HomeMy WebLinkAbout1978-04-20 Minutesi MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held on Thursday, April.20, 1978, at 9:00 A. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Larry Poage, Wally Brt, Clayton Powell, Don Bunn. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Dick Shaw, Kenneth Wagner, James Crownover. DEVELOPERS and/or ENGINEERS PRESENT: Neal Albright, Ellis Bogan, Frank Blew. The first item for consideration was the informal plat of Gilcrest Meadows, located south of Mt. Comfort Road and north of Hame- string Creek, located outside the city limits. Frank Blew was present to represent the plat. 1. Clayton Powell (Street Superintendent): Said the County does require 60 feet right-of-way on county roads. He asked that the developer dedicate 30 feet right of way from the center line of the existing road Frank Blew explained that they already have enough right of way for the road. He said that this plat has already been approved by the county. He further stated that 25 feet from thesectionline south for the street is part of this property. The other 35 feet right of way is taken off the north side of thesection liue.Bobbie Jones felt Mr. Blew should put a note on the plat stating that the lot dimensions are 25 feet into the right of way of Mt. Comfort Road:. Clayton Powell said the plat should annotate that the tandem lot driveway for Lot 2 will not be eligible for public maintenance if this is ever taken into the City. GILCREST MEADOWS S. of Mt. Comfort Rd. Outside City 2. Wally Brt (Sanitation Superintendent): Said they would not serve outside the City. If this property is ever annexed into the City, he would need a letter granting him permission to travel onto the private tandem lot drive or the owner would need to build a masonry garbage can holder at the street. 3. Larry Poage (Fire Department): No comments. 4. James Crownover (Ozarks Electric): The line which is existing north/south across Lot 3 does have a 30 foot easement. He said they would check to see if they can relocate that line, as the developer wishes. Mr. Crownover said he would be inclined to leave the line where it is if it does not interfere with the building site. Mr. Crownover said he would want to serve two lots off of this line and would come off the road for the other lots. Mr. Crownover asked for the following 30 foot easements, centered on the lot lines running north/south between Lots 1 and 2, and Lot 3; Lots 3 and 4; and Lots 5 and 6. He also asked that they designate the 23 foot building setback as utility easement. 5. Kenneth Wagner (Arkansas Western Gas): There is no gas available in this area at this time. The closest line would be approximately 1 mile south. 6. Dick Shaw (Southwestern Bell): Easements requested are sufficient. •to Plat Review Committee Meeting April 20, 1978 7. Clyde Terry (Warner Cable): No cable is available at this time.in that area 8. Don Bunn (City Engineer): Said he would like for,.the developer to seriously consider extending city water to the property. There is water approximately 700 feet south of the tandem lot (Lot 2). He said it would take 3,250 feet to extend -the line from the south to this property. He said they could use 2" pipe from the south water line to Mt. Comfort Road and 4" pipe down Mt. Comfort Road, or 4" pipe for approximately 4,250 feet to extend water from the line located east of this property in Mt. Comfort Road. He said if they decide to extend the water from the south, they will need a 20 ft. easement north/south along the east side of this property. Mr. Bunn stated that sewer is in Hamestring Creek, but this property is outside the City, so sewer is not a consideration. 9. Bobbie Jones (Planning Adm.)Stated that if the owner of Lot 5 will not sign this plat, they will need to drop Lot 5 from the plat and see if the Planning Office can approve a lot split on that lot. Bobbie Jones said Mr. Blew needs to dimension the east side of Lot 2, and the lot line dimension (75.64) on the southwest corner of Lot 2. Show iron pins at all lot corners„ points of tangency, curvature, and angles. Frank Blew stated that they could not set the pins on the south side of Lot 3 because that property is dimensioned to the centerline of the creek, but they do have them set ._On the east and west side of the property. Bobbie Jones said they would need a Planning Commission waiver on the pins which are not set. Indicate the Point of Beginning. We will need signatures of adjoining property owners before going to the Planning Commission. Add a legend showing monuments and stakes. Add a graphic scale. If there will not be any protective covenants, the plat should reflect that there will be none. We will not need the certificate for mayor and city clerk, or the certificate for streets and drainage. Correct the legal description to omit "northwest quarter" in line 4, show it on the plat as the northeast fractional quarter. We will need a revision by May 1 in order to go to the Planning Commission on..May 8. Theonly other item for discussion was the replat of Block 3, Sweetbriar Addition, a Planned Unit Development, located north of Sweetbriar Drive. Neal Albright and Ellis Bogan were present to represent. REPLAT OF BLOCK 3 SWEETBRIAR ADDITION FINAL PLAT A Planned Unit Development 1. Clayton Powell (Street Superintendent): "Since this was previously approved by the Planning Commission, the addition of the additional east and west dimensions does not add any appreciable difference but we do have a bad policy of approving driveways to be -permitted in these 900 curves in these subdi- visions. Allowing driveways to intersect'in 90 degree curves is not good traffic 2. Wally Brt (Sanitation Superintendent): Asked for a letter giving him safety permission to travel onto the private drive on Lot 21. engineering practices." Larry Poage (Fire Department): No comments. 4. James Crownover (Ozarks Electric): No comments. Plat Review Committee Meeting April 20, 1978 -3- S. Kenneth Wagner (Arkansas Western Gas): No problems. 6. Clyde Terry (Warner Cable): No problems. Said they would like to try to go in the same trench as Ozarks Electric or the telephone company and asked that they contact Warner Cable when they are planning to open the ditch for one of the other utilities. • 7. Dick Shaw (Southwestern Bell): Easements are sufficient as shown. Said the property owner has already taken care of the relocation costs. 8 Bobbie Jones (Planning Administrator): Put a note on the plat that the Board of Adjustment granted a variance from the minimum land area requirement for a PUD.on February 6, 1978. Take out one of the certificates for the Planning Commission. Correct the acreage to read 3.01 acres. In the..resolution you have "fore" twice. Change the plat covenants to reflect that they will be filed with the final plat. Bobbie Jones said she would like the City Attorney to check the protective covenants. She said she would check with the City Attorney to see if there needs to be a..note on the plat that the lot lines are to the center of the wall on the buildings. Change the maximum units to read 20. We will need a revision by May 1 in order to go to the Planning Commission on May 8.
