MINUTES OF A PLAT REVIEW COMMTTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
April 13, 1978, at 9:00 A. M., in the Board of Directors Room, City Admini-
stration Building, Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell,
Wally Brt, Don Bunn, Larry Pogue, Donnie Osburn.
UTILITY REPRESENTATIVES PRESENT: John Kehn, Clyde Terry, James Crownover, Dick Shaw.
DEVELOPERS and/or ENGINEERS PRESENT: Ervan Wimberly, Harry Gray, Robert J. Winn.
The first item for consideration was the
large scale development for a church to be
built by T. C. Chapin, located on Old Wire
Road, south of Strawberry Hill Subdivision.

Bobbie Jones asked what kind of church this would be and Harry Gray said it would
be the Pilgram Church.
1. Clayton Powell (Street Superintendent): "This section of Old Wire Road is
classified as an arterial street requiring 80 feet right of way. To the
best of my memory, it seems Strawberry Hill Subdivision dedicated 10 additional
feet abuttingthe. lots.o.f.Strawberry Hill Subdivision that abut Old Wire Road.
The developer also participated with the City street department in installing
curb and gutter from Oak Bailey Road west to the west perimeter of Strawberry
Hill on Old Wire Road. I would likeright of way dedication on this side of
Old Wire Road to meet the Master Street Plan requirement of the arterial
street. I would like for the developer of this large scale development to
continue the curb and gutter to the west perimeter of this development and
widen the street without participation of the City street department. I
would like to ascertain that the legal description is correct and not as
it plats out in the plat book. I don't want another unsolvable drainage
problem created and if this drainage easement does run through near the
center of this lot, either re-route the drainage in an improved drainage
structure, or don't build across it. This drainage easement does drain three
streets in Strawberry Hill Subdivision: Strawberry Drive, Huckleberry Drive,
and Mayberry. The driveway tile shown as 18" should be adequate to built on,
depending on whether or not the Planning Commission imposes the curb and
gutter on Old Wire Road for this development. We will have to check and
see if we need a storm drainage inlet on Old Wire Road." If it is necessary to
cut the street, please do so before any curb and gutter is put in.
2. Wally Brt (Sanitation Superintendent): Said if the Church does go with a
container, he would suggest putting it west of the future development. If
Mr..Chapin decides to go with cans, he will need to put a masonry garbage
can holder around the cans. Mr. Brt also asked for a letter granting him
permission to travel onto the private drives.
3. Larry Pogue (Fire Department): Asked that they widen the inside drive
between the two curves so fire trucks can get through.

4. Don Bunn (City Engineer): Water is available from the south side of Old
Wire Road and sewer is in front and to the west of this development.
Don Bunn said he would check the drainage easement to see for sure where it
is located. Bryan Wimberly said he would give Mr. Bunn a copy of the easement.
5. John Kehn (Arkansas Western Gas): No problems.
6. Dick Shaw (Southwestern Bell Telephone Co.): Said they have service from
either way. Asked that they stake a piece of conduit out for the telephone
company into the building.
7. Clyde Terry (Warner Cable): Asked that they stuba piece of conduit for
them into the building. Questioned if they would want overhead or. under-
ground service and Harry Gray felt they would want underground. Mr. Terry
said they may require that the developer bear the expense for putting the
service underground.
8. Bobbie Jones (Planning Administrator): Said they would need a vicinity map.
This use does require Planning Commission approval. Bobbie Jones said she
would need an application filled out for the conditional use and would need
the mailing address of the developer. We will also need mailing addresses
of the adjoining property owners so they may be notified. The large scale
development ordinance does require the 10 foot dedication on Old Wire Road.
The Planning Commission has the authority to require upgrading of Old Wire
Road as requested by Clayton Powell. There are minimum setbacks from
residentially zoned property for non-residential uses: if a church is fully
air-conditioned, it is 50 feet, if it is not, the setback would be 100 feet.
Bobbie Jones said this building appears to be 45 feet from the northeast
property line and 57 feet from the northwest property line. Note these
dimensions on the drawing. The Planning Commission does have the authority
to reduce these setbacks.
Harry Gray said the total auditorium space, after the future construction is
built would be 1500 square feet. Bobbie Jones said they have provided adequate
parking. The kitchen plans must be approved by the State Board of Health.
If the cost of the building is more than $50,000, each page of the plans
must be stamped by an Arkansas registered engineer or architect. Check with
John Dietzen on the type of sign allowed.
There should be at least 30 feet between the driveway on the northeast property
line and the driveway on the adjoining property: Harry Gray felt there is at
least 30 feet. The driveway and parking will need to be paved with at least
double chip and oil seal, before the building may be occupied. House numbers
will need to be on the building before they are ready for water meters.
The Ordinance requires screening all the way around this property--view-
obscuring fence or vegetation or a combination of the two. The vegetation
should be 18" high at the time of planting and occupying at least 10% of
the open area at the time of planting. At the street setback line, it should
not be more than 30" high.
We will need history of ownership of this piece of property showing if it has
been split since June 29, 1970.
We will need a revision by Monday, April 17, in order to go to the Planning
Commission on April 24.
The second item for discussion was the proposed SAWYER TOYOTA
large scale development plan for Harry Sawyer Hwy. 71 $ Zion Road
Toyota, to be located at Highway 71 North, and Large Scale Development
Zion Road.

