A meeting of the Plat Review Committee was held on Thursday, April 27, 1978,
at 9:00, in the City Administration Building, Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, Larry
Poage, Donnie Osburn, Bruce Kendall.
UTILITY REPRESENTATIVES PRESENT: Floyd Hornaday, James Crownover, Kenneth Wagner,
Dick Shaw, Clyde Terry.
DEVELOPERS and/or ENGINEERS PRESENT: Ray McElhaney, Earl Hinkle, Rick Cowdrey,
Jim Stephens, Jim Lindsey, Gary Carnahan.
The first item for discussion was the L.A. BRUSH MFG.
L. A. Brush Manufacturing large scale Large Scale Development
development plan, to be located in the Industrial Park
Industrial Park.
Ray McElhaney and Earl Hinkle were present to represent the development.
1. Clayton Powell (Street Superintendent): Asked if they plan to construct the
street shown coming off of Armstrong to city standards. Mr. McElhaney said they
plan to dedicate the right of way but they will not be building the street.
Clayton Powell noted that the Industrial Park property, as originally platted,
only contained one improved street -=Armstrong. He said Pump Station Road is the
only other road in the Industrial Park at this time. Mr. Powell said if they
want to reserve right of way for the new street, that will be fine with him.
Clayton Powell said the drainage will require a 24" tile for this development.
The driveway width is shown as 40 feet, which is the maximum.
Both Armstrong and Highway 16 have adequate right of way. Mr. Powell said
if the Fayetteville Industrial Foundation wants to reserve right of way for a
street and does not want this development to enter into a contract for improving
the street, that is o.k. with him.
2. Larry Poage (Fire Department): No comments. Ray McElhaney said the building
will be sprinkled.
3. Floyd Hornaday (SWEPCO): Overhead service is available coming from Highway 16
to the east side of Armstrong. The closest point of service is on the north-
east corner and SWEPCO can take it from there either overhead or underground.
If the developer wishes to go underground, SWEPCO will furnish service to the
bottom of the pole and the developer will be required to extend it from there.
4. Dick Shaw (Southwestern Bell): Asked where the office space will be and Mr.
McElhaney said it would be at the northeast corner of the building. Mr. Shaw
asked if they could build him a small place behind the office for his telephone
board and Mr. McElhaney said they would. Mr. Shaw asked for a 4 x 4 x 3/4" sheet
of plywood mounted on the wall, and said he would need a 2" PVC running from
the base of that sheet in a long sweeping 90 to the property line.
S. Kenneth Wagner (Arkansas Western Gas): Gas is available on three sides.
There is also a high-pressure line to the south.
6. Clyde Terry (Warner Cable): Said they do not have cable available at this
time in that area. If the developer wishes to have cable, he will be requested
to participate in the cost.

7. Don Bunn (City Engineer): Water and sewer are available in the Industrial Park.
8. Donnie Osburn (Water Department Superintendent): Asked what size line they will
extend and Ray McElhaney said it would be a 11/2" line for regular water service.
Mr. Osburn said they would need to have a site card up when they are ready for
temporary service and willf.need to have permanent numbers up when they are ready
to occupy the buildings. Ray McElhaney said they would like to have a water
hydrant placed within 200 feet of their building. Donnie Osburn said they
would need to check with the City Engineer on this.
9. Bobbie Jones (Planning Administrator): Gave the developer a copy of Ordinance
1663 which states
That no building permit shall be issued by the Building Inspector
for the erection of alteration of any building(s) or structure(s)
on lands known as the Fayetteville Industrial Park unless the
applicant submits a plat and/or plans in duplicate drawn to scale,
indicatingthat the finish floor elevation of such building(s) or
structure(s) will be built at a minimum of 1193 feet above mean
sea level.
That it shall be unlawful for any tenant or occupant of the
Fayetteville Industrial Park to erect or alter any building(s)
or structure(s) to the extent that the finish floor elevation
is less than 1193 feet above mean sea level.
Bobbie Jones noted that if this property is in the flood plain, there may be
additional requirements. Mr. Hinkel said he did not feel this is in the flood
plain.
Bobbie Jones asked if the proposed street is in between this property and the
adjoining property and Mr. McElhaney said "yes". Bobbie Jones said they do
need to approve a lot split, unless this is the balance of Lot 4. She said
this is the last split which the Planning Office can approve on Lot 4. Any
further splits on Lot 4 will need to be done with a subdivision plat.
Bobbie Jones said they would probably have to build a street to get to the property
behind Packaging Specialties. She stated that this street would have to be
built to City street standards unless it is a private drive.
Show the parking spaces as being paved. The manufacturing part of the plant
requires 1. space for each 1200 sqaare feet, the warehouse portion will require
1 for each 1000 square feet of floor area, and the office will need 1 space for
each 300 square feet of floor area. She asked for a breakdown of the useage
of the plant. Mr. McElhaney said the office space would be approximately 800
square feet. He said the manufacturing portion would be about half of the
plant. Bobbie Jones asked that they provide two more parking spaces.
Bobbie Jones quoted Article 7, Section 15 of the Zoning Ordinance which states
that
The first ten feet of depth of required front yards (in Industrial
Parks) and of required rear yards facing a street and the first ten
feet of width of a required exterior yard shall be permanently
maintained in suitable landscaping, a plat of the design of which
shall be filed with the Planning, Administrator prior to the issuance
of the building permit.
All open portions of any lot shall have adequate grading and drainage,
and shall be continuously maintained in a dust -free condition, by
suitable landscaping with trees, shrubs, or planted ground cover,
or by paving with asphaltic concrete, rock, portland cement, concrete,
or other resilient materials.

