MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat..Review Committee was held on
Thursday, January 12, 1978, at 9:00 A. M., in the Board of
Directors Room, City Administration Building, Fayetteville,
Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton
Powell, Don Bunn.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Clyde Terry, Kenneth Wagner.
DEVELOPERS and/or ENGINEERS PRESENT: Rick Cowdrey, Steve Krysowaty.
The first item for consideration was the final plat of
Century Estates, located north of Township Road and west c.
of Old Wire Road; Rose Construction Co. Inc., developers.

4. Dick Shaw (Southwestern Bell Telephone Company): If service is from the
back of the lots, he will need a 25 foot utility easement at the northwest
side of Lot 3 to get to Lot 4.
5. Clyde Terry (Warner Cable): No comments.
6. Bobbie Jones (Planning Administrator): Asked if they would have a bond
or contract and Rick Cowdrey said it would be a contract. Bobbie Jones
asked Rick Cowdrey to find out how the contract should be signed.
The Planning Office will need a copy of the protective covenants.
Bobbie Jones asked if the additional 10 feet right-of-way given on
Ofd Wire Road would be paved and curbed and guttered and Rick Cowdrey
said "yes". Bobbie Jones said the Planning Commission may require a
sidewalk on the.,east side of Lot 1. Check the dimension along Old
Wire Road. Isshow it off .03 feet. We will need a: separate,instrument
...dedicating the water and sewer easements through Lot 11, Butterfield
Subdivision.
We will need a revision by January 16 to go to the Planning Commission
on January 23.
The second item for consideration was the
final plat of Northwest Acres, located
north of Highway 16 West and west of Ruple
Road; Ray Rastall, developer.

1. Clayton Powell (Street Superintendent): Said the engineering plans and
profiles were approved before this was taken into the City. He said he
would have to review them again and would send the engineer a letter.
He asked if Carriage Way and Carlesbad Trace are_proposed to extend to
the north and Steve Krysowaty said they will be extended in a future phase.
Clayton Powell said Carlesbad Trace should be built to the north property
line of Lot 10 and Carriage Way should be built to the north property line
of Lot 7, Block D. Sidewalks should also be extended to the north property
line of these two lots. Steve Krysowaty said Franciscan Trail will also
be extended to the east in a future phase.
2. Don Bunn (City Engineer): Water and sewer have been completed and approved
on Carriage Way. Plans and specifications for water and sewer in Phase I
have been approved.
3. Kenneth Wagner (Arkansas Western Gas): Said he would like to see the
overall development plan for the three phases. He said this plat is
different than the one originally submitted. He asked that they
stake the lots so the gas company can begin construction. The gas
company has a 130 lb. pressure gas line on Highway 16 West. He said
he feels the developer is within 4 or 5 inches of that line now and asked
that the developer contact them before doing any more cutting or grading.
4. Clyde Terry (Warner Cable): Asked for a 20 foot utility easement between
Lots 4 and 5, Block G.
5. Dick Shaw (Southwestern Bell Telephone Company): Asked for a 25 foot.
easement between Lots 1 and 2, Block G; also, show the 121 foot easement
on the north lot line C and the 121/2 foot easement on the..north_line
of Block D; he also asked for a 25 foot utility easement on the north-
east side of Lot 3, Block J.
6. Bobbie Jones (Planning Administrator): Noted that several of the lots
are large enough in the R-2 District for apartments and if the developer
wants to restrict the lots to duplexes, it will need to be specified
in the protective covenantsor submit a Bill of Assurance to the City
when the rezoning is requested. Bobbie Jones said the developer should
show the maximum number of units, at least by block, for the benefit of
the utility companies. She noted that they are off .01 feet on the south
dimension and the north side of Lot 3, Block J. Show the additional 121/2
foot easement on the north side of the east part of Lot 3, Block J and
the north side of Blocks C and D.
Dimension each side of the north/south easement running through the
middle of the property as 121/2 feet and also dimension the easement through
Lots 4 and 5, Block G the same way.
Bobbie Jones said the rezoning and plat should either be submitted at the
same time or the rezoning should be submitted first.
The setback on the C-2 lots should be 50 feet.from any street right-of-way.
She said they may want to put a note on the plat that those setbacks may
be lessened'. if the current zoning ordinance will permit a lesser setback
with planting and no parking between the building and the street right-of-
way.
Street lights are required at each intersection and..at 300 foot intervals
in between. They should be shown in the right-of-way, but not in the sidewalks.
Show 8 foot concrete sidewalks all around Block I since it is proposed
for commercial zoning.

In the legend, designate the concrete sidewalks as 8 foot for commercial and
4 foot for residential.
Bobbie Jones suggested that they request a waiver from the Board of Adjustment
for the house on Lot 1, Block J since it only has a 15 foot setback from the
streetrright-of-way. She said they should reflect this on the plat.
We do have a contract on Phase I which says the improvements will be _
in by November 10, 1978 and approximately 12 months thereafter for each
successive phase.
We will.'need^a revision by.February 6, 1978 to go to the Planning Commission
on February 13.
