MINUTES OF A PLAT REVIEW COMMITTEE MEETING
1 meeting of the Fayetteville Plat Review Committee was held at 9:00 A. M., Thursday,
September 1, 1977, in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
CITY REPRESENTATIVES PRESENT: Clayton Powell, Wally Brt, David McWethy, Carter Schell,
Paul Logue, Don Bunn, Bobbie Jones, Angie Medlock.
UTILITY REPRESENTATIVES PRESENT: John Kehn, Jimmy Crownover, Dick Shaw, Clyde Terry,
Floyd Hornaday.
DEVELOPERS and/or ENGINEERS PRESENT: Jim Gault, Lee Boss, Clint Clement, and other
unidentified persons,
The first item for consideration PARNELL CONSTRUCTION COMPANY
was the large scale development plan _ Large Scale Development
of Parnell Construction Company, for an W. of Duncan & E. of Buchanan
apartment complex located North of
West Sixth Street, between South Duncan and Buchanan Streets.
Jim Gault, Lee Boss and.'C1int Clement were present to represent.
1. Clayton Powell (Street Superintendent): Said the City has the required 60 feet
right-of-way on Buchanan. He said Highway 62 is only 70 feet wide now and all
of the additional 10 feet right-of=way is needed on the north side of Highway 62B
(Sixth Street). He said if they want driveways across the west drainage ditch,
they will need to match the existing drainage tile. He recommended that they con=`-__
tinue the existing storm drainage from the northwest corner of this lot to
the box culvert under Highway 62B and install curb and gutter for the perimeter
of the west property line,
Wally Brt (Sanitation Superintendent): Recommended that they have an additional
6 -yard container at the same location where the one container is shown (on the
east side of the property). He also asked that they widen the driveway on the
southeast corner to 30 feet and, if possible, widen the driveway on the southwest
corner. He said the containers may be enclosed on three sides.
3. Paul Logue (Fire Chief): Was concerned about the width of the driveways. He
said they need to be wider in order for the ladder trucks to get in and out.
4. Dick Shaw (Southwestern Bell Telephone Company). Asked that they move the north-
west driveway south 10 feet. He said they need the additional 10 feet as utility
easement because they will be feeding from the north. He said they may still
use that;area for parking if they will put conduit under the blacktop or concrete.
He also asked for conduit under the sidewalk between the buildings and conduit
under the green areas to get between the first and second buildings.
S. Clyde Terry (Warner Cable): Said they would serve from an existing pole at the
northeast corner. He said if SWEPCO goes overhead they will follow them.
6. Floyd Hornaday (SWEPCO): Said they can go overhead or underground from the north-
east corner pole line. He said the developer would be required to furnish the
cable and open the ditch if they want underground service.
7. John Kehn (Arkansas Western Gas Company): No comments. They plan to have all
electric service.
8. Bobbie Jones (Planning Administrator): Said that in platting the legal description
on the plat book, it does not match their drawing. The description appears to
run out into what is shown as South Duncan on the southeast side of the property.

She said she needs a confirmation of the distance from the centerline of the
railroad track to the property. She said there should be 100 feet railroad right-
of-way at one point. She asked that they have their surveyor confirm the distance
from the railroad track. She said he has the minimum number of parking spaces
shown.
The Planning Commission must waive the location of the driveway on the south if
it is closer than 50 feet to the intersection. They are showing that distance as
30 feet. Jim Gault said they could do without that driveway, but Wally Brt
said he would like to retain the driveway as shown on the Southwest corner.
Bobbie Jones said they would need to revise the drawing to the driveway on the
southeast corner is 30 feet wide. She said they would have to delete one parking
space in order to widen the driveway.. Mr. Gault said he could change two of
the 2 -bedroom apartments to one bedroom apartments and delete one needed parking
space.
Bobbie Jones said she will need proof that

Bobbie Jones asked what the height of the proposedlbu'ilding would be from the
outside ground level. She explained that the Ordinance requires that a.building
over 20 feet in height must be set back one additional foot for each foot of
height in excess of 10 feet. Before the Planning Office may issue a building
permit, the street easement dedications must be made. Upon completion of the
project, there is a requirement that the parking be paved before the building
can be occupied. If you cannot meet that requirement, contact the Planning
Office at least two weeks before the building is ready to be occupied.
Also submit an as -built plot planJwhich will contain the information shown on
the large scale development plan and also individual utility lines before the
building is occupied. Asked for a revision by September 6, 1977.

9. Don Bunn (City Engineer): Not present. Said there is a 10 inch sewer main in
Buchanan and on the south side of the property. Also, there is a water main
in Buchanan. No problems.
The second item for consideration was the
preliminary plat of Westwind Subdivision
located North of Township andEast of
Jimmie Avenue, Edmiston-Prewitt, developers.
No one was present to represent.

N of Township & E of Jimmie
1. Wally Brt (Sanitation Superintendent): Would like to see a 31 foot back of curb
to back of curb street. Also, will need a cul-de-sac at the north end constructed
with a 40 foot radius and a 50 foot right-of-way radius. He also said he would
prefer they straighten the road.
2. Clayton Powell (Street Superintendent): Said the plat does reflect a 50 foot
dedication but only indicates a 24 foot surface. He concurred with Wally Brt
that it is nice to preserve the trees but feels they cannot have trees and
improved streets in the same location. Said the street does exceed the maximum
length for a dead end street. This will need to be waived by the Planning
Commission. Said consideration should be given to tying this back into the east

to Jimmie Avenue. Said they do need acul-de-sac for a turn -around. Noted that
700 feet is the maximum length to carry drainage on a public street. They may
need additional storm drainage. He felt the curb and gutter may overflow if they
carry the storm drainage the full length of the street. He said he would discuss
the storm drainage required with the developer when they submit street plans and
profiles.
David McWethy (Administrative Assistant); Would like to see the sidewalk
designated as 4 foot concrete sidewalk, Said if there is not a street light
at the intersection of the new street and Township, it should be shown.
4. John Kehn (Arkansas Western Gas): The gas company has an existing line inside the
proposed 50 feet right-of-way.of the new street. If it is built as shown, they
will have to move the gas line. Asked for an additional 15 foot easement along
the east (front) side of all lots, or better yet just make the 25 foot building
setback a building setback and utility easement
Also asked that they designate the 25 foot building setback as utility easement
on Lot 1 abutting Township so they may move utility lines if Township'is widened.
-The utility companies agreed that they should indicate the building setback all
the way around as utility easement.
5. Dick Shaw,_(Southwestern.Bell Telephone Company): Asked for a 25 foot easement
on Lots 1-5 and # of Lot 6 on the back side.
6. James Crownover (Ozarks Electric): Said he would go in the setback on the east.
Said they may go underground to the back of Lot 9. From Lots 9-12 they will
probably go overhead as they have existing overhead service across the street
from Lot 9.
7. Clyde Terry (Warner Cable): Said he may go overhead or underground.
8. Bobbie Jones (Planning Administrator): Show the street kight at the inter-
section of Township. Said they need additional 20 feet right-of-way dedication
for Township. Name the new street. She said if they go with less than a 31;.
foot back to back street, it will have to be waived by the Planning Commission.
Street light spacing will need to be waived in two instances. Monuments and
stakes will need to be shown on the final plat. The Planning Commission will
also have to waive the length of the dead end street.
The Planning Office will need the adjoining property owner's signatures.
Will need a revision by September 16 in order to go to the Planning Commission
on September 26.
9. Tom Halk (Community Development): Not present. Said he likes the street as
shown.