Bobbie_Jones said they would need a driveway permit for the driveway,
and a permit for any sign they wish to put up.
Each page of the plans will need to be stamped with an Arkansas registered
engineer or architects stamp. Upon completion of the building and before it
is occupied, the Planning Office will need an as -built plot plan showing
individual utility lines into the building. Also, the parking must be
paved before the building is occupied.
This will go to the Subdivision Committee on May 8.
10. Wally Brt (Sanitation Superintendent): Not present. The location of the
container pad is o.k. The pad should be 12 ( 15 and may be enclosed on
three sides, however, the front 15 feet should be left open.
The next item for consideration was the WESTWOOD SUBDIVISION
final plat of Westwood Subdivision Final Plat
located West of Sang Avenue and S. of Cleveland 8 W. of Sang
south of Cleveland.
Rick Cowdrey and Jim Stephens were present to represent the plat.
1. Donnie Osburn (Water Department Superintendent): Asked if all lots would
face onto Loren Drive and Rick Cowdrey said "yes". Don Osburn asked if it
would be all single-family and Mr. Cowdrey said "yes". Donnie Osburn
asked if the street could be named North Loren Ciicle,West Loren Circle,
and South Loren Circle and Bobbie Jones said she would check with Mr. Lieberenz
to see how they could number the houses Mr Osburn said he would like
for the streets to be designated as north, west, and south to save confusion.
Rick Cowdrey suggested that they use consecutive numbers around the entire
street.
Donnie Osburn asked if the water lines would be in the front of the lots
and Rick Cowdrey said "yes".
2. Clayton Powell (Street Superintendent): The additional right of way for
Sang is annotated on the plat. The engineering plans and profiles have
been approved. Clayton Powell said that after they call for a sub -base
inspection, they may request building permits tobe issued.
3. Larry Poage (Fire Department): No comments.
4. James Crownover (SWEPCO): Easements are sufficient. Asked that they make
the street light easements 5 feet on both sides of the lot lines, for a total
10 foot easement.
S. Dick Shaw (Southwestern Bell): Easements are sufficient.
6. Kenneth Wagner (Arkansas Western Gas): Asked if the gas line on the west
side of Sang is in the way of future street widening and Rick Cowdrey said
the gas line is behind the curb. Mr. Wagner said the easements given would
be sufficient for the gas company.
7. Clyde Terry•(Warner Cable): Easements are sufficient. Said they would
try to go in the same trench as SWEPCO.

