A meeting of the Fayetteville Plat Review Committee was held on Thursday,
March 30, 1978, at 9:00 A. M., in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas.
CITY EMPLOYEES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, Wally Brt,
Don Bunn.
UTILITY REPRESENTATIVES PRESENT: John Kehn, Floyd Hornaday, James Crownover,
Clyde Terry, Dick Shaw.
DEVELOPERS and/or ENGINEERS PRESENT: Ervan Wimberly, Jerry Sweetser, Robert Windham.
The first item for consideration was the
large scale development plan for the
"Wet Willie" water slide to be located
on North College Avenue.
Ervan Wimberly was present to represent.

Large Scale Development
1. Clayton Powell (Street Superintendent): Stated that 80 feet right-of-way is
required for that portion of College Avenue and it has already been given.
The driveway width does meet requirements for a commercial driveway. You will need
to obtain a curb cut permit from the State Highway Department District Engineer.
Ervan Wimberly said the drainage would go back out to the concrete ditch
behind the curb and Clayton Powell said this would be o.k. Clayton Powell said
he did not want the drainage to go out to the curb and to the drop inlets unless
the state highway department permitted it.
2. Don Bunn (City Engineer): Questioned what size.tap they would want and Ervan
Wimberly said it would probably be a 3/4 tap. Don Bunn stated that water and
sewer are available. in Highway 71. He said there are existing sewer taps in
Highway 71 and they would locate those for the developer. Don Bunn questioned
where the backwash water would drain and Ervan Wimberly said it would dump into
the storm drainage. Don Bunn stated that they may need to obtain approval from
the EPA.
3. Wally Brt (Sanitation Superintendent): Asked if they would need a container
and Ervan Wimberly said they would use cans. Wally Brt said the location is
o:k. for a container or cans.
4. John Kehn (Arkansas Western Gas): Ervan Wimberly indicated they would have
a gas heater and John Kehn said they would work with the developer on locating
the gas line.
5. Floyd Hornaday (SWEPCO): Said they have a pole on the north side and a pole
on the south side. Mr. Hornaday questioned where the pump would be and
Ervan Wimberly said it would be under the bottom pool. Mr. Hornaday said they
would need conduit under any asphalt.
6. Dick Shaw (Southwestern Bell): Asked what kind of service they would require
and Ervan Wimberly said they would probably only have a pay phone. Mr. Shaw
indicated this would not be any problem.
7. Clyde Terry (Warner Cable): Asked if they would require cable. He said if
they do, he would need a one -inch conduit.

S. Bobbie Jones (Planning Administrator): Questioned how far it is to the
nearest driveway to the south and Ervan Wimberly said it would be 80-90
feet. Bobbie Jones said for them to dimension the right of way on College
Avenue. Although Mr. Bassett owns this property and the property to the east,
we will need his signature on the plat since the zoning classification of the
property to the east is different. Bobbie Jones asked if this is to be a
lease and Ervan Wimberly said "yes".. . ._
Bobbie Jones said she would need as -built plot plans showing individual
utility lines as well as what is already shown on this plat, when the building
is finished.
Bobbie Jones said they would need to check with Sign Inspector John Dietzen
about the requirements for a sign.
Bobbie Jones questioned if the upper pool would be above 30 inches in heighth
and said if it is, there will need to be a 20 foot setback from the property
line. Ervan Wimberly indicated they would keep it below the 30 inches or
Mr. Bassett may lease the developer an additional 20 feet to be used as the
setback. The parking will need to be paved
Bobbie Jones noted that she could not issue a building permit without approval
from the State Board of Health. She stated that if.:the cost of construction
is more than $50,000 each page of the plans will need to be stamped by an Arkansas
registered architect or engineer.
We will need a revision by April 3 in order to go to the Planning Commission
on April 10.
Ervan Wimberly stated that he had worked
out the utility easements with the individual
utility companies for Sunset Wood's; an Planned Unit Development.
show the easements requested by the utility companies on the final
utility companies indicated this would be satisfactory with them.
noted that the utility companies would need to check the easements
plat to make sure they are sufficient.
The third item for discussion was the revised
plat of Sequoyah Woods, Tract C, a Planned
Unit Development located north of Cherokee
Drive and west of Joe Fred Starr Road; Jerry
Sweetser, Developer.
Jerry Sweetser and Robert Windham were present to represent.
Robert Windham explained that this revised plan shows the Phillips property which
they are planning to incorporate into the Planned Unit Development.
Bobbie Jones questioned how many units would be in building A and Robert Windham
said there would be_4. He said there would be a total of 35 units.
1. Wally Brt (Sanitation Superintendent): No comments.
2. John Kehn (Arkansas Western Gas): Asked for a 20 foot easement along the
west side of the Phillips property to tie the southwest corner of the Phillips'
property to the original plan. There is an existing easement at the southwest
corner which they will tie into.
3. Dick Shaw (Southwestern Bell): Said he would serve from Starr Road.
Said the only conduit he would need is across the two driveways as
requested in the original plan.

