility easement. Mr. Bunn asked that they put in all utility crossings before putting in curb and gutter. 11. Bobbie Jones (Planning Administrator): Dimension the right of way of Curtis Avenue. Mr. Wescott said they are waiting for the abstract and then will show that. Designate the Point of Beginning. On the final plat, put a concrete monument at each subdivision corner and pins at each lot line and where curves break. You will need a waiver on the distance between street lights on each of the north/south streets where they intersect with Sandy Lane to permit 325 feet between the lights. You do not have a street light shown where Sandy will intersect with Curtis. Bobbie Jones said she feels they will need one there unless this is waived by the Planning Commission. She said they may also need one at the west end of Fairlane. Which side of Fairlane will sidewalks be on? Sidewalks must be extended all the way around the cul-de-sac Verify that all lots are 70 feet wide at the 25 foot building setback line. The Planning Office must have proof of notification of adjoining property owners before the Planning Commission can approve the preliminary plat. This includes property owners•across the street. Add the zoning district-- R-1, Low Density Residential. If there will be any protective covenants, the Planning Office will need a copy. If not, the plat should reflect "none". The Planning Commission will need to waive the intervals on the topography; waive street light spacing in three instances to permit 325 feet between lights; if sidewalks are not extended all the way around the cul-de-sac, the Planning Commission will need to waive that. Plat Review Committee Meeting May 11, 1978 We will need a revision by May 15, noon, to go to the Planning Commission on May 22. If the scale is not reduced to 1" = 200', the Planning Commission will need to waive the scale on the preliminary plat. The second item for discussion was the amendment to the large scale development plan of Gilford Heckathorn, for mini warehouses to be located on Birch Street. Mr. Heckathorn was present to represent. GILFORD HECKATHORN Large Scale Development Birch Street 1. Don Osburn (Meter Dept. Superintendent): Asked if they would need water service. Mr. Heckathorn said the only building they would need water service for is the office building. 2. Clayton Powell (Street Superintendent): Mr. Heckathorn said he would need an additional driveway on Birch Street. Clayton Powell said he is concerned about the driveway and c about the drainage problem. He said he is also concerned about the gravel parking lot. He said he would have to reserve further comments until he can go out and look at the property. 3. Wally Brt (Sanitation Superintendent): Asked if they would need any trash removal and Mr. Heckathorn said "no". Mr. Heckathorn said he will only need utility services to the office and not to any of the warehouses. 4. Kenneth Wagner (Arkansas Western Gas): Said they have a gas line on Ash which can be used to serve the office building. 5. Clyde Terry (Warner Cable):Said they will be able to serve the office building when the lines they are putting in are completed. 6. Dick Shaw (Southwestern Bell): Service is available for the office building. 7. Floyd Hornaday (SWEPCO): Service is available from Birch. 8. Bobbie Jones (Planning Administrator): After you have worked out the driveway location with Clayton Powell, show the location of the plat. This will need to be worked out before going to the Planning Commission. The buildings shown on the railroad right of way are subject to railroad approval. You will need one parking space for each 1,000 square feet of building space. If you need any signs, you will need to have them approved by the sign inspector. You will also need paved parking for the office building. If any of the area between the office building and warehouses is to be used for storage, it will need to be screened around the storage. The last item for consideration was the large scale development plan for Hyland Park Assembly of God Church, located on Highway 265, north of Hyland Park Subdivision. Patty Clifton was present to represent the church. HYLAND PARK ASSEMBLY OF GOD Highway 265 Large Scale Development 1. Donnie Osburn (Meter Department Superintendent): Said to check to see if there has already been a water tap made on this property by the previous owner. Said when they are ready for temporary water, they will need to have the site card up. When they are ready for permanent service, they will need to have permanent numbers on the building. Plat Review Committee Meeting May 11, 1978 2. Clayton Powell (Street Superintendent): Highway 265 should have 80 feet right of way. It appears in the plat book to only have 60 feet. It would require an additional 10 feet right of way from this property. Mr. Powell asked that the paved parking lot drainage not be emptied into the state highway. It should be picked up at the culverts and dropped into the existing drainage ditches. 3. Wally Brt (Sanitation Superintendent): You will need a 20 foot radius on the driveway. He asked for a letter giving them permission to travel onto the driveway and parking lot to pick up trash. The location of the container is fine. Wally Brt suggested that they allow enough room for the packer truck to go back in the parking lot to turn around. He said he would like to have 30 feet. 4. Kenneth Wagner (Arkansas Western Gas): Said they have a gas line in the easement to the south of this property. 5. Clyde Terry (Warner Cable): Asked if they will request t.v. service and Clifton said "no". Mr. Terry said if they decide to have t.v. cable, be to contact him so they can provide conduit into the building. 6. Dick Shaw (Southwestern Bell): Asked for a p from the mechanical room to the south propert in the conduit. Mr. Shaw suggested they may want to get with. if they want conduit from the office area to would avoid having exposed wires. Don Bunn (City Engineer): There is a 12 inch water line in the front of the property. Sewer is available at the southwest corner of this property. 8. Floyd Hornaday (SWEPCO): Said they have underground electrical service along the south property line. He said they need 2" PVC Schedule 40 conduit from the transformer at the building to the south property line. 9. Bobbie Jones (Planning Administrator): The required screening from R-1 uses is shown. The parking lot must be paved before the•building is occupied. We will need an as -built plot plan after the building is finished showing where individual utilities are located. If there is only 60 feet right of way we will need an additional 10 feet across the front of this property. The Subdivision Committee could require that you install curb and gutter and upgrade Highway 265 for the portion fronting your property. Any sign must be approved by the sign inspector. 'We will need a revision by May 15 to go to the Planning Commission on May 22. Clayton Powell gave each of the utility companies engineering plans and profiles for construction of the following streets: Montgomery, Irene, Alta, Greenwood, Sligo and Combs. He asked that if they will have any problems putting in street crossings before the streets are completed, that they get in touch with him. The meeting adjourned at 11:10 A.M.