8. Bobbie Jones (Planning Administrator). Specify in the legend that the side-
walks will be concrete. Also, that the iron pins will be 1" x 30".
A concrete monument should be set at the southwest corner of Lots 18 and 19,
offset at the property line. Also, a concrete monument at the corner of
Sang and Maple (Lot 31, Block 1) offset at the property line. Bobbie Jones
asked if they would want a contract or bond and Mr. Stephens felt they would
want a contract.
Any subdivision sign will heed to be located on private property and must
be approved by the sign inspector, John Dietzen.
9. Wally Brt (Sanitation Superintendent): Not present. No comments.
10. Don Bunn (City Engineer): Not present. No comments.
We will need a revision by May 1 to go to the Planning Commission on May 8.
The last item for discussion was the
preliminary plat of Canvas Mountain
Subdivision located east of Starr
Drive and north of Wyman Road.
Jim Lindsey and Gary Carnahan were present to represent.
CANVAS MOUNTAIN
Preliminary Plat
Starr Dr.: $ Wyman Rd.
1. General Bruce Kendall (County Planning Board): The roads are showing the
required 60 feet right-of-way. The roads will need to be double chip seal.
Bobbie Jones noted that she had a comment submitted by Planning Consultant
Larry Wood who felt consideration should be given to extending both .
Brushstroke Road and Brushstroke Lane to the property lines for future
development. General Kendall said he does not feel the developer should
be required to extend either road to the property lines, because of the
terrain.
2. Clayton Powell (Street Superintendent): Said the similar names shown
for the streets are confusing Gary Carnahan said they would change the
name of Brushstroke Road to Canvas Road and Brushstroke Drive to Mural
Drive. Clayton Powell noted that Canvas Road does exceed the maximum
length for a dead-end street in the City.
Clayton Powell said the final plat should be annotated that if this
subdivision is ever taken into the City, the tandem lot drive on Lot
3, Block 2, will not be eligible for public maintenance.
Label the additional right of way dedication on Lot 4, Block 2 for
Wyman Road. Show that there is 30 feet right of way from the centerline
of Starr Drive.
3. Donnie Osburn (Meter Department Superintendent): Asked that they show
Canvas Road as East Canvas Road. and North Canvas Road Donnie Osburn
asked if the water line would be in front of the lots and Gary Carnahan
said they are not sure yet.
3. Don Bunn (City Engineer): Not present. Said he would like the developer
to work with the City on extending an 8" water line from Wyman Road to
Starr Drive. He indicated the City would be willing to participate in the
cost of oversizing the line. They talked about the possibility of extending
the line through the utility easement in Lot 4 north to the northwest corner(of Lot
and west to Brushstroke Lane, then to Canvas Road and back out to Starr 4)
Drive.

4. Larry Poage (Fire Department): No comments.
5. Floyd Hornaday (SWEPCO): Said the high-voltage.transmission line running
north/south on Starr Drive has a 50 foot easement either side of the center-
line of the poles. Gary Carnahan said he has ..provided for this. He said
the poles are set at the edge of the lots on the east side of Starr Drive.
Floyd Hornaday said they do not have any objections to other utility companies
using this easement as long as they are underground service. This easement
should be designated as utility easement, but a note should be put on the
plat that the utility companies will need permission from SWEPCO to use
the easement.
The 50 foot easement running east/west should be designated as SWEPCO F,
City of Fayetteville easement (Block 2).
6.'. Dick Shaw (Southwestern Bell): The utility easement on the north side of
Lots 13 and 14 should be designated as utility easement. Dick Shaw asked
fora25'_utility easement on the east side of Lot 15.
7. Kenneth Wagner (Arkansas Western Gas): Gas'is not available.

at Huntington Subdivision. Mr. Wagner said he would work with
on trying to extend the gas line to the subdivision.

8. Clyde Terry (Warner Cable): Cable is not available.
9. James Crownover (Ozarks Electric): Jim Lindsey said he felt they would want
overhead service. Mr. Crownover stated that there is overhead service
to John Meason's property. Mr. Crownover asked if they felt Mr. Meason
would give them an easement from his property to their property line. Mr.
Lindsey said he would check with Mr. Meason. Mr. Crownover said he would
not need the easement shown on Lot 20 and Lot 6, Block 1. He said he would,
however, need an easement across Mr. Meason's property.
Mr. Crownover aaked for the following easements: 30 feet to be centered on
the lot lines between Lots 5 and 6, Block 1, Lots 19 and 20, Block 1, and
Lots 21 and 22, Block 1. Also, Lots 1 and 2, Block 2.
10. Bobbie Jones (Planning Administrator):. Identify the easement on Lot 26
as ingress/egress easement. Put a note on the plat that this easement is
to be maintained by the property owner.
We will need to do a lot split for John Meason's property. If you obtain
a utility easement from Mr. Meason, it will need to be shown on the plat,
but it will need to be recorded by.a separate instrument.
Identify Mr. Meason's property more clearly in the legal description and
note that it is not a part of this plat.
Joe Fred Starr Road has been changed to Starr Drive inside the City limits.
Bobbie Jones questioned the grade on the streets.. She asked if the grade
exceeds 15% in a 300 foot strip. Gary Carnahan stated that they have
taken the County Road Superintendent out there and he said the roads would
be acceptable. Bobbie Jones said if the grade is over 15% it will
need to be waived by the Planning Commission.
Dimension the right of way as being 30 feet from the centerline of the road.
Show the point of beginning.