Robert J. Winn was present to represent.
1. Wally Brt (Sanitation Superintendent): No objections to the location of
the container. Asked for a letter granting him permission to drive onto
the private driveway and parking lot. Said they may screen the container
on three sides, but will need the leave the front 15 foot open. Contact
him when you are ready for a container.
2. Dick Shaw (Southwestern Bell Telephone Co.): Asked for a 2" PVC conduit
to enter the building at the northeast corner and stub out to the power
pole on the north property line. Also, a piece of 4' x 8' x 3/4" plywood
with 110 outlet and access to a power company neutral. Also, designate
existing utility easements as "utility easements".
3. Clyde Terry (Warner Cable): Said if they want underground service, it will
be at the owner's expense. If they decide to go overhead, Warner Cable
will bear the cost. Mr. Terry asked that they contact him when they dig
the trench for the power company, and they will put their conduit in the
same trench. Mr. Terry asked for a 1" PVC conduit into the building parts
room, from the seal -type box on the outside. He also asked for a 1" conduit
following the power company (with a pull string).
4. John Kehn (Arkansas Western Gas): Said they are working with Jim Lindsey on
extending the gas line.
5. James Crownover (Ozarks Electric): Said they have three-phase power available.
If they go underground, it will be the developer's line from the pole to
the building and he will be responsible for maintenance. Mr. Crownover asked
that when they request service to have the owner list the types of motors, etc.
6. Don Bunn (City Engineer): Water and sewer are available. On the north side,
there is a manhole in the middle of the driveway entrance, according to our
draftsman. Mr. Winn said he would check to see where the manhole actually
is located. He felt it was close to the driveway, but not where the driveway
is actually shown. Mr. Winn said they would like to get into the sewer on the
east side. Don Bunn said service is on the east side of the street and
questioned if they could get into the sewer at another location to avoid
having to cut the street. Mr. Winn said they could get in from the north
or the west. Don Bunn said he would have to approve the retaining wall
if it is located within two feet of the street right of way and over a..
utility easement. Don Bunn asked what size yard line they would use and Mr.
Winn said it would probably be 111 inch. Don Bunn said he felt they could
get by with a 5/8 inch meter.
7. Larry Pogue.(Fire Department): Stated that there a couple of ways to bury
the fuel tank. Don Bunn said there is an EPA regulation regarding buried
tanks which they will need to check into. He stated that he has a copy of
some of the regulations in his office and asked that they get with him on this.
Larry Pogue said the underground tank should be at least one foot from the
foundation, and under the top of the tank you will need to have reinforced
concrete. He said they would need to have either 3 feet of earth or 18 inches
of well tapped earth and 8 inches of asphalt concrete or 6 inches of
reinforced concrete. He said they would also need a quick -connect fill pipe
on the fuel tank.

8. Donnie Osburn (Meter Department Superintendent): Asked if the building
will face Highway 71 or Frontage Road and Robert Winn said it would face
Highway 71. Donnie Osburn said when they are ready for a water meter to
make sure the site card is up with the address on it. When they are ready
for permanent water taps, make sure to have the house numbers on the building.
9. Clayton Powell (Street Superintendent): Zion Road is classified a collector
street with 60 feet right of way... Any needed dedication should have been
dedicated with the platting of Perimeter Plaza Subdivision. The City did
participate with the developer on curb and gutter on Zion Road. Mr. Powell
asked that this developer collect off-site drainage and empty it into Zion
Road.
10. Bobbie Jones (Planning Administrator): Show the exact property dimensions on
the outside boundaries. If there will be any kitchen facilities, you will need
approval from the State Board of Health. Either dimension from the closest
point of the building to the street right of way or show the building setback
lines. Identify the road to the east as Frontage Road and show:.the right of
way as SO feet; identify Zion Road and show 30 feet right of way from the
existing center line. Also, show:,the right of way on Highway 71. L
Check with John Dietzen on the sign.
The owner will be responsible for putting in the sidewalk and it will need
to be in the street right of way. This should be built before the building
is occupied.
You will need a vicinity map. Add the legal description on the drawing and
dimension the buildings.
We will need as -built plans showing the location of utility lines :mater and
sewer, and what is now on the drawing.
You will need to take out a driveway permit when you take out the building
permit.
We will need a revision by Monday, April 17, noon, to go to the Planning
Commission on April 24.
11. Freeman Wood (Building Inspector): Not present. Submitted the following
comments: Plans will need to be stamped on each page by an Arkansas registered
engineer or architect. Said he would need foundation plans and footing detail.
The walls separating the sales office and the garage area will need to be of
two hour construction with three hourrdoors and automatic self -closures.
Unless .unit heaters are used and suspended at least 8 feet above the
garage floor, the heating system shall be enclosed in four hour construction.
The meeting adjourned at 10:45 A.M.
