COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, October 20, 1977, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas at 9:00 A. M. The only item for discussion was the preliminary plat MAPLE TERRACE of Maple Terrace located south of Highway 16 West and Highway 16 West West of Highway 71 Bypass. Neal Albright and Bryce Davis were present to represent. Bryce Davis explained that they are considering a maximum density of one duplex per lot but someone could combine two lots for multi -family. They hope to attract some offices in the R-0 zone. 1. Larry Wood (Planning Consultant): Not present. Said it appears we should try to set up some type of east -west circulation and suggested a stub that would hit the south side of the property south of Maple Manor being petitioned for rezoning and tie back to the service road He said they also need a stub to the west, besides the one shown. He doesn't object to the three lots facing Highway 16 West having driveways off of Highway 16 if they are developed for offices, but if they are residential, he felt they should have their driveways from Betty Jo Drive, rather than from Highway 16. Also, Lot 1, Block 2, Phase 1, if it is to be residential, he would like the driveway to be off of Betty Jo Drive. 2. Bill Boudrey (Fire Department): Said he would like a 6 -inch water line minimum if it will loop back to Maple Manor and an 8 -inch line if it will dead end. He also asked for 4 fire plugs, one at least every 1,000 feet. 3. Don Bunn (City Engineer): Agreed with the size of the water line suggested by the fire department. He felt a dead-end, 6 -inch line would not provide adequate fire protection. Don Bunn questioned if they are going to try to connect to sewer and Bryce Davis said they will connect to sewer. Don Bunn said they would need to provide easements to bring sewer in from the East and an easement on the west side of Betty Jo to go through where it could serve on to the west at a later date. Don Bunn said a 15 -foot easement would be adequate if sewer is the only thing in it. He said they would need an easement from the manhole to Betty Jo. 4. James Crownover (Ozarks Electric): Bryce Davis said they would like to have underground electrical service. James Crownover said they have a line which goes down the west side which crosses and goes east. Mr. Crownover asked that they make the 2S -foot building setback a utility easement also. Bryce Davis said he would rather have the service up the back of the lots. Mr. Crownover explained that this would be an additional cost to the developer but he would work with Mr. Davis on easements for this. He said they would need an easement between Lots 17 and 18 (for territorial boundaries crossing) and said he would need a 15 -foot easement between lots where street lights are shown. Bryce Davis asked if they could have the easement for the territorial boundaries where the road will be and Mr. Crownover felt they could. Mr. Crownover said they would need a 25 foot easement down the West side of Block 1, Lots 1-5, to relocate an overhead line which they have on the service boundary line. 5. Kenneth Wagner (Arkansas Western Gas): The gas company has a line to Maple Manor Apartments approximately 300-350 feet south of the highway. He said they will use that for Lots 1-7, Block 2. If the developer wants to serve the other lots, he would need a 25 foot easement on the east side of Block 2 and from the Federal Lank Bank, they can serve the back of Block 1. They need a 25 foot easement on the West side of Block 1. Also, a 25 foot easement between Lots 1, 1A, 2, and Lot 3, all in Block 1. Also, show the 30 foot setback on Lots 1, 1A, and 2 as easements also. • i Plat Review Committee Meeting October 20, 1977 -2- 6. Clyde Terry (Warner Cable): Asked that the 25 -foot easement continue in Block 1 between Lots 2 and 3 to get back to the back. He said he would prefer goind down the back of the lots and would need 25 -foot easements down the west and east sides for this. If they go down the front of the lots, they would ask the developer to furnish conduit under the road. 7. Clint Hutchens (Police Department): No comments. 8. Clayton Powell (Street Superintendent): Said the Planning Commission would have to waive the length of the dea-end street. The maximum is S00 feet, this is approximately 1-1 mile. Also, the Planning Commission will need to waive the block length to 1400 feet. The master street plan does not reflect the existing future street shown at the bottom of the plat. He agreed with Larry Wood that we will need some sort of east/west street for circulation. If the east/west street shown at the south does exist, it should be a public right- of-way. He felt something should be worked out with the property owner South of Maple Manor for a drive over to the service road for ingress and egress. Clayton Powell said there will be a critical drainage problem. We have a 14,000 foot fall on the natural terrain and the low point is about at Lot 17. Seven hundred feet is the maximum length to carry surface drainage in the gutter. You must have drop inlets east 350 feet for clean-out purposes. One-half of one percent grade is the bare minimum grade for street construction. You will need to obtain state highway permits to have driveways off of Highway 16 West. You will also need a permit from the Arkansas Highway Department for the street coming off of Highway 16 West. 9. Wally Brt (Sanitation Superintendent). Not present.. If this is done in two phases, he will need a turn -around at the end of the first phase. 10. Bobbie Jones (Planning Administrator): The proposed use of the land should be added on the plat or put in the protective covenants. We will need adjoining property owner's signatures. She asked if the existing right -df -way width of Highway 16 is 80 feet and Neal Albright said "yes". Bobbie Jones said they will need a waiver from the Planning Commission on the street light spacing. It varies from 320 feet to 3S0 feet. They will need an additional street light at the intersection of Highway 16 and one at the south corner of the subdivision where the 60 feet right of way is shown. On Block 2, Lots 17-32, there is .01 difference. Also, across the front 502.55 needs to be adjusted. In Phase 2, Block 1, you have a .10 on Lot 32 and the lots total up to .11. Correct this. The certificate for the Planning Commission is the only one you need on the preliminary plat. Younshould have a concrete monument on the south side of the right-of-way at the south end of the subdivision; also, put an iron pin on the north side of the right of way. 11. David McWethy (Administrative Assistant): Not present. Suggested they add another street light rather than have a waiver on spacing. 12. Floyd Hornaday (Southwestern Electric Power Company): Not present. Requested a 25 foot easement down the back of the lots in Phase I; also a 25 foot easement between Lots 1, 1A, 2 and Lot 3, Block 1. Where street lights are proposed, a 10 foot easement centered on side lot lines. • 13. Andy Calloway (Southwestern Bell Telephone Co.) Not present. 14. Harold Lieberenz (Inspection Superintendent): Not in the flood plain. 7 The meeting was adjourned at 10:10 A. M.