4. Clyde Terry (Warner Cable): Said he would like the developer to come back
in with preliminary plans after obtaining Planning Commission approval.
Said there would not be any problems in serving this property.
5. James Crownover (Ozarks Electric): Said'.he would like to know more about
the buildings and where he can put transformer pads, and asked to reserve
comments until they come back to Plat Review after receiving Planning
Commission approval.
Jerry Sweetser said he would come back through Plat Review after going to
the Planning Commission. He said he just wanted •to know that this area could
be served by the utilities.
6. Clayton Powell (Street Superintendent): Said the original developer (Multi -
properties, Inc.) was imposed on for the additional right of way for Starr
Road and for the off-site improvements for Starr Road The roads are
proposed for private drives inside the Planned Unit Development. No problems.
7. Bobbie Jones (Planning Administrator): Show the total number of units and
how many bedrooms in each unit. Show the parking, and note that it will be
paved parking.
Show the total density and the uses by acreage.
Dimension the setbacks and show the width of the drive. Dimension the distance
between buildings where they are pretty close.
Robert Windham said he could not give exact dimensions, since they are not sure
what plans they,lwill use for each building, but he would show a maximum distance.
Bobbie Jones said to put a note on the plat that these buildings indicate the
maximum size. Put a note on the plat that they do not indicate the exact size
or configuration of the buildings.
Show existing rights-of-way for all three streets. Bobbie Jones said she
thought Multi -Properties had dedicated an additional 8 feet right of way
on Starr Drive. She said he would need to work with the power company on
the easement which they have next to Starr Drive.
Show any existing easements. Bobbie Jones felt they may have to adjust some
of the buildings after they show the 8 feet additional right of way on Starr
Drive. She stated that some of the parking may need to be relocated on two
of the buildings.
The covenants will need to be amended to cover the additional property.:.,.-.
The Planning Commission has the authority to require up -grading of Starr Drive.
Jerry Sweetser said the previous:owners had been required to upgrade Starr Drive
when the original Sequoyah Woods plat was brought in. Jerry Sweetser said this
is a county road and the original owners had given money for the maintenance
of this. Street Superintendent Clayton Powell indicated he did not feel this
property owner should be required to upgrade Starr Road since it was required
of the original developer.
Bobbie Jones said to designate the private drives as "private roads". A
sign saying "private road" should be put on each private road The private
road is shown as 25 feet,-- 20 feet is required, built to City standards and
with approved drainage plans.
Bobbie Jones noted that there is a section in the ordinance which states that
any road connecting one or more public streets must be built to City standards.
She thought this may apply to this subdivision. Jerry Sweetser said he did
not feel this was the intent of the ordinance. Clayton Powell said he felt
these would be "driveways" rather than "streets". Clayton Powell said he
did not feel the Planning Commission should impose PUD standards on this since
it will be a privately owned apartment.complex. Bobbie Jones said the lots
would have to meet PUD requirements so they could be individually owned if
Mr. Sweetser ever wanted to sell them. She said they would have to file a
final subdivision plat. A PUD is the only basis for multiple units in R-1.

Bobbie Jones said if the Planning Commission did not want a through street,
they could build a cul-de-sac. Jerry Sweetser pointed out that the Planning
Commission has already given approval to a through street on the original
proposal. He pointed out that it would really be two accesses into the
apartment complex, one from Cherokee Drive, and one from Starr Drive.
Bobbie Jones asked for a revision by Monday, April 3, in order to go to
the Planning Commission on April 10.
The only other item for consideration was the REGENCEY NORTH
preliminary plat.:of Regency North Subdivision, Wade Bishop
located north and east of Appleby Road.
No one was present representing the developer so the utility companies asked that
this be tabled until the next meeting so they could.talk to the developer.
They did note that they would not need the 20 foot north/south easement shown
on the east.:side of Block 3 --they would use the 60 foot gas easement. The
power:Company also noted that there are no easements shown for the street lights.
He requested a 5 foot easement on either side of the lot lines where street
lights are shown.
The meeting adjourned at 10:45 A.M.
