MINUTES OE A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, April 6,
1978, at 9:00 A. M., in the'Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Angie Medlock, Clayton Powell, Wally Brt, Larry Pogue,
Don Osburn, Don Bunn.
UTILITY REPRESENTATIVES PRESENT: John Kehn, Clyde Terry, Floyd Hornaday, Dick Shaw.
DEVELOPERS and/or ENGINEERS PRESENT: Gary Carnahan, Larry Smith, Wade Bishop.
The first item for discussion was the preliminary plat
of Regency North Subdivision located north and east
of Appleby Road, Wade Bishop, developer.
Wade Bishop was present to represent.
1. Larry Pogue (Fire Department): No comments.

2. Dick Shaw (Southwestern Bell Telephone Co.): Said they do not need the 20
foot easement shown running north/south on Lots 4, 5, and 6, Block 3.
Asked for the following conduits across roads:
a 3" PVC conduit across Wayne Drive between Block 1, Lot 1, and Block 11, Lot 1
to go to Block 2, Lot 8 and Block 4, Lot 1;
across Jason Drive between',Lots 6 and 7, Block. 8, a_2" -:PVC conduit, 55 feet
to go to Lot 12, Block 4 and Lot 1, Block 3;
an 80 foot 2" PVC conduit across Regency Drive from Block 11, Lots 5 and 6 to
to to Lot 1, Block 6 and Lot 1, Block 5;
across Regency Drive and 80 foot 2" PVC ocnduit from Block 11, Lots 8 and 9
to go to Block 7, Lots 5 and6;
across Regency Drive, a 2" PVC conduit, 80 feet, from Block 11, Lots 13
and 14 to go to Lots 9 and 10, Block 9.
Mr. Shaw questioned if there would still be duplexes and triplexes and Mr.
Bishop said "yes". Mr. Shaw questioned what the maximum number of living
units would be and Mr. Bishop said he did hot know yet, but he would work
up an estimate and get back with the utility companies. He said they are
still planning to put duplexes and triplexes on the east side asoa buffer
..:between the commercial and residential.
3. Floyd Hornaday (SWEPCO): Said they need the easement on the North side of Block 1,
Lots 1-4, and Block 2,1.aLots 7 and 8 to be all 20 feet in the R-0 district property,
rather than split on the lot line. He also asked for a 10 foot utility easement
centered on the lot lines for all street lights. Show all utility easements as
"utility easements".
4'. Clyde Terry (Warner Cable): Mr. Terry asked Mr. Bishop if he is planning to
give the 25 foot easement on the northwest corner of Lot 15, Block 8, and Mr.
Bishop said they have changed their plans and do plan to give -the 25 foot
easement on the northwest corner as shown. Mr. Terry said the easements
_requested by the other utility companies would be sufficient for him.
5. John Kehn (Arkansas Western Gas): Easements are sufficient. Asked that
the developer notify him when the streets are cut to subgrade so they can
get the street crossings in. All utility companies agreed that they would
like to be notified when the streets are cut to subgrade, so they can put
in their street crossing. Mr. Kehn also asked that they let him know the
maximum number of living units.
6. Clayton Powell (Street Superintendent): Said the revised plat is an improve-
ment in traffic flow and circulation.

7. Angie Medlock (Planning Office): Add the following certificate on the.plat
for the'tandem.lot in Block. 3: "Lot 7, Block 3 was approved by the Fayette-
ville Planning Commission as a tandem lot on Ocotber 10, 1977. Under the
tandem lot provisions (Ord. 1993) Lot 7, Block 3 is limited to a maximum
of one single-family dwelling and may not be further divided without full
compliance with normal lot size requirements".
Add the proposed use. On Note B, change the 2225...feet to the right" to
read "25 feet to the east" and change the !'35 feet to the left" to read
"35 feet to the west".- There are two calls reversed in the legal description.
On the final.plat,-you will need to`add.certificates for approval. Show
4" x 4" x 30" concrete monuments at quarter section corners and subdivision
corners. Show -1/2" x 30" metal stakes at all lot corners, points of tangency,
points of curvature and angles in property lines or easements. Add these
in the legend.
We will need a revision by April 17 to go to the Planning Commission on
April 24.
The only other item for discussion was a large
scale development plan for offices to be located
south of Zion Road and west of Highway 265, Jim
Lindsey, Developer.
Larry Smith and Gary Carnahan were present to represent.

1. Wally Brt (Sanitation Superintendent): Asked if the parking lot would be
concrete or asphalt and Gary Carnahan said it would be asphalt. Wally Brt
said the location of the container is fine.
2. Larry Pogue (Fire Department): No comments.
3. Larry Wood (PlanningConsultant): Not present. No comments.
4. Don Bunn (City Engineer): Sewer is not available. Water is available from
the north. Asked that they work with him on extending the 12" water line
from the north to this property. Mr. Bunn also said they would need one
fire hydrant.
S. Clayton Powell (Street Superintendent): Said he would like to see this
development named. He stated that Highway 265 should have adequate right
of way and since it is designated as.a state highway, the developer will
need to get a permit from the district engineer for a curb cut for the
driveways. The minimum size driveway tile allowed by the State Highway
Department is 18" inside diameter.
6. John Kehn (Arkansas Western Gas): Gas is available from Joyce Street or
Zion Road. He said they would need to find out where the closest point is
to extend the gas line from. Gary Carnahan asked if the extension would
be charged like a subdivision and Mr. Kehn said "yes".
7. Clyde Terry (Warner Cable): Warner Cable is not available in this area.
He suggested that the developer extend a piece of conduit from the telephone
room out to the utility easement in case Warner Cable or Springdale Cable
ever is able to serve this property.

8. Dick Shaw (Southwestern Bell Telephone Co.): Said going north from the
telephone room, they would need a 80 foot 2" PVC conduit with a long
sweeping 90 degree bend coming into the building. Mr. Shaw said they
would plan to use the north easement for telephone and t.v. Mr. Shaw
said they would need the north and south easements identified as utility
easements.
9. Donnie Osburn (Water Meter Superintendent): Asked if this would be
master -metered and Larry Smith said "yes".
10. Angie Medlock (Planning Office): Dimension the right of way on Highway 265.
Dimension the powerline easement shown north of the property. The southeast
corner of the parking lot is shown as 20 feet from the street right of way.
It will need to either be 25 feet from the street right of way or may be
reduced to 15 feet if the -parking is screened on the side where it abuts
the street by vegetation 18" in heighth at the time of planting and occupying
20% of the open area
Note on the plat that. it will be paved parking. You will need to notify
in writing those properties abutting this property with a different
zoning classification.
We will need a revision by April 17 in order to go to the Planning
Commission on April 24.
