MINUTES OF A PLAT REVIEW COMMITTEE MEETING
•
A meeting of the FayettevillePlat Review Committee was held at 9:00 A. M.
in the Board of Directors Room, City Administration Building, Fayetteville,
Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Larry Poage, Don Bunn,
Clayton Powell, Wally Brt.
UTILITY REPRESENTATIVES PRESENT: James Crownover, Floyd Hornaday, Andy Calloway,
John Kehn.
DEVELOPERS and/or ENGINEERS PRESENT: Gary Carnahan, Bryce_
Jim Vizzier, Ken Jones, and
The first item for consideration was the
preliminary plat of Northside Acres
located east of Highway 265 and south
of Zion Road.
1. Larry Poage (Fire Department): No comments.
Davis, Steve Krysowaty,
other unidentified persons.

2. Don Bunn (City Engineer): Said the owner is extending water to the property.
Sewer is not available.
3. John Kehn (Arkansas Western Gas)* Said they have a 10 inch gas line parallel
to Lot 1 which is covered by the 40 foot easement on the west side of that lot.
Asked that they designate the 25 foot private drive on Lot 5 as utility
easement and private drive.
4. Floyd Hornaday (SWEPCO): Mr. Hornaday said the 50 foot easement on the
east side of Lots 4 and 5 is a restrictive easement. He said that
other utilities who need iri that easement would need to get permission
from SWEPCO to do so.
5. Andy Calloway (Southwestern Bell Telephone Company): No problems.
6. James Crownover (Ozarks Electric): Said the 25 foot easement on the
north side of the county road running south of the property is also
a private easement.
7. Clayton Powell (Street Superintendent): Said a. portion of the north/south
county road was abandoned when the State Highway Department took over Cross-
over Road and relocated it. At that time this property was still in the
County.
The east/west county road has always been in existence. He noted that there
are multiple owners on the county road but felt it would still be desirable
to have some type of improvements done to the county road He said there
is no clear precedent in this as to who would be responsible for improving
the road and to what extent. Mr. Powell noted that this owner only has
the north half of the county road and only has 5 lots. He felt, however,
that it would be desirable to have some type of improvement done to the
road, even if it is only a double chip seal.
Clayton Powell said Gary Carnahan had not found any formal dedication of
this county road and said they may need to dedicate 50 feet of right-of-way
to the City.

8. Wally Brt (Sanitation Superintendent): Said the owner of Lot 5 would need
to either build an enclosure down at the end of the lane or give the Sanitation
Department a letter granting them permission to travel on the private drive
to pick up trash. If they do not build the enclosure, they will need to build
a 30 x 40 foot turn -around at the north end of the drive. He also said the
drive would need to be either SB -2 or concrete to support the weight of the
truck.
9. Bobbie Jones (Planning Administrator): Designate the names of the county
roads. The road extension shown on the City plat book running north/south
through Lots 4 and 5 is not a dedicated easement or right of way.
In the A-1 district, the setback from the street right-of-way is 35 feet.
Add the acreage under the zoning district. Check the location of the concrete
monument at the southeast corner of Lot 4.
Add the mailing address of the land surveyor.
We will need the signatures of the adjoining property owners on a copy of the
plat.
Add a note on the plat to the effect that Lot 5 was approved as a tandem
lot by the Fayetteville Planning Commission at a meeting held on a certain date.
Also, a note on the plat that the 25 foot drive on Lot 5 is to be used as a
private drive and utility easement.
Show a 20 foot setback from all lines on Lot 5 since it is a tandem lot.
The seoond item for consideration was the
final plat of Maple Terrace located west of
Highway 71 Bypass and south of Highway 16

1. John Kehn (Arkansas Western Gas): No comments.

2. Clayton Powell (Street Superintendent): Said he has not yet checked the street
plans but would do so next week. The final plat should not be filed until the
street plans have been approved.
3. Larry Poage (Fire Department): No comments.
4. Don Bunn (City Engineer): Asked that the utility easement between Lots 12
and 13, Block 1 be made 20 feet.
5. Wally Brt (Sanitation Superintendent): No comments.
6. James Crownover (Ozarks Electric): Said they do have an existing easement
on the west side and will need to locate this and obtain an easement to cover
it. He said they will work with the developer on this.
They will serve the lots from the rear lot lines.
7. Bobbie Jones (Planning Administrator): Asked if we have ever received
the signature from the owner of Maple Manor. Bryce Davis said he had
sent them a copy of the plat. Bobbie Jones asked if the Planning Commission
had waived the sidewalk requirement on Jewell Road. She said she would check
on this. She said she would also check to see if the sidewalk had been waived
on Highway 16. She asked if they would want a contract or bond. Mr. Davis

said he wasn't sure. Bobbie Jones said the name of the owner should be
changed to Bryce J. and Betty Jo Davis. She asked for a revision by
December 30 in order to go to the Planning Commission on January 9.
The third item for consideration was
the large scale development plan of
Willowood Apartment complex, located
north of Highway 16 and east of South
College Avenue, Mathias Real Estate Partnership, developer.
Steve Krysowaty was present to represent.

