• A meeting of the Fayetteville Plat Review Committee was held at 9:10 A. M., in
the Board of Directors Room, City Administration Building, Fayetteville, Arkansas.
March 16, 1978.

CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, Don Bunn,
Don Osburn, Larry Poage.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Dick Shaw, Clyde Terry.
DEVELOPERS and/or ENGINEERS PRESENT: Larry Smith, Elizabeth Crocker, Ervan
Wimberly.
The only item for consideration was the proposed DR. THERMON R. CROCKER
large scale development plan for a doctor's Large Scale Development
office for Dr. Thermon R. Crocker, to be located South of Zion Road
east of Highway 71..North and south.of-Zion Road.
Larry Smith and Elizabeth Crocker were present to represent.
Bobbie Jones acknowledged a letter and Bill of Assurance from Dr. Brooks and Dr.
Brandon for the street extension from Zion Road to Dr. Crocker's south property line.
The Bill of Assurance stated that this street would be extended before any development
takes place on the property to the south of Dr. Crocker's property. Bobbie Jones
pointed out, however, that .the street must be built to City standards to Dr. Crocker's
north property line before Dr. Crocker will be able to obtain a Certificate of
Occupancy.
1. Clayton Powell (Street Superintendent): Stated that when Drs. Brooks and Brandon
developed their property, they stated that if any more development took place to
the south, the access would be from Stearns Road.
Mr. Powell stated that Drs. Brooks and Brandon declined to participate in the
cost of curb and gutter along Zion Road because none existed. Since that time
we have installed curb and gutter past the Elk's Club. Said he feels the
City is asking for a lot of incremental and piece -meal streets.. He felt this
would continue this way until all of the property is developed. He stated that
this incremental street development is a problem because of the different utilities
located near the street. He said it is impossible then to change the grade of the
street.
He said he feels Drs. Brooks and Brandon should revert to a PUD if this is the
way they plan to continue development so they can have the problems associated
with the piece -meal street development.
Ervan Wimberly stated that Drs. Brooks and Brandon are not piece-mealing the street.
He said the south property will be developed and sewered from the south, but this
will not be done for quite some time.
Clayton Powell questioned if Drs. Brooks and Brandon would now be interested in
extending curb and gutter along Zion Road. Ervan Wimberly said he would have to
talk to them about it.
Clayton Powell said as long as this is a private drive, regardless of the Bill
of Assurance, until it is constructed to City street standards and accepted
on final inspections the City will not accept any maintenance liability.
2. Donnie Osburn (Water Meter Foreman): Asked if they would use the north/south
line for water and Larry Smith said they would. Don Bunn said there would not
be any problems with this.

