HomeMy WebLinkAbout1977-11-10 Minutes• MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 10, 1977, at 9:15 A. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Mark Maxson, Larry Poage, Don Bunn, Clayton Powell, Wally Brt. UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Kenneth Wagner, Clyde Terry. DEVELOPERS and/or ENGINEERS PRESENT: Charles Presley, Mr. Lichlyter, Willard Robertson. The first item for consideration was the final MATHIAS SUBDIVISION plat of Mathias Subdivision located south of Final Plat Township Road and east of Highway 71. Charles Presley was present to represent. 1. Clayton Powell (Street Superintendent): Said he appreciated the developer extending curb and gutter on the west side of Briarwood to Peel. Steet plans and profiles have been approved. 2. Wally Brt (Sanitation Superintendent): No comments. 3. Larry Poage (Fire Department): Said he likes the extended street. • 4. Don Bunn (City Engineer): Water and sewer plans have been approved but construction has not begun yet. 5. Clyde Terry (Warner Cable): Easements are sufficient. 6. Kenneth Wagner (Arkansas Western Gas): Easements are sufficient. 7. Dick Shaw (Southwestern Bell Telephone Co.): Easements are sufficient. 8. Larry Wood (Planning Consultant): Not present. No comments. 9. Floyd Hornaday (SWEPCO): Easements are sufficient. 10. Bobbie Jones (Planning Administrator): Asked that they show the centerline on Township. She said also to show the 40 feet as street dedication if it was included in their property description. She said she would check the wording on the signature block to see if it is correct. Put street lights in the street right-of-way. Correct the lot dimensions on the north and west sides of the subdivision so that they agree with the boundary dimensions. The Planning Office will prepare a contract Submit a revision by November 18 in order to obtain Planning Commission approval on November 28. Plat Review Committee Meeting November 10, 1977 The second item for discussion was the proposed ICHIBAN • large scale development of Ichiban, located north Large Scale Development of the National Guard Armory on Highway 71 South. Mr. Lichlyter was present. (Mr. Robertson, owner, arrived late). • 1. Clayton Powell (Street Superintendent): Said we need a total of 80 feet right-of-way on Highway 71 South. Also said the 40 foot driveway is o.k. Mr. Powell stated that they would need a permit from the State Highway Department engineer for the driveway since it connects to a designated state highway. The minimum size for driveway underdrain tile is 18" inside diameter. He also asked that they not empty drainage from their parking lot on to Highway 71. 2. Wally Brt (Sanitation Superintendent): Said they would need to build a 12 x 15 foot concrete pad under the trash container. They may enclose it on three sides if they wish, but leave the front 15 feet open. Wally Brt asked that they pave up to where they will have the container. Mr. Lichlyter indicated he would pave an additional 15 feet to the east and provide a turn -around for the sanitation truck. 3. Mark Maxson (Community Development): Asked what kind of landscaping they are planning to have in the front of the building. Mr. Lichlyter said it will be grass. Mr. Robertson said he will have his landscaper in Rogers plan his landscaping for him. 4. Larry Poage: Asked how tall the building will be and Mr. Lichlyter said it will be 14 feet. Also, Mr. Poage asked that they pave behind the building, at least to where the trash container is located. 5. Don Bunn (City Engineer): Water is in the front and beside the lot. He said they have a sewer manhole at the northwest corner of the National Guard property. He said there is no problem with water or sewer. 6. Clyde Terry (Warner Cable): Asked if they would request t.v. cable and Mr. Lichlyter said "no". 7. Kenneth Wagner (Arkansas Western Gas): Said they have a 3 -inch gas line within a few feet of the water line. No problems. 8. Dick Shaw (Southwestern Bell): Questioned if they would have an interior utility room and Mr Lichlyter said no. Mr. Lichlyter said they would have a place for the power to come in. Mr. Shaw asked for a 2" PVC from the south inset corner of the building to the property line. He also asked that they stake the end of the PVC where it comes. up. 9. Bobbie Jones (Planning Administrator): Asked if the legal description includes any of the highway right of way. She said if it does, they will need to dedicate the additional right of way before the building permit may be issued. She also stated that the setback shown needs to be from the roof overhang and Mr. Lichlyter said they are shown from the roof overhang. She said the Planning Commission may require upgrading of the street and curb and gutter along their portion of the highway. She said she thought she already has a lot split application. She will need to checkthisto see if it is o.k. Bobbie Jones • Plat Review Committee Meeting November 10, 1977 -3- said they will need 27 parking spaces and Mr. Lichlyter said they could extend the parking to the east. She said the parking will need to be paved, curbed and striped before the building is occupied. She stated that they will need to submit an as -built plot plan showing individual utility lines and water and sewer as well as what is already shown on the plat. She said she will need this before the building may be occupied. She also noted that they will need to talk to the sign inspector before obtaining a sign. If a revision is received by November 18, the Subdivision Committee will review this on November 28. The meeting was adjourned at 9:55 A. M.