1. Clayton Powell (Street Superintendent): Said the Planning Commission may
require off-site improvements on the portion of 13th Street which is not
improved. He recommended that they consider no less than extending 13th
Street to Wood Avenue.
Clayton Powell felt llth Street should also be improved if the owner -:
develops the property to the north. He also recommended that the developer
be required to upgrade Wood Avenue from McClinton Street to the developer's
south property line.
Clayton Powell felt since there is only 20 feet right of way on Willow
the developer should petititon to close the street.
2. Larry Poage (Fire Department): Asked where the nearest fire hydrant is and
Steve Krysowaty said there is a fire hydrant on Washington Larry Poage
asked what the distance would be from the back of the cars to the green
area and Steve Krysowaty said it is approximately 23 feet, but there would
not be a curb on the edge of the green area. Larry Poage said he would like
to have 30 feet. He also said he would like to see two fire plugs, one at
each end of the development. Steve Krysowaty pointed out that they are only
required every 500 feet so he would only need one fire plug centrally located.
3. Don Bunn (City Engineer): Asked how they plan to meter and Steve Krysowaty
said the owner is planning to have separate meters for each unit. Don Bunn
said they would rather master meter the whole development, or at least master
meter each building. He said he would talk with Sam Mathias on this.
Don Bunn said he would like the water to come in from Wood rather than
Washington as shown. He explained that Wood Avenue presently has a 12 inch
line. Steve Krysowaty felt Mr. Mathias would have no objection to this.
4. Wally Brt (Sanitation Superintendent). Said the developer may need to delete
one or two parking spaces at the northwest corner so he can get to the container.
He asked that they place the four containers at the south end at a 450 angle.
He also said he would be very much opposed to individual meters for each unit.
Mr. Brt suggested that they use a good sub -base on the drive.
He asked for a letter giving him permission to travel onto the private drive.
5. John Kehn (Arkansas Western Gas): Asked for a 25 foot utility easement across
the south end all the way to Wood Avenue.
6. Andy Calloway (Southwestern Bell): Said he would need a 25 foot utility ease-
ment on the east side. Steve Krysowaty said the developer owns property
to the east so he will give 18 feet from that property. Also, a 25 foot
easement on the north side across the property. If there are any plans for
concrete at the back of the units, they will need conduit stubbed under the
concrete.

4. Floyd Hornaday (SWEPCO): The easements asked for are sufficient.
5. Bobbie Jones (Planning Administrator): You will need to either petititon to
close Willow Street or dedicate the additional width for the street. If the
street is not closed, you will have a 25 foot setback from Willow.
On 13th Street, the south building must be at least 25 feet from the street
right of way. '”On .the units where there is only an 8 foot setback from the side
property line, the buildings may not be more than 20 feet high without increasing
the setback.
Make a note on the plat that the parking areas will be paved. The parking area
must be striped and have wheel stops before the building is ready for occupancy.
Submit an as=built plot plan showing existing buildings, parking, easements,
and individual utility lines run to the building before the building is ready
to be occupied.
150 parking spaces are required.
Reference where llth Street existing, dedication comes across to the north.
We will need a revision by December 30 to go to the Planning Commission on
January 9.
6. Clyde Terry (Warner Cable): Said he would follow
The fourth item for discussion was
Huntingdon Subdivision, a Planned
Unit Development, located at the
northwest corner of Old Wire Road and
Highway 265.
Jim Vizzier and Steve Krysowaty were present
Swepco overhead lines.*