3. Larry Poage (Fire Department): Asked that they widen the radius on the drives
to 30 feet for sanitation and fire department vehicles. Larry Smith explained
that they would not require the larger sanitation trucks. They plan to con-
struct a masonry garbage can holder at the southwest corner of the paved area
and use cans. Bobbie Jones asked that they contact Wally Brt about using cans
or a container.
Larry Smith said he would widen the radius on the driveway entrances to 30
feet.
4. Don Bunn (City Engineer): Sewer is not available. The nearest sewer line is
480 feet to the west and that is not available to this property because it
would have to be pumped. Larry Smith felt if the property to the south is
ever developed and sewered, they may be able to hook on to that.
Don Bunn questioned if the existing private drive is built over the water
line. Ervan Wimberly said the drive angles across a portion of the water
line on the east side, south of Zion Road. Don Bunn said this would be o.k.
Don Bunn asked if the street would be widened to the west and Ervan Wimberly
said it would. Don Bunn said that because of the sewer and other utilities,
when the rest of this property is developed, he would like to see the water
line outside the street right-of-way.
S. Kenneth Wagner (Arkansas Western Gas): Asked for a 25 foot utility easement
on the west side of the street right-of-way.the entire length of the property.
The gas line is existing along the south side of Zion Road
Mr. Wagner also noted that there is a gas service line running parallel to
the water line.
Mr. Wagner felt the developer (Brooks 8 Brandon) may want to extend a gas
main down the proposed street if they plan to develop the property to the
south at some time in the future.
Ervan Wimberly said he would need to get with Dr. Brooks and Dr. Brandon
and see if they want to extend the gas main. Larry Smith felt Dr. Crocker
would not want to extend the main himself. Larry Smith and Ervan Wimberly
said they would work this out with the developers and get back with the gas
company.
Mr. Wagner said Dr. Crocker could either put the gas meter near the road or
near the utility room. If he wants to put it near the utility room, he would
need to encase the 1" gas line with PVC pipe.
6. James Crownover (Ozarks Electric): Not present. Said he has talked to Larry
Smith about electric service. No problems.
7. Clyde Terry (Warner Cable): Said he would be in the utility easement on the
west side of the street right-of-way. He questioned if Dr. Crocker would care
if he would put possible two pedastals near the road and Larry Smith did not
feel they would care. Mr. Terry requested 2" PVC under the driveways.
Mr. Terry asked for 2" PVC conduit from the mechanical room back out to the
line. He said he would try to be in the same trench as Southwestern Bell.
He asked for a nylon strip in the conduit to pull it out with.
8. Dick Shaw (Southwestern Bell): Said he would also be in the utility easement
on the west side of the street right-of-way. Asked for 2" PVC conduit from
the mechanical room back out to where the line would be. He asked for at
least a 2 ft. x 3 ft. x 3/4 inch plywood board on the south wall of the
mechanical room. Mr. Shaw also requested 2" PVC conduit under the driveways.

9. Bobbie Jones (Planning Administrator): Show the existing water line easement
on the southeast corner of the property. Add the scale and north arrow. On
the vicinity map, indicate the property to be developed in this large scale
development plan.
The large scale development ordinance requires notification of adjoining
property owners with different zoning classifications either by having
them sign a copy of the plans; accertified letter, return receipt requested;
or by publishing a notice in the paper. You will need to notify the adjoining
property owners to the west and north. This will need to be done before
bringing this back for Subdivision Committee approval.
Bobbie Jones questioned if this would be a one-story building and Larry
Smith said it would be. Bobbie Jones asked if this driveway would connect
to_Drs. Brooks and Brandon'•s driveway and Mrs. Crocker said it would.
Bobbie Jones said they do have sufficient parking.
Show the location of the trash container.
Show the distance in the most direct line from the roof overhang to the
street right of way. It will need to be in excess of 50 feet. Larry Smith
said it is approximately 62 feet.
Bobbie Jones asked if we have anything on an agreement from Dr. Brooks and
Dr. Brandon that the street from Zion Road to Dr. Crocker's drive will be
built to City standards. Ervan Wimberly said he did not think they had a
Bill of Assurance on this. Bobbie Jones felt she may need some type of
agreement on this.
The Planning Office will need to process a lot split before a building
permit may be issued.
You must also have a septic tank permit before the building permit may be
issued.
You will need to talk to the sign inspector about a sign.
Show the proposed street north of this development with 50 feet right of way.
Note that it is a new street to be built
Bobbie Jones said she will need a copy of the easement reserving the future
street right of way.
We will need as -built plans after the building is completed.
We will need a revision by Monday, March 20 in order to go to the Subdivision
Committee on March 27.
10. Larry Wood (Planning Consultant): Not present. Said he supported Clayton
Powell's comments. He felt it should be established if this is to be
a City street --if so, it will need to be built to City standards.
Ervan Wimberly gave the utility companies copies of the construction plans for
Sunset Woods Subdivision and asked that they look them over to establish where they
will..need utility easements.
The meeting adjourned at 10:40 A.M.
*Wallace Brt (Sanitation Superintendent) came by the Planning Office and asked
that the developer submit a letter granting him permission to travel onto the
parking lot with his sanitation trucks.
