MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held at 9:05 A. M.,
Thursday, October 6, 1977, in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell,
Wally Brt, Don Bunn, Bill Boudrey.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Floyd Hornaday, Clyde Terry.
DEVELOPERS and/or ENGINEERS PRESENT: Pete Petty.
The only item for consideration was the large
scale development plan of Sang Avenue Baptist
Mission located north of Lawson Street and west
of Sang Avenue.
Pete Petty was present to represent.

1. Clayton Powell (Street Superintendent): Said there are a lot of chronic
drainage problems in this area. He said the area on the west side of Sang is
almost flat. The building area should be elevated about two feet. Sang is a
residential street with almost 50 feet right-of-way. Clayton Powell asked for 25
feet from the centerline of the existing street west to the property line for
street easement. The driveways should be offset from the side property lines
1211 feet to meet the driveway separation requirements. This would be both the
south and north driveway. A commercial driveway may be a maximum of 40 feet wide.
There is existing curb and gutter so you probably won't need to underdrain for the
driveway.
The Planning Commission may require that this street be brought up to full city
street standards.
2. Wally Brt (Sanitation Superintendent): Said the location for the container is
fine. Mr. Petty explained that in the first phase they will have cans and only
a double chip and oil seal, but upon completion of the phases, they will have
asphalt parking and a container. Wally Brt asked that they make the pad at
least 12 ft. x 15 ft. and they may enclose it on three sides if they wish, but
leave the front 15 feet open. He asked that they widen the driveway on the
southwest and northwest corners to 25 feet between curbs for sanitation service
and fire protection vehicles.
3. Bill Boudrey (Fire Department): Agreed with Wally Brt on driveway widths.
Asked that they contact the fire department inspector before the building is ready
to be occupied so that he may check the building.
4. Don Bunn (City Engineer): Water and sewer are available from Sang Avenue.
Said to check with the plumbing inspector to see if 2'+cPVC pipe is allowed
for water service lines. He felt 1i inch pipe would be large enough but thought
they may need to use copper pipe. Mr. Bunn said the City Engineer's office will
not maintain the 6" sewer shown from the building to the street.
5. Clyde Terry (Warner Cable): Asked if they plan to have cable. Mr. Petty said they
would want to stub out for t.v. service for future use. Mr. Terry requested a
2" PVC pipe under the pavement and said they would also need to furnish them
with conduit into the utility room. He said they would serve from the south.

Mr. Terry asked that they put conduit from the outlet to the building.
He also questioned how many outlets they would require and Mr. Petty said they
would need one outlet in the Educational Building.
6. Kenneth Wagner (Arkansas Western Gas Company):: The gas company has an
existing line on the south side. He asked that they let them know before
anyone starts digging so they may field locate their line at the south side
of the property and also on Sang Avenue. He said if they want the meter set
up against the building, the line will need to be about 21 feet deep. Other-
wise, they will put the meter at the property line. He suggested they put a
conduit under the drives in case the pipe ever develops a leak.
7. Bobbie Jones (Planning Administrator): Asked for proof that this is a lot of
record as of June 29, 1970. She asked how many square feet will be in the
auditorium. She said she would like indicated on the drawing the phases and
parking for immediate construction and then also show future phases and future
parking.and that the parking will be sealed.
Mr. Petty said temporary parking will be where the Educational Building is shown to
be located. Bobbie Jones said this temporary parking area will have to be double
chip and oil seal. Bobbie Jones felt they would need approximately 40-50
parking spaces for the first phase. She said to check with John Dietzen about the
sign and Mr. Petty said he had already done so. Bobbie Jones said they may be
required to put screening around some of the parking areas --she read the latest
screening ordinance. She stated that they would need a variance if the building
is not going to be fully air-conditioned in order to allow it to be built closer
than 100 feet from the property line.
The Planning Office will need an as -built plan as each phase is completed showing
parking, driveway areas, the buildings, and individual service lines and outlets.
If any additional right of way is needed, the street easement will need to be
prepared and signed before the Planning Office may issue a building permit.
If the cost exceeds $50,000, you will need an architect's stamp on each page of
the drawing.
If there will be any food handling, it will need to be approved by the State
Department of Health.
