MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Plat Review Committee was held on Thursday, May 5, 1978, at
9:00 A. M., in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Clayton Powell, Don Bunn, Angie Medlock, Bobbie Jones.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Clyde Terry, James Crownover,
Floyd Hornaday, John Kehn.
The only item for discussion was a request STREET CUTS ON
by the City Board of Directors that Clayton CITY STREETS
Powell talk to the utility representatives about
street cuts on streets which the City is planning improvements on during the next
year. He gave them a list of streets which are planned for improvements.
Clayton Powell explained that the purpose of the meeting is so that the utility
companies will be aware of what streets will be overlayed. Mr. Powell said the
street committee of the Board of Directors wants all utilities installed before
they do any maintenance on the streets. He said the street committee is
concerned about utility cuts on Township between Old Wire Road and College
Avenue. He noted that there are several vacant lots in that area and asked
that the utility companies extendserviceconnections to those lots before the
streets are overlayed. Mr. Powell stated that no streets, except Township,
Leverett, two segments of Johnson Road, and Beechwood Avenue, may be
overlayed until they know if the City sales tax will pass.
Mr. Powell stated that all of the existing utility cuts are also a problem. He
said the telephone company has been putting all of their lines underground. He
said Fayetteville Tree $ Trench___, _Inc:. has done their utility cuts and
have done a magnificient job.
Mr. Powell stated that he is supposed to make a recommendation to the City
Board of Directors on whether the individual utility companies want the City
to repair the utility cuts or if they prefer to do it themselves.
Dick Shaw said the telephone company would handle their own cuts. Mr. Shaw
questioned if they would be widening any of the streets and Clayton Powell said
he is not sure at this time.
Clayton Powell asked John Kehn if the gas company would want to continue repairing
their own street cuts and John Kehn said he thought they would like to keep close
contact on their cuts and do them themselves. He felt the problem would be
where the gas company responsibility would end and the City responsibility begin,
if the gas company cuts the street and backfills and the City overlays it.
He also noted that they may have to go back into the street to make repairs at
some time. He said it is cheaper on the gas company to bore under the street
than to cut it, but they cannot always bore under. Clayton Powell agreed that
it probably would be better to let the responsibility of repairing the cuts be
solely the responsibility of the utility companies. Mr. Powell said he would
like to have some detail cost data on what they pay to have the streets cut and
repaired but the utility companies pointed out that each street cut isdifferent
and it would be hard to come up with even a reasonable estimate.
Mr. Powell said next week he would have street plans on Montgomery, Greenwood,
Alta, Irene, Sligo, and possibly Farmer's Drive for the utility companies.
Mr. Powell requested that the utility companies make any needed utility cuts on
Leverett at this time before the City begins improvements on Leverett. He said
his plans how are to excavate 6" deep from North Street to Sycamore, stabilize
the existing sub -base and concrete between existing curbs and gutter.