1. Don Bunn (City Engineer): Water and sewer are available from"Oak Bailey
Road. There is also water and sewer available north of this development,
and a 12 inch water line on Highway 265. Asked that all water and sewer
be in the street easements. Jim Vizzier said he did not feel the force main
is in the written utility easement and Don Bunn said they may need to rewrite
the utility easement to cover the force main.
2. Clayton Powell (Street Superintendent): Said Katherine and Pine have
been stubbed to the property line. Also, Oak Bailey is existing to city
street standards. Mr. Powell said the perimeter streets of this Planned
Unit Development are planned to be dedicated streets and the cul-de-sac
streets and "donuts" are to be privately owned and maintained. Clayton
Powell said drainage will be a problem. He felt the private streets should
be required to be curbed and guttered. He asked for an 8 foot wide concrete
swale separating the private drive from the dedicated streets across
all intersections so there would be no future question as to who.;is responsible.
He said the dropcinlets at the street intersections may need to be left open
on the back side if there are bar ditches. If so, he asked that they have
the drop inlets covered with grates. He also would like to have something in
the protective covenants that the individual property owners would be
responsible for cleaning out the grates.
Mr. Powell said he does like this design for the Planned Unit Development.
Bobbie Jones noted that curb and gutter are required on private roads unless
that requirement is waived by the Planning Commission.
Clayton Powell asked that they designate the easement between Lots 1, Block 6
and Lot: 8, Block 7 as street easement.
*If they decide to go underground from the poles to the apartments, Warner Cable
will need conduit under any concrete.

3. Wally Brt .(Sanitation Superintendent): Said he would need a letter permitting
him to travel on the private drives. Said he would like to see curb and gutter
on the private streets due to the terrain. Wally Brt questioned the width of
the "donuts" streets and Mr. Vizzier said it would be a one-way street and have
15 feet of driving width.
4. Larry Poage (Fire Department): Asked that they have fire hydrants no less
than 1,000 feet apart. Said he would also like a fire hydrant on Katherine
to the northeast.
5. John Kahn (Arkansas Western Gas): Said they have a 10 inch transmission line
near the force main. He said the gas company would locate that line for them.
They also have a line along Oak Bailey Drive. Mr. Kehn asked for a 25s.ft.3easement
parallel to the streets, on the opposite side of the streets from the sidewalks.
Also; a 25 ft. easement along the private drives.
6. Andy Calloway (Southwestern Bell): Said they would want to come in from Oak
Bailey Drive. Mr. Vizzier said the developers want the service to come from
the rear lot lines. Mr. Calloway felt they may be able to do this but it would
be a lot more expensive to the developer. He said he would work with the
developer on this.
7. James Crownover (Ozarks Electric): Agreed that it would be almost double
service to run around the rear lot lines. Said he would "work with the developer
on this.
8. Floyd Hornaday (SWEPCO): Said SWEPCO should serve Lots 1-7 in Block 1.
9. Bobbie Jones (Planning Administrator): Noted that some of this subdivision
is located in the flood plain.
Said they should construct the future street stub between Blocks 1 and 2.
Said the Planning Office will need the signatures of adjoining property owners.
Bobbie Jones said street lights are required at 300 foot intervals and at
intersections and the end of the culs-de-sac. Sidewalks are also required
on one:side of the street. She said she would check to see if sidewalks
are required on the private drives. She felt they should be on the west
side of Katherine to tie in with the subdivision to the north.
Show the density, at least by blocks, for the benefit of the utility companies.
For the lots which do not meet the requirements of lot area, that difference
will need to be made up in open space.
Reflect on the plat that this is a Planned Unit Development.
Show the point of beginning, section, and quarter section lines. Also,
show the outside measurements to correspond with the legal description.
On the final plat, show degrees, seconds, and minutes or a symbol for those
on the bearings.
Some street names are confusing with existing street names --Kings Drive,
Langton, Sutton, King,James.
The last item was the preliminary plat of
Winwood II, Phase II located north of
Winwood Drive.

1. Larry Poage (Fire Department). No comments.
2. Don Bunn (City Engineer): Water and sewer are in Winwood Drive. Water
is also available in Overcrest. Sewer will be extended from the east.
3. Clayton Powell (Street Superintendent): Sidewalks should be on the south
side of the stub which intersects Overcrest. The developer will need to
construct these sidewalks. The unnamed lot between Phase I and II should not
be a lot since it was originally intended to extend the unnamed street west
across the creek.. It was not included in Phase I or II of Winwood II.
No building permit should be issued on this lot. It should either be used for
a cul-de-sac or to make permanent provision for adequate drainage.
4. Wally Brt (Sanitation Superintendent): No comments.
S. John Kehn (Arkansas Western Gas): Asked for a 10 foot easement on the north
side of Lot 3. Ken Jones said there would be a 25 foot utility easement along
the north and east side of Lot 3. The utility companies agreed this would be
sufficient.
6. Bobbie Jones (Planning Administrator): If this extended street is not to
be Overcrest, it will need to be named. Show sidewalks on the plat. Add
the mailing addresses for the owner, developer and engineer. Submit the
protective covenants, if any. Shwo the proposed use as single-family.
The Planning Commission will need to waive the scale. Check to see if
there iS a street light at either intersection. If not, there should be.
We will need adjoining property owners' signatures
We will need a revision by December 30 in order to go to the Planning
Commission on January 9.
