HomeMy WebLinkAbout1977-11-17 Minutes• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9:00 A. M., Thursday, November 17, 1977, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Don Bunn, Larry Poage, Glen Riggins. UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Clyde Terry, Kenneth Wagner, James Crownover. DEVELOPERS and OTHERS PRESENT: Clint Clements, Jerry Jane Horne, Lee Sharp, Bud Allen. The first item for discussion was the large scale development plan of Parnell Construction Company for an apartment complex located north of Highway 62 and between Buchanan and Duncan streets. Clint Clements was present to represent Parnell Construction Company. 1. Glen Riggins (Police Chief): Was concerned about the safety factor with Bates School being directly across the street. He said the school parks their buses in the street each afternoon to load up. Sweetser, Neal Albright, General Bruce Kendall, PARNELL CONSTRUCTION CO. Large Scale Development 2. Larry Poage (Fire Department): Asked how much of a lane would be left after they park the school buses on the street and Mr. Clements was not sure. He requested that they make the 20 foot drives on Buchanan 30 feet wide. He also asked that they put the numbers of the apartments on the buildings and Clint Clements said they would. 3. Kenneth Wagner (Arkansas Western Gas): Asked if they would have gas heat and Mr. Clements thought they would. Mr. Wagner said they have a gas line on the north side of Duncan and also a line down the east side of Buchanan which stops just north of their north property line. No problems. 4. Clyde Terry (Warner Cable): Said they would follow SWEPCO overhead poles from the northeast corner of the property. Mr. Terry asked if they would have a fire wall and Mr. Clements said "no". Mr. Terry said if they do need conduit to go underground in any location, they will ask the developer to furnish it. He asked that they be notified in time to pre -wire the building. S. Dick Shaw (Southwestern Bell Telephone Company): Asked for 2" PVC between. the north and south units between Units 3 and 4 on the north and 3 and 4 on the south building to tie the two buildings together. Also, from the south wall of the north building, a piece of 2 inch PVC running west approximately 120 feet to the planter island on the edge of the road. Stake the ends of the conduit. • • Plat Review Committee Meeting November 17, 1977 -2- 6. Bobbie Jones (Planning Administrator): Said there should be a 25 -foot building setback from the 20 foot easement on the southeast corner. Also, she asked if the buildings will be connected and Mr. Clements said there is an entry across the front which will be covered. Bobbie Jones said they do require screening on the north and east sides, either solid vegetation or a view -obscuring fence. She said the Planning Commission may allow them to do landscaping instead. This applies also to the islands on the south. She said the planting along the street should not grow more than 21 feet tall. The Planning Commission will need to waive the safety zone from the driveway to the island on the corner; the Planning Commission may require the developer to install curb and gutter and drainage and widen the street to City standards if it is not presently built to City standards. The second item for consideration was the preliminary plat of Heather Ridge Subdivison located outside the City. Most of this 77.8 acre subdivision is outside the Planning Area. Only the East 10 acres in Section 5 are in Fayetteville's Planning Area. Jerry Sweetser, Neal Albright, and Jane Horne were present to represent. 1. Kenneth Wagner (Arkansas Western Gas): Said they do have a high-pressure gas line on the north edge of this property. In order to serve this, designate the 25 foot building setback. as utility easement on both sides of Salsaleta Lane. In order to serve Lots 13, 14, and 15, a 25 foot utility easement between Lots 6 and 7. Also, a 25 foot easement up to Lot 16 on the east side of Lot 15 down to Lot 13 on the east side of Lot 14. HEATHER RIDGE Preliminary Plat 2. Dick Shaw (Southwestern Bell Telephone easement between Lots 1, 2, 4, and 16. north/south back of Lots 13-16. Also, side of Lot 11 to get to Lots 9 and 12 side of Lot 9 to serve Lot 10. Clyde Terry (Warner Cable): No cable is available at this time. Jerry Sweetser said they do want the cable company to be covered with easements so they can serve whenever cable is available. 4. James Crownover (Ozarks Electiic): Asked if they would want overhead or underground service. Mr. Sweetwer was not sure. Mr. Crownover said they would probably serve Lots 12-16 with overhead since they are already overhead on Highway 265. Mr. Crownover said he would work with Jerry Sweetser on this. He asked them to designate the 25 foot building setback on both sides of Salsaleta Drive and along Highway 265 as utility easement. 5. Lee Sharp (White River Rural Water District): Said they have water service across on the west side of Highway 265. He said they apparently have enough water to serve this project but until a field study is made, he cannot tell him anything for sure. He said they have a 6 -inch line along Highway 265 and will probably want at least a 3 -inch line through the subdivision and looped back to Highway 265. He said they would want to bore two crossings under Highway 265. • • Plat Review.Committee Meeting November 17, 1977 -3- 6. Don Bunn (City Engineer): Said if they need to they will give him a letter giving the three lots which are in the planning area boundary to the White River Rural Water District to serve. 7. General Kendall (County Planning Board): Asked how they would surface the road and Jerry Sweetser said it would be double -chip and oil seal. General Kendall said they have shown 60 feet right-of-way which is adequate (the County prefers these to be "road easements"). They need to sign a letter agreeing to construct the road to County standards. 8. Bud Allen (County Planning Administrator): Said to check with the State Highway Department before making any curb cuts for the street. He said also to build the road to County standards until it is surfaced. 9. Bobbie Jones (Planning Administrator): Said they could delete "subject to Highway 265 right of way" on the legal description. Identify the quarter section corner. We will need a revision by noon, November 21 to to go the Planning Commission on November 28. We will find out at that time whether the City Planning Commission will waive their jurisdictional rights on this subdivision. The meeting was adjourned at 10:10 A. M.