Identify the southwest corner of 23 as being the quarter section corner.
Bobbie Jones said Mr. Carnahan may also want to designate the quarter
quarter corners.
Show iron pins at each lot corner and points :of curvature. Gary Carnahan
said he would show this on the final plat.
The Planning Commission will need to waive the intervals on the topography.
Bobbie Jones asked if there will be protective covenants. If so, it should
be reflected on the plat. The Planning Office will need a copy of the
protective covenants.
Show the proposed use as single-family.on the preliminary plat. This will
not need to be shown on the final plat.
We will need signatures of the adjoining property owners, also, the property
owners across the road. Make sure to get Mr..Meason's signature, too, before
this goes to the Planning Commission for preliminary approval.
Put a note on the plat that Lot 3, Block 2 was approved by the Planning
Commission as a tandem lot at a meeting held on , , and
note that the 2Sifoot strip is to be used as a private drive and utility
easement and the property owner is responsible for the maintenance df
this drive.
This subdivsion will be on septic tanks. Check with the County Sanitarian
to see if you will need to submit percolation data to the State Board of
Health.
Bobbie Jones felt the Planning Commission should waive city street standards
to permit county standards for the interior'streets.
We will need a revision by May 1 to go to the Planning Commission on May 8.
The meeting adjourned at 11:30 A. M.

PRELIMINARY AND FINAL PLAT
HWY. 45 and HWY. 265
CLAYTON POWELL (Street Superintendent): Each driveway
will requrie a permit from the Arkansas Highway Department
District Engineer. Minimum driveway culvert size is 18"
inside diameter.
Indicate that the ingress -egress easement on the north
side of Lot 1 Block 1 is not eligible for City maintenance
and will not be eligible until it meets City street standards
and is dedicated to the City.

division off of a 12 inch line along the east side of Hwy.
265. The water line is in a 25 foot easement on the west
side of the lots.
SEWER: Two sewer lines cross the property and each lot is
touched by at leastone of the sewer lines. One of the lines
(the north one) is existing and the other is expected to bet.
completed within 60 days. Both of the lines tie into an exist-
ing force main and cannot be utliized below elevation 1400 or so.
All of this property is below that elevation, so none of the
lots can be sewered at this time. I am proposing that a gravity
sewer be constructed by the City in 1978, which would pick up
the two sewers crossing this property and would make them usable.
If the project is approved, the work would probably not be com-
pleted until thesummer of 1979.
EASEMENTS: I would request: that the ingress -egress easement
be either shown as aided--icatedFlroadway:- or that it be designated
as a utility easement also. In addition., the 20 foot easement
off of the south side of Lot 4, Block 2 should be a 25' utility
easement and shown as such.

Cable will be extended to the subdivision when -it is economically

11. BOBBIE JONES (Planning Administrator): Correct the error in
the legal description. Correct the Certificate of Dedication.
Show topography. Show names of adjoining property owners and
furnish their signatures by May 8, 1978. Clarify the intent
of the ingress -egress easement along Lot 1, Block 1. If it is
a public dedication, note that it could be built to City Standards
at a later date. Also, if public a total of 50 feet will be
required. Dimension the Highway 265 right of way. Dimension
the Arkasnas Western Gas easement. Show the Building setback line.
The concrete monuments and iron pins must be 30" long.
Will sidewalks and street lights be provided? If not, the
planning commisison must waive the requriement.
Submit a copy of any protective covenants. Part of the
property is in the flood plain and building floor elevations
must be approved by Mr. Lieberenz.

Preliminary and Final Plat
Crossroads East Subdivision
WATER - Water is available to all of the lots of the subdivision
off of a twelve inch line along the east side of Highway 265. The
water line is in a 25 foot easement on the West side of the lots.
SEWER - Two sewer lines cross the property, and each lot is touched
by at least one of the sewer lines. One of the lines (the north one)
is existing and the other is expected to be completed within 60 days.
Both of the lines tie into an existing force main and cannot be
utilized below elevation 1400 or so. All of this property is below
that elevation, so none of the lots can be served at this time. I am
proposing that a gravity sewer be constructed by the City in 1978-79
which would pick up the two sewers crossing this property and would
make them usable. If the project is approved, the work would probably
not be completed until the summer of 1979.
EASEMENTS - I would request that the ingress/egress easement be either
shown as dedicated roadway or : that it be designated as a utility
easement also. In addition, the 20 foot easement off the south side
of lot 4, Block.2 should be a 25' utility easement and shown as such.
