MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held at 9:20
A. M., Thursday, July 21, 1977, in the Board of Directors Room, City
Administration Building, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Dick Shaw, Kenneth Wagner,
Jimmy Crownover.
CITY REPRESENTATIVES PRESENT: Wally Brt, Bill Boudrey, Bobbie Jones, Clayton
Powell, General Bruce Kendall, Angie Medlock.
DEVELOPERS and/or ENGINEERS PRESENT: Loris Stanton, J. E. McClelland.
The first item for discussion was the
informal plat of White River Homestead
Estates, located on a County Road north of
the Baldwin area.
No one was present representing the plat.
1. General Bruce Kendall was present representing the County. There was some
discussion about the name or number of the County Road. Bobbie Jones said
if they have a County number for the road to go ahead and put it on the
plat even though it may be a while before the number may be put up.
General Kendall said he had no corrections to request.

2. Bobbie Jones: Said he would need'a concrete monument (4" x 4" x 30") at
each subdivision corner. Also, the Planning Office will need the adjoining
property owner's signatures. The Planning Commission will have to waive
the scale this is drawn on --it is 1" = 300' instead of 1" = 200'. Also,
the Planning Office will need a vicinity map on the plat. The building
setbacks need to be shown and any easements asked for will need to be
shown. They need to submit the application and fee. Two subdivision
boundary dimensions were left off.
3. Wally Brt (Sanitation Superintendent): No comments.
4. Bill Boudrey (Fire Department): No comments.
5. Jimmy Crownover (Ozarks Electric): Needs a 25 foot easement adjacent
to the County Road This could be a building setback and utility easement.
Also, will need a 25 foot easement between Tracts 2 and 3 and between
Tracks 4 and 5. Ozarks Electric cannot serve in the flood plain unless
the developer pays 100% of the cost of construction. Even at that, they
may not be able to serve them.
6. Kenneth Wagner (Arkansas Western Gas Company): Arkansas Western Gas has
no gas in this area at this time. Gas is approximately 3/4 of a mile south
of the river.
7. Dick Shaw (Southwestern Bell Telephone Company): The easements asked for
by Ozarks Electric are sufficient for the telephone company.
8. Clyde Terry (Warner Cable): Warner Cable does not have cable service
available there at this time.

9. Clyde Randall (Water and Sewer Department): Water is available. They will
need to check with the new city engineer about sewer. Sewer is approximately
600 feet west of this county road.
10. David McWethy (Administrative Assistant): Not present. No comments.
11. Perry Franklin (Traffic Superintendent): Not present.
12. Tom Halk (Community Appearance): Not present.
Next was the final plat of Lots .26 through COUNTRY CLUB ESTATES
38 of Country Club Estates located Northeast Lots 26 through 38
of Fayetteville Country Club. Country Club Drive
J. E. McClelland, Loris Stanton and others were
present to represent.
1. Clayton Powell (Street Superintendent): Said he has the engineering plans
and profiles for the street. He has given the consulting engineer tentative
approval. He said if the developer extends the present terminal point of
East Ridge Road, he wouldn't have any objection to reducing the width to 26
feet to match the existing road if the Board of Directors approves it.
He also had no objection to stopping construction on Country Club Drive
at the end of the radius nor omitting the construction of the cul-de-sac at
the turn in the street. He said it would cost a lot more to construct the
cul-de-sac because of drainage.
• 2. Wally Brt (Sanitation Superintendent): Said he could navigate on a 26
foot street or a 31 foot street.

3. Bill Boudrey (Fire Department): No problems.
4. Kenneth Wagner (Arkansas Western Gas): Gas is available. Asked that the 25
foot building setback also be designated as a utility easement on the east
and north sides of the street. The meters will be set close to the houses.
He later agreed to a 5 foot easement on the north and east sides of the right -
of way.
5. Dick Shaw (Southwestern Bell Telephone Company): The easements asked for are
sufficient for the telephone company.
6. Clyde Terry (Warner Cable): Asked that they notify Warner Cable when they
bulldoze out for the road so that they can locate their cable, if it is
there. He said if it is not there, they will need to furnish PVC pipe to put
in street crossings. He said Warner. Cable has come up with a policy that
they want to wait until a few houses are built before putting in cable and
if cable is not there, they may wait until three or four houses are started
before installing cable.
7. Bobbie Jones (Planning Administrator): The easements between the lots
need to be dimensioned as to width or there will need to be a note on the
plat as to the size of the easements. The plat will need to be reduced
to a 1" = 100" or a 1" = 200" scale. On lots 27 and 30 the distance
(180' on Lot 30) will run on out to the P. I. On lots 38, 33, and 34, the
distance will also run to the P. I. Change them to read to the beginning
of the radii. Change the 145' to the inside and 195' to the outside of the
west line of Lot 34. Do the same thing with the 230.07 on Lot 35. On

the last plat it was shown as 239.07. She asked that they check all of
their dimensions. Lot 36 has a dimension omitted. The sidewalks are
shown. The developer may put those in or the property owner will be
required to put in the sidewalks when he obtains a building permit. St4Qet
lights are needed at the intersections and at 300 feet intervals between.
There was some discussion about asking the Planning Commission to waive
the requirement for sidewalks and even if they will not waive all of them
to waive the section west of Lot 38. Bobbie Jones asked that they dash
in with a note on the legend the limits of the street construction.
She said they will not need the certificate for the mayor and city clerk
to sign. They need the date and scale in the title block.
Bobbie Jones said she has not yet checked the legal description to see if
it is correct. She said they would go on to the Planning Commission on
August 8 and asked for a revision by August 1.
She said they would need a waiver from the Planning Commission on the
minimum distance between street lights if over 300' and would need to ask
the Board of Directors to waive the street width requirement from'31 feet
s. to 26 feet.
The meeting was adjourned at 10:30 A. M.
