MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee
Thursday, August 4, 1977, in the Board of Directors
Building, Fayetteville, Arkansas.
was held at 9:10 A. M.,

CITY REPRESENTATIVES PRESENT: Mary Parnell, Angie Medlock, Larry Wood,
Clyde Randall.
UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Kenneth Wagner, Jack Whitting,
Dick Shaw.
DEVELOPERS and/or ENGINEERS PRESENT: Bob Battenfield.
The only item for discussion was Mathias
Subdivision, located South of Township and
West of Old Wire Road.
Bob Battenfield, Ozark Mountain Surveying and Engineering,
Inc., was present to represent.
MATHIAS SUBDIVISION
Preliminary Plat
South of Township
1. Larry Wood (Planning Consultant): Recommended that they extend Briarwood
Lane on to Township Road. He said the only other way out is through
Juneway Terrace and that is a bad intersection. He said there is fairly
good sight distance at the place where Briarwood and Township would intersect.
2. Clyde Randall (Water and Sewer Department): Said they would have to extend
the water and sewer lines. He said to make sure the lines are 10 feet
apart. There is presently a 2; inch water line at Peel and Briarwood and
a 6 inch line on Township. The water department will field locate the
water lines for them when they are ready.
3. Clyde Terry (Warner Cable): Said the easements are sufficient. He wasn't
sure how he would go in but he would either follow SWEPCO and Ozarks Electric
or the telephone company.
4. Jack Whitting (Ozarks Electric): Easements are adequate as shown.
5. Kenneth Wagner (Arkansas Western Gas Company): There is gas on three sides.
No problem.
6. Dick Shaw (Southwestern Bell Telephone Company): Easements are sufficient
as shown.
7. Mary Parnell (Planning Office): On Township Road you should label the
existing right-of-way and label the additional 20 feet right-of-way
dedication. Show where the point of beginning is. On the final plat
we will need concrete monuments at subdivision corners and iron pins on
all lot corners and we will need an iron pin where the radius of the cul-
de-sac begins on Lot 2.
Briarwood is misspelled. We need an application and' fee. The sidewalks
should be shown in the street right-of-way and not on the property. The
sidewalk needs to extend all the way around the cul-de-sac. You will need
a street light on the cul-de-sac. It will be up to the Planning Commission
to decide if they want sidewalks or street lights on Township Road. They
do have the authority to require the developer to bring Township Road up
to City standards along this property. Bob Battenfield said the new street
will be a dedicated City street.

8. Floyd Hornaday (SWEPCO): Easements are sufficient as shown.
9. Wally Brt (Sanitation Superintendent): Not present. No comments.
10. Tom Halk (Community Development): Not present.
11. David McWethy (Administrative Assistant): Not present. No comments.
12. Perry Franklin (Traffic Superintendent): Not present.
13. Clayton Powell (Street Superintendent): Not present. Concurred with Larry Wood's
comments about extending Briarwood Lane straight north to intersect Township Road.
The developer of Northridge Subdivision didn't continue Briarwood Lane to the north
lot lines of Lot 1 of Block E or Lot 1, Block A of Northridge Subdivision. Subsequent
to the original developer, Mr. Gerald Burris, who is still the property owner of
Lot 1, Block A and the property owner of Lot 2, Block A, voluntarily , at their
expense, extended the street and sidewalk from the southeast side of Peel Street
to the northeast property line of Lot 1 which leaves only an 18 foot wide street
with sidewalk on one side. Since we cannot go back to the original developer and
have him complete the construction of Briarwood Lane from Peel Street: to the
north perimeter of Northridge Subdivision; completion of the west portion of
Briarwood Lane and installing curb and gutter from Peel Street should be
required by Mathias Subdivision. If it is not, we have an open bar ditch on
the west side of Briarwood Lane from the northwest corner of Peel Street to the
north perimeter of Northridge Subdivision and that portion of Briarwood Lane
is only 18 feet wide, approximately.
If Briarwood Lane is extended to terminate in a cul-de-sac into the subdivision
without widening and curb and gutter from Peel Street north on the west side,
we are going to have a critical drainage problem.
All utility companies agreed that if the developer decides to extend Briarwood through
to Township they would need to look at the easements at that time. The developer
would need to submit a revised preliminary plat to the Plat Review Committee.

and the north side of Lot 16, Block 1; also the west side of Lot 23 and the east
side of Lot 22 running north/south. Mr. Hornaday said they could get by with a
minimum 15 foot easement both places if the gas company does not go in the
easement. SWEPCO will also need a 15 foot easement between Lots 15 and 16,
Block 2.
Where street lights will be, SWEPCO will need a 5 foot easement along either lot
line, so they can serve the street lights.
7. Don Bunn (City Engineer): Water and sewer are available from Sang Avenue.
Mary Parnell (Planning Office): Lable existing right-of-way on Maple and also
label the 5 foot right-of-way dedication. You will need the address of the
engineer on the plat. Put "Sidewalks" under the legend.
You will need iron pins and monuments for the final plat. Label more clearly
that Loren is 50 feet right-of-way. Street lights are more than 300 feet apart.
Mary Parnell showed an alternative way to place the street lights so they would
meet the requirements.
All lots need to be dimensioned on the final plat.
Lable the radius on the lot corners and put iron pins at the beginning of the
radius. Put the dimension from the radius to the property line. The Planning
Office will need the adjoining property owners signatures.
Lots 13, 14, 18 and 19 do have adequate frontage at the setback line.
It will be the decision of the Planning Commission as to the extend of the
improvements that will be required on Sang Avenue and Maple Street, that abut
this subdivision.
9. Dick Shaw (Southwestern Bell Telephone Company): Not present. Easements are
sufficient as shown.
10. Paul Logue (Fire Chief): Not present. No comments.
11. Tom Halk (Community Development): Not present. No comments.
